Job Purpose:

 

Under delegated authority of VP Assets Development, the Head of Process Safety Services, oversees and manages the developing and implementing process safety requirements at RPI Assets (MAF. SR, AP,  Polymer Operations & NGLE),  acting as owner of process safety governance , advisor and cross-functional champion role for RPI, through:  (1)  Developing and implementing policies, programs and procedures for process safe to ensure safe of assets across RPI assets and monitoring its implementation, (2) Provide support in the technical evaluation of Process Safety issues and ensure proper hazard identification and risk assessments are performed in line with Downstream ’s Standards & Guidelines and applicable international standards; in order to ensure that essential elements of Process Safety Management are addressed and incorporated during the lifecycle of operating facilities and projects within RPI facilities.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

 

 

Main tasks and responsibilities

Scope:

Process Safety CoE and Service for RPI Assets MAF, SR, AP, Polymer Operations, NGLE, Utilities

Process Safety Strategy & Plans:

Process Safety planning, development, roll-out

Process safety policies and procedures\:

To comply with regulatory requirements and industry best practices. This includes ensuring that all employees understand and follow these policies and procedures.

Methods:

Process Hazard Analysis (PHA),

Hazard and Operability Study (HAZOP),

Safety Integrity Level (SIL) study,

Quantitative Risk Assessment (QRA),

Layers of Protection Analysis (LOPA)

Compliance with regulatory requirements:

Ensures that RPI assets comply with all relevant process safety regulations and standards.

This includes staying up to date on changes to regulations and standards and ensuring that the RPI is prepared to comply with them.

Consultations on process safety issues and ensure accountability of all PSM requirements.

Process safety audits:

Conducting regular process safety audits to identify areas for improvement and ensure compliance with company policies and regulatory requirements.

Process safety training programs:

Process Safety workshops for existing and new facilities.

Process safety training programs for all employees.

Incident investigations:

Developing and implementing emergency response plans for process safety incidents ensuring that all employees understand their roles and responsibilities in the event of an incident.

Ensure development of Incident Investigations framework

Ensure providing resources for facilitation of Process Safety Incidents

Providing recommendations for improvement process Safety culture in RPI.

 

Accountabilities: 

General & Plans:

Support Assets Development on budget management for managing the Process Safety budget, ensuring that projects are completed on time and within budget.

Develop and execute the Process Safety long-term strategic plan in alignment with the Assets Development / RPI strategies.

Develop short-term, and long-term assets improvement plants with support from engineering and projects to improve reliability and profitability of RPI plants.

Establish, develop, and review Process Safety Management policies, systems, procedures, and guidelines for RPI Assets.

Process Safety:

Participate in Process Hazard Analysis (PHA), e.g., Hazard and Operability Study (HAZOP), Safety Integrity Level (SIL) study, Quantitative Risk Assessment (QRA), Layers of Protection Analysis (LOPA) and other risk evaluation studies and Process Safety workshops for existing and new facilities.

Monitor to ensure that there is consistent strategy to manage Process Safety Barriers including identification, operations, maintenance, etc. across downstream facilities s as part of Mechanical Integrity System.

Participate in technical design / functional reviews and procedural changes for all Management of Change (MOC) activities, facilities modification related to technology and facilities.

Develop/support programs to improve Process Safety culture and monitor the improvement of Process Safety culture across RPI

Provide updates, guidance and clarifications on existing laws and regulations regarding Process Safety related issues and advice on establishing the best practice standards.

Participate in process risk management audits and their follow up on the areas for improvement as required for proper implementation.

Compile and review Process Safety performance reports and makes recommendations for improvement of process safety management.

Participate in / Lead Process Safety incidents’ investigations and follow-up.

Verify the implementation of process safety management policies, systems, procedures, and guidelines for RPI

Analyse the Process Safety performance to identify key areas of improvement, prepare updates for sharing the performance at various arenas.

Design and Data:

Lead the process design & detail Engineering including performing process simulations, design calculations, Process Optimization, sizing & selection of equipment, etc.

Oversees the preparation of various engineering deliverables (Drawings & Documents) such as Process Flow Diagrams, P & I Diagrams, Process Datasheets, Equipment Specifications, Cause & Effect Diagrams, control philosophies, shutdown philosophies, HAZOP Studies & reports, Operation & maintenance manuals etc. and providing necessary engineering inputs to the other disciplines and other departments

Stakeholders:

Provide process technology support to internal clients (operations, engineering, corporate planning and OMT mgmt.) to reduce operational cost of the refinery using optimization tools and solving technical problems to improve availability of plants and to recommend purchases of catalysts and chemicals

Collaborate with various downstream facilities to assess requirements for safe operating procedures in ensuring proper document generation and upkeep, competency assurance and compliance as part of Process Safety Barriers Management.

Reporting:

Report progress against the Process Engineering Services business plans, opportunities, challenges, and issues faced, mitigations taken and course correction actions, etc. as required, to make an informed decision

Provide performance reports of plants, on plant utilization and availability, and systems regularly to senior management and internal clients like corporate planning and finance in order to be aware of performance and allow management to take proactive and prompt decisions

Supervisory:

Lead the teams of process engineers and ensuring they have the necessary skills and resources to carry out their duties effectively, ensures process optimization Services meets Management strategy and performance goals.

Pprovides good forums to transfer knowledge between teams so that there is a culture of continuous improvement which maximizes performance and profits

Provide guidance to the operating team on daily and longer terms operating strategies to ensure that all staff can complete their tasks and responsibilities

To ensure proper division of work & responsibility among the process engineering teams, providing proper guidance & integration of work done, ensuring good, positive & healthy working nature among the team of engineers to ensure optimum productivity & efficiency.

 

Key Interactions

Internal: All RPI team. OMT - Liaise with the colleagues and stakeholders for day-to-day work.

External: Contractors, Vendors & Suppliers, Insurance / Loss Adjustment Surveyors, Service Providers

 

Notable Working Conditions: Field Operations and office environment, Moderate to intensive computer screen use.

Education Requirements:

Minimum qualification required is a university bachelor’s degree in chemical engineering, Mechanical or Instrument. (required)

Certified Process Safety Professional (CSP) preferred.

Language Requirements:

Excellent knowledge of written, read, and spoken English (required) | Arabic - Native (desirable)

 

 

Background and Experience:

 

10+ Years of relevant experience

Understanding of downstream petroleum business financials

Refinery and petrochemical asset /equipment thorough knowledge.

Minimum of 10 years of experience in process safety management in the refining or petrochemical industry.

Strong knowledge of process safety regulations and industry best practices.

Demonstrated experience in developing and implementing process safety policies and procedures.

Experience in leading process safety incident investigations.

Experience in conducting process safety audits.

In depth know how of safety critical and operational equipment.

Knowledge of engineering, construction techniques customarily acquired by hands on experience.

Experience in Risk and Hazop Management with preparation of process safety systems and documents, lead the Project phase, commissioning and Operational

Good knowledge in Process Safety Management, Risk Based Process safety, OSHA Requirements and HSE plans

Facilities Siting, Quantitative Risk Assessment, Risk contours, Process safety Critical Equipment identifications, risk management and assurance.
