Job purpose
Provides Fire training at HSSE Fire Services & Security, under Head of Fire Services & Security scope, as in-house expert on fire practices, policies, and procedures; through (1) identifying best fit of relevant standards, (2) developing standard operating procedures, (3) assessing training requirements, developing training modules and facilitating training; to ensure that the Fire Services team receives the best-required expert guidance and training on a day to day matters of the department and are well equipped to handle any emergencies.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Identify and assess relevant standards (ex. National Fire Protection Agency), best practices for the department to ensure that these are considered in the development of departmental operational plans, policies and, procedures for training purposes.
- Identify and coordinate all relevant Fire training relating to hazardous or combustible materials with the HSE Department so that all trainees have a full overview of the potential causes of fire and prevention measures.
- In conjunction with Fire Superintendent and Team Leaders, identify training needs; prepare both short and long-term training plans to ensure maximum coverage of personnel training needs.
- Coordinate with Fire Superintendent and Team Leaders on effective practices to adopt when engaged in Fire to prevent escalation of damage to OQ sites and personnel
- Implementation of Incident Command System and competencies.
- Participate in the development of the emergency response and business continuity plans, continuously update, enhance, review, and maintain the plans and pertaining documents to ensure they are up to date.
- Continuously evaluate plans and procedures through scenario testing, feedback sessions with the team, and on the ground personnel to ensure that OQ’s policies and procedures are evolved to best resolve any fire & safety emergencies.
- Devise fire safety training to all employees to increase the reliability, safety, and readiness of all fire-related incidents
- Assist the Fire Services Head in the development of a comprehensive Emergency Response Plan to ensure consistency of response procedures in the event of a major incident
- Ensure Policies and procedures are generated to ensure compliance with OHSAH 18001, ISO 9001, ISO 14001.
- Ensure quality control of documents in the fire service, revisions of the relevant documents, controlled copy distribution according to OQ guidance.
- Act as the in-house expert, to guide and train team leaders as well as firefighters in matters of seeking clarification on policies, plans or on relevant Fire matters
- Manager on improving control measures of the department in operational responses.
- Develop systematic procedures for testing all fire prevention systems regularly to ensure all equipment is operational
- Assist Fire Services Head in the design and implementation of robust means of assessing the potential risk for all operational activities so that appropriate preventive measures can be taken to mitigate and manage any risks which may exist.
- Analyse the effectiveness of training courses delivered to suggest a recommended action plan for improvements
- Plan and propose various awareness programs to encourage a work environment that values fire safety
- Participate and oversee evacuation drills in various locations inside OQ to better understand the level of awareness in dealing with fire-related incidents.
- Facilitate and manage the ECC training, and develop the weekly ECC roster.
- Maintain on the ground presence during routine inspections, mock drills, and emergency scenario tests to observe and gather any feedback for improving the fire & safety policies and plans.
- Conduct regular meetings with the fire services team and other HSE personnel to proactively identify any shortcomings in s emergency response plans.
- Maintain up to date documentation on SOP’s, departmental plans (Emergency Response Plans, Business Continuity plans etc.) for training purposes
- Supports change in innovations, system processes, and workflow improvements which lead to meet department delivery as guided by the Team Leader or the Department Manager.
- Develops weekly / monthly reports as required by the Department.

Education requirements
|
Minimum Qualifications for this position are a Diploma in Fire Engineering or similar.
|
Language requirements
|
Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable)

Experience:
- Relevant experience in a similar role in the Oil and Gas industry preferable in the Refinery, Petrochemical, and Petroleum processes area. Operations/Process engineering. of relevant experience in a similar role within the Oil & Gas / Refinery / Petrochemical
- Experience within a heavy industrial, utilities, or petrochemical processing environment.
- Experience of designing and delivering fire safety training programs
- Deep knowledge of /educational/learning processes
- Knowledge of HSSE Management System
- Working knowledge of Emergency response, Fire operations, Fire Philosophies and design and layout of plant Fire systems, water capacities, and interconnections.
- Operational experience, specifically in emergency management, strategies, and tactics with regards to water dynamics, foam operations, large scale scenarios, and appropriate actions related to managing these emergencies.
- Understanding of fire equipment specifications and maintenance protocols.
- Understanding of risk assessment theory and processes.
- Detailed understanding of all legislative and regulatory requirements concerning fire safety management systems.
- Expert understanding of fire prevention management theory and philosophy.
