Job purpose
Leads, and coordinates, the Instrument Maintenance Works, and the designated team for SR2 and all related operations under Head of Assets Management SR2 scope, acting as Technical Service provider of maintenance and execution of minor projects, modifications in accordance with the technical standards to maintain the assets through: (1) Leading the design Maintenance instrument services on planned / un-planned maintenance works utilizing best practice. (2) Coordination and supervision of assets, products and maintenance work in the designated area, (3) Implement plans and coordinate instrument maintenance works (4) Lead the designated staff (team) and external contractors in performing electrical maintenance services on planned / un-planned maintenance (CM, PM & TA) activities; in order to ensure plant equipment availability, reliability & optimization of cost / resources while facilitating smooth operations of the plant to meet operational targets.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by IT Technology platform, HSE standards, Omani government & other legal justifications, and best international practices in consonance with national objectives

Pressure transmitters
|

Accountabilities:
|
Team management:
|
- Leading a team of Instrument maintenance engineers, supervisors, and technicians by assigning Instrument maintenance tasks, monitor the progress, providing feedback, training, and manage the team performance.
- Develop and provide effective Training Program for the development of young engineers.
- Evaluate job performance for the assigned maintenance team and assist Head of Maintenance in setting key performance indicators for the department.
- Provide guidance & support to maintenance team on identifying critical issues, repetitive failure of rotating equipment (RCA) & work backlogs.
- Lead the development and ensures execution of Training Program for the development of young engineers.
- Maintains technical expertise in functional areas of process Instrument.
- Reviews policies of warehouse materials/spare parts and determines strategy of their handling and procurement
- Develops IDP of Omanis within the section, prepares training programs and monitors their implementation
- Participate in Management of Change (MOC) committee review meetings.
- Monitors staff attendance, attitude and implements discipline within the section.
- Prepare annual leave plans.

Equipment maintenance
|
- Implements the Preventive Maintenance (PM) plan within his section.
- Accountable for all work for instruments maintenance and calibration to the SR2 facility / buildings.
- Accountable for continuous availability of Instrument equipment such as switchgear, transformers, motors, drivers, UPS/BC, generation system, communication system.
- Ensure application of best work practices in execution of Instrument maintenance jobs.
- Responsible for issuing Work Permits on Instrument side and implementing Lock Out – Tag Out (LOTO) procedure.
- In emergency drills or emergencies maintains close liaison with On-Scene Commander and Operation Coordinator, for ensuring quick restoration of power.
- Accountable for continuous flow of Instrument power to the Logistic facility / buildings.
- Accountable for continuous availability of Instrument equipment such as switchgear, transformers, motors, drivers, UPS/BC, generation system, communication system.
- Ensure application of best work practices in execution of Instrument maintenance jobs.
- Responsible for Instrument side of project implementation in the facilities.
- Provides full technical & manpower support during plants’ shutdown.
- Coordinates efforts within the Section to develop guidelines, specifications, best practices, and procedures for maintenance of pressure, level, flow, temperature, vibration, and pH instruments.

Planning and scheduling
|
- Determines long-term instrument maintenance policy and oversees detailed planning of maintenance activities and programs
- Interface with Planning and scheduling team for the execution of maintenance schedules and plans for Instrument equipment in the refinery, to ensure that maintenance work is conducted in a timely and efficient manner, without disrupting production
- Develop a well-defined back-up plan, such as organizing maintenance staff during on-call & emergency maintenance works in plant during silence hours / off duty.
- Ensure that effective execution of planned maintenance activities /services are conducted & completed in accordance with maintenance best practice and within period.
- Review all planned maintenance activities (CM, PM, and TA) and ensure rotating equipment maintenance history & reports are updated in SAP (CMMS) and work orders are communicated with maintenance staff & contractors.
- Ensure approved planned maintenance sequential of activities & work prioritization and availability of required resources (spare parts, tools, drawings & workforce) are conducted accordingly as per scheduled.

- Provides commissioning support for Major Projects.

Contracts
|
- Provide inputs for development of maintenance contracts & its administration, technical evaluation on RFQ, control and availability of resources.
- Provide input in technical evaluation of new tenders as required and participation in kick-off meetings on planned maintenance (CM, PM & TA)
- Prepares procurement plan for his section.
- Conducts the technical evaluation of bids and generate the evaluation report.

- Attends daily meetings & communicates with Operation, TSD, Planning, HSE and other departments for coordination of complex maintenance activities.
- Attend internal meeting (Operation, TSD, Planning & other department involves in planned rotating maintenance activities) to discuss and proactively resolve issues.

Reporting
|
- Review and update maintenance progress reports & contractor’s performance and takes appropriate action for any issues arise.
- Receives and analyses periodic reports on instruments maintenance and scheduled turnarounds and determines the best course of action for increasing the Section’s efficiency.

Education requirements

Minimum Qualifications for this position are a bachelor in Instrument/Electronics Engineering or equivalent

- Relevant experience in instrument Maintenance Services inclusive of 4 years of relevant experience as Maintenance Team Leader role (Oil & Gas / Petrochemical or Refinery Plant experience preferred).
- Experience in bids evaluation and knowledge of contracts management & spare parts optimization.
- Experience and knowledge in project planning, cost control, contract development, installation, trouble shooting, and start-up.
- Sound judgment in technical matters with good skills in engineering field materials specifications and international standards.
- Good experience in handling of Maintenance Contracts and shutdown related jobs.
- Knowledge of:
- Computerized Maintenance Management Systems (CMMS)
- Expertise in SAP- PM
- Process Equipment Life-Cycle Management
- Experience in condition monitoring systems on rotating equipment.
- Good knowledge in Quality Assurance, Quality Control and HSE plans.
