Lead Process Engineer Utilities

Job purpose 

Lead the operational delivery of Utilities Process Engineering Services  at OQ RPI, under Team Lead Utilities & Product Quality scope, acting as a Lead team player and owner of standards for all the Utilities facilities at RPI assets including desalination, demineralization, sea water intake system, cooling tower, closed loop cooling water, BFW, auxiliary boilers, steam & condensate network, GTG, STG, instrument air system, nitrogen distribution network and waste water treatment systems through: 
(1) Lead the analysis and prepares optimization proposals executing the corresponding engineering actions, task and activities related to opportunities of optimization in Utilities facilities   
(2) Lead the execution while driving actions to ensure that Process Engineering Services meets Management strategy, tactics, and operational performance goals in Utilities facilities, 
(3)  Lead and provide strong & very experienced technical / engineering support on specific operations and the corresponding engineering, maintenance, and operational teams in Utilities facilities, 
(4) Lead initiatives and activities related to Reliability, Energy optimization and water / steam loss reduction across all units in Utilities facilities, and 
(5) Actively engage in training, development and mentoring of Utilities Process Engineers in the department; in order to ensure the quality and efficiency of Utilities Process Engineering Services at RPI.


The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.
Main tasks and responsibilities

Process Optimization
     The systematic approach of analyzing data, identifying areas for improvement, and implementing changes to optimize production (improving efficiency and effectiveness) of various processes related to Utilities facilities, among others, to improve their performance by minimizing energy consumption, reducing operating costs, and maximizing production.     


Acts as Added Partner of Process Optimization and Process control for Utilities facilities 
    Process Control     
Real-time monitoring, alarm rationalization, simulation, modelling, and data analytics to enable the identification process inefficiencies, reduce waste and emissions, and optimize the use of raw materials, energy, and other resources.    


Accountabilities:  

Utilities facilities     
Analysis     

- Analyses plant’s data, using Plant Information (PI) and Laboratory Information Management System (LIMS) - and provides remedial solutions in case of any deviation.
- Analyses, reviews, and provides input regarding design work performed by internal / external engineering resources, which results in process optimization. 
- Analyses & optimizes water treatment chemicals injection rates.  
- Prepares and analyses Heat and Material Balances, Process Flow Diagrams, designs minor plant modifications, and follows through to the project completion. 
- Analyses, monitors, assesses, and reports specific equipment performance specifications such as vessels, tanks, pumps, blowers & compressors, boilers, bioreactors, clarifiers, centrifuges, drums, flare stacks, etc.,  
- Analysis and organizing preliminary technical documents for tender submissions. 
- Prepares technical procedures in line with modifications and new systems implemented.
- Develops design, analysis, or findings of specific equipment.

Process Engineering support     
- Provide Process Engineering services for all Utilities systems. 
- Monitor & troubleshoot wastewater treatment units’ performance including spent caustic treatment. Ensure the effluents meet the required standards set by regulatory agencies. 
- Support change management & MOC process by appropriate function review of the change, marked-up drawings. 
Utility System Optimization    
- Identifies opportunities to optimize operations in designated plants, within and across process units or equipment with focus on reducing energy consumption and reducing carbon emissions.  
- Identify, analyse, and optimize various utility systems, including steam, water, compressed air, cooling water, nitrogen, and fuel gas systems. Ensure efficient utilization of utilities while maintaining reliability and compliance with regulatory standards. 
Process Design and Engineering    Participate in the design and modification of utility systems, including developing P&IDs (Piping and Instrumentation Diagrams), process flow diagrams, equipment specifications, and process control strategies. Collaborate with multidisciplinary teams to integrate utility systems with overall refinery operations.
Troubleshooting and Problem Solving    
- Analyse operational data, conduct root cause analyses, and troubleshoot issues related to utility systems. Identify opportunities for improvement, propose solutions, and implement corrective actions to optimize performance and reliability. 
- Provides input, participate in Root Cause Analysis (RCA), and proposes corrective actions for performance improvement. 
- Prepares data, provides input, and participates in HAZOP studies for any modification of existing facilities and plants. 

Energy Efficiency and Conservation    
- Identify and implement energy-saving opportunities within utility systems. Conduct energy audits, monitor energy consumption, identify areas of waste or inefficiency, and recommend energy conservation measures to reduce operational costs and improve environmental sustainability.

Process Safety and Compliance    
- Ensure compliance with safety regulations and industry standards in utility system design, operation, and maintenance. 
- Conduct hazard assessments, participate in safety reviews, and develop procedures to mitigate risks associated with utility systems.

Data Analysis and Reporting    
- Collect and analyse data related to utility system performance, efficiency, and reliability. 
- Generate reports, develop KPIs (Key Performance Indicators), and provide recommendations to management for continuous improvement.

Optimization Projects and Initiatives    
- Lead or participate in optimization projects aimed at improving utility system performance, reliability, and cost-effectiveness. 
- conducting feasibility studies, developing project scopes, coordinating with stakeholders, and overseeing the execution of projects.
Collaboration and Communication    
- Collaborate with cross-functional teams, including operations, maintenance, engineering, and environmental health and safety, to ensure effective communication, coordination, and implementation of utility system-related activities.

Training & Development 
Provide training to staff on Utilities processes, equipment, quality control procedures, safety protocols, and process improvements. Foster a culture of continuous learning and skill development.

Education requirements    
•    Minimum qualification required is bachelor’s degree in chemical engineering or equivalent. 
•    Advanced degrees or certifications preferred but not required.
Language requirements      Excellent knowledge of written, read, and spoken English (required) | Arabic (desirable)
Background and experience
Competencies and skills
•    10+ years relevant experience 
•    At least 5 years of Process Engineering experience in Utilities units of Refinery / Petrochemical plants.  
•    In-depth knowledge of industry standards, regulations, and best practices related to Utilities processes.
•    Extensive experience in reporting, planning, scheduling of routine work.
•    Expertise for budgeting and cost control.
•    Familiar with techniques for ensuring data integrity with various integration of information / reports.

Utilities     
•    Relevant experience in process engineering, Utilities optimization, or similar roles within a refinery or petrochemical industry.
•    Strong understanding of Utilities facilities.
•    Knowledge of relevant codes, standards, and regulatory requirements related to Utilities systems / units and process safety.
•    Proficiency in process simulation software (e.g., HYSYS, Aspen Plus) and engineering software tools.
•    Familiarity with reliability-centred maintenance (RCM) principles and techniques. 
•    Experience and well versed in Incident investigation, troubleshooting, performance checks, data compilation, etc.
•    Understanding of Process Plant (P& ID / PFD) & Engineering drawings and OEM manuals.
•    Very good experience in software applications like PI, LIMS and steam & energy network analysis tools like Visual MESA.
