Job Purpose:
Lead and manage the team and activities for Manager of Information Management & Digital Delivery (IMDD) at RPI, under delegated authority from Head of IDS, acting as owner of its standards and single point of accountability for IMDD content, governance, delivering portfolio of projects, digital transformation project, and Enterprise Content Management (ECM) through: (1) Lead the IMDD Strategy, Content Policies, Standards, Governance, and Projects, (2) Lead the IMDD projects / programs in Data governance, Data Quality, Data Platforms, content management, Business Intelligence, (3) Deliver committed portfolio of projects within agreed constraints, (4) Oversees the digital partnering interface end-to-end process, and (5) Oversees initiatives ; in order to support Information Management & digital Transformation at RPI to ensure the continuity and efficiency of the business.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.
Main Tasks and Responsibilities:
General:
- Define OQ Enterprise Data Management Strategy, BI and Enterprise Content Management Strategy
- Provide a structured approach to data classification and management.
- Establish and manage OQ enterprise data management governance and operating model.
- Establish, maintain, and ensure compliance with OQ data quality standards, processes, and guidelines.
- Identify and standardize the use and governance of data and analytics in support of the enterprise's process information strategy. This includes the governance of data and algorithms used for analysis, analytical applications and automated decision making,
- Define and implement a consistent, standard, and reliable calculations for process information and Process performance monitoring in order to minimize and prevent off-spec production of data at OQ RPI
- Develop business plans to ensure the achievement of function and organisation financial and strategic objectives.
- Report progress against the business plans, opportunities, challenges, and issues faced, mitigations taken and course correction actions, etc. as required, to make an informed decision.
- Prepare and recommend the budget in alignment to the respective department business plan.
- Monitor the financial performance (OPEX and CAPEX) against the approved budget to ensure alignment with set budget guidelines, identify areas of unsatisfactory performance, and recommend performance improvement opportunities.
- Lead and guide a motivated, engaged, high performing and capable team in order to deliver the department business plan.
- Oversees the development of aspects of individual team members, including their IDP including training and knowledge sharing sessions.
Information:
- Oversee the successful roll-out of information management, BI and IG projects.
- Developing and coordinating the implementation of IT and OT convergence with stakeholders across all Streams by Integrating the use of process data across OQ as single version of truth & uniformity in information.
- Help the business Capture process data and define Data Quality & Integrity,
- Develop process Systems & Modelling, Reporting & Analytics, Projects & Innovation, Change Management, and training in order to close the gaps between process information and business.
- Oversees progress on programs / projects / initiatives on:
- Data management (MDM)
- Data warehousing (DW)
- Enterprise Content management (ECM)
- Information Governance (IG)
- Digital Quality (DQ)
- Business Intelligence (BI)
- Process Information domain for Oil & Gas (including refineries).
Digital Business Partnering
- Lead the provision of real time information for structured approach – interface with Business on data classification and management for tighter control of operations.
- Lead the alignment with set budget guidelines, identify areas of unsatisfactory performance, and recommend performance improvement opportunities.
- Ensure delivery of the Program Master Schedule / Program Management Plan, including the identification of emerging issues and the recommended corrective action plans.
- Monitor contractor work output against agreed work package KPIs, challenge inefficiency and recommend improved targets based on historical performance.
ECM:
- Oversees and lead successful achievement of Program cost, time and scope objectives based on a well-defined Program structure, maintaining safety and quality throughout Program life cycle as per OQ RPI Program requirements.
- Develop performance measurement parameters to support various ECM project management teams ensuring on time and within budget completion of their respective scopes.
- Overseas the successful Operation of OpenText xECM solution by establishing Support framework, Service Level Agreements (SLA), maintain a stable xECM for SAP environment, and run day-to-day tasks for RPI xECM environment.
- Managed, and development aspects of individual ECM team members, including their IDP including training and knowledge sharing sessions.
- Overseas all aspects related to Records Management, Information Management, Information Governance, and Plant Information Management Lifecycle including for managing, and development aspects of individual ECM team members.
- Critically evaluate information gathered from multiple sources and systems by breaking down high-level information into detail and making sense of a variety of data in order to provide insights to the business and recommend an action plan to address any issues.
- Conducting business process, content and information management assessments and inventories
- Developing classification systems and metadata schemas, retention schedules
- Developing ECM strategy, policies, and procedures in compliance with legislative and business requirements
- Providing ECM expertise through all phases of an ECM implementation Interfacing with business and vendors

Education Requirements:
- Minimum Qualifications for this position are a bachelor’s degree in IT, Information Systems, computer science, or Engineering.
- Preferred Certifications: Enterprise Data Management (e.g., CDMP, DGSP)
Language: Excellent knowledge of written, read, and spoken English (required) , Arabic - Native (desirable)

- Minimum one life cycle implementation of any module in SAP as Lead/Power user
- Cross functional business experience integrating strategy, finance, people, and technical improvements into business planning and deliver, experience in problem solving, business planning and analysis effectiveness, knowledge of refining and petrochemical industry and processes.
