Job purpose

 

Provide solutions in environmental projects while executing and maintain the Environmental Management Plan across OQ RPI assets (in line with the HSSE function, its practices & principles), under Head of Environment scope, acting as team player for environmental engineering standards and front desk for environment sustainability matters; through  (1) Implementing and monitoring compliances with environmental policies based on national, regional and international regulations, (2) Carrying out the daily environmental protection activities such as air quality, waste management, water, noise, etc., (3) Providing appropriate and timely environmental engineering expertise to support OQ RPI projects, operations, maintenance, etc.  (4) Coordinating the environmental permitting processes,(5) Working as interface between Company and Lender's environmental consultants; in order to comply with International Finance Corporation Standards (IFC), (6) Providing OQ RPI stakeholders with healthy, safe, secure, and environmentally friendly services; in order  to ensure the proper manufacture and quality of products & comply with local and international environmental regulations as well as those set by the organization and lenders, while ensuring compliance and implement those programs and zero harm to people, assets and environment.

 

 

The position will act in accordance with the OQ RPI Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSSE standards, Oman’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

 

 

 

Scope 

 

·       Environmental Management Plan RPI assets

·       Environmental Compliances

·       Environmental protection activities (air quality, waste management, water, noise, etc.)

·       Operations, Maintenance, Projects, etc.

·       Environmental permitting processes

·       Environmental external consultants.

 

Accountabilities:

 

Strategy - Pollution Control and Prevention

·       Support development of the annual Environmental & Social Plan at HSSE in line with OQ RPI business plan and HSSE strategy.

·       Develop and implement strategies to control and prevent pollution in various forms, such as air pollution, water pollution, and soil contamination.

·       Evaluate and provide advice regarding day-to-day operations progress associated with pollution prevention, waste management, air quality, water quality, and related environmental programs.

·       Data validation skill to validate environmental monitoring data.

·       Evaluate and provide advice regarding day-to-day operations progress associated with pollution prevention, waste management, air quality, water quality, and related environmental programs.

·       Identify future environmental issues and their impact on OQ RPI project activities and develop integrated plans and strategies with affected stakeholders in order to address the issues in the most efficient and effective manner.

Environmental protection activities

·       Work on projects related to water wastewater treatment, water quality monitoring and other environmental related projects

·       Develop strategies for water conservation and assess the impact.

·       Develop and implement waste management systems to minimize waste generation and promote recycling and reuse.

Environmental Impact Assessment (EIA):

·       Provide technical guidance, and take on more complex and challenging projects with responsibility in project management, decision-making, and overseeing the work of environmental trainee / junior staff

·       Reviewing environmental impact assessments for proposed projects or developments.

·       Record analyses and report progress regulatory compliance efforts and other programs applicable at the site including stormwater management, employee training, recordkeeping/reporting, and other associated HSSE programs at a facility.

·       Review Environment Impact Assessments activities to ensure that OQ RPI project and its staff are adhering to environmental policies and standards.

·       Assess the potential environmental impacts of projects and provide recommendations for mitigation measures to minimize adverse effects considering factors such as:

o    Air and water quality,

o    Ecosystem health,

o    Socio-economic aspects

Environment & Social Management System

·       Operate the Environment & Social Management System (ESMS).

·       Record and monitoring the progress of studies on emissions, wastewater management, soil pollution, etc. along with other departments in OQ RPI, using regional and international ‘best practices in the environment.

Environmental Regulations and Compliance

·       Maintain oversight of the environmental performance of existing activities to ensure OQ RPI project and operations meets all required regulatory requirements and organizational objectives.

·       Coordinate the Environmental permitting process at OQ Project and operations.

·       Oversees OQ RPI Project and operations Waste Management Plan, in line with environmental laws and regulations in force.

·       Ensure that engineering projects and operations comply with these regulations and help organizations navigate environmental permitting processes.

·       Conduct environment inspections regularly and follow up on outstanding environmental issues.

·       Work towards promoting sustainable development by integrating environmental considerations into engineering practices.

·       Track applicable laws & regulations with specific emphasis on Soil, Air & Water quality, noise levels and hazardous waste and evaluate the potential impact of these laws on the operations of OQ RPI’s facilities.

Stakeholder relations

·       Develop and maintain effective relationships (internal and external) in order to ensure that the OQ RPI project and operations can appropriately lead to wider environmental initiatives that influence OQ RPI project activities, operations and enhance its reputation among stakeholders.

·       Collaborate with multidisciplinary teams to address complex environmental challenges and promote sustainable practices.

·       Monitoring visit of lenders E&S independent Consultants and ensure compliance to Environment and Social Action Plan.

·       May be responsible for communicating project goals, presenting technical information, and addressing concerns from various parties.

 

Key interactions

Internal: Liaise with the colleagues and stakeholders for day-to-day work including Department heads, Maintenance, Operations, Technical Services, Engineering, and Shift staff

External: Acts as liaison between Government offices, External regulators, lender’s Environmental consultants, Neighboring industries, Universities and research organization, Industry bodies, Ministers, and political decision-makers

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Bachelor's Degree in Environment Engineering, or Chemical & Process Engineering or Bachelor of Science in Environment, chemistry, or equivalent.

 

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

·       5-8 years relevant experience in a similar role within the Oil and Gas industry preferably in Refinery, Petrochemical, and Petroleum processes.

·       Detailed understanding of general industry standards including deep knowledge of basic environmental aspects.

·       Fundamentals of HSSE- Comprehensive knowledge of Occupational Health, Safety & Fire.

·       Advanced experience, and deeper understanding and expertise in specific areas of environmental engineering.

·       Specialized knowledge in fields such as air quality management, water resource planning, environmental impact assessment, or sustainable development.
