Job Purpose:

 

Provides Specialized contracts baking for Operations at RPI, under Manager Contracts for Operations scope’s to support Downstream RPI (Operations), acting as team player for contract preparation, tender specifications, business demands, technical and commercial standards to meet end user’s timelines by; (1)  Delivery of procurement planning assigned tasks, (2)  Compilation of Tender Documents (ITT) & Contract Packages in compliance of Oil & Gas industry standards, (3) Preparation of Contract documents, amendments, variations in accordance with approved OQ contract policy (correspondence with counterparties, corrective actions identification, corrective actions endorsement, and corrective actions execution and monitoring), (4) Execution and distribution of contract documents to Contractors and User Departments., (5) Gathering information regarding the status of ongoing contracts and issue periodical reports, (Expiring/new contacts identification, Establishment of negotiating team, Definition of contracting strategy, Negotiation and contracting, and Contract signing and filing, etc.); and (6)  Provides administrative assistance to staff / clients in contract related issues; in order to ensure their compliance and the conditions agreed in the SLA and relevant policies.

Accountabilities: 

 

 General

Create library to learn from previous mistakes

Execute the full contract cycle from pre-award to post-award and carry out the contract (includes the tender-board approvals).

Executes end-to end process and recommend changes that will suit the design / process

Implementing the support strategy as key agent for assigned client (OMT RPI)

Executes the design, develop, build, test of strategy

Contract Planning & Preparation

 

Create contracts plans well ahead for Operations Contracts in order to meet end user’s timelines.

Check the synergy between them and unify the common ones before starting tendering processes.

Develops plans using detailed drawings.

Preparing estimates and budgets.

Creating accurate project specifications.

Designing engineering experiments.

Completing regulatory documents concerning safety issues.

Analyses contract requests from stakeholders & determines the appropriate method of contracting / procurements.

Ensures proper bids technical and commercial evaluations are done in line with the internal policies and procedures.

Contract Packages

 

Preparation of Contract documents, amendments, variations in accordance with approved OQ contract policy (correspondence with counterparties, corrective actions identification, corrective actions endorsement, and corrective actions execution and monitoring),

Execution and distribution of contract documents to Contractors and User Departments. (Downstream RPI OMT),

Gathering information regarding the status of ongoing contracts and issue periodical reports, (expiring/new contacts identification, establishment of negotiating team, definition of contracting strategy, negotiation and contracting, and contract signing and filing, etc.)

Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers

Execute Vendor selection and approval for pre-award activities.

Troubleshoot all Operation vendor problems and present to management as required.

Execute insurance certificate for Operation Contracts,

Execute the performance bond management related to Operation Contracts

Execute the full contract cycle from pre-award to post-award and carry out contract. Including the tender-board approvals and ensures that contracting procedures are adhere to audit norms.

Analyse case and apply Corrective actions identification and report to relevant stakeholder for guidance on actions / commercial position to be pursued

Reviews bids, conduct negotiations and administer the award of contracts and contract amendments and provision of feedback to bidders.

Manage requests, meeting with counterparties to discuss issue andidentify corrective actions, acting as an intermediary/facilitator among involved stakeholders

Perform the development of tender specifications in line with business expectations, risk perspective & applicable laws.

Assess impact & costs for requests related with Long Term impact on agreement on contracts.

Align with end users to conduct the technical evaluation. Take responsibility for conducting the commercial evaluation.

Respond to all clarification requests during tendering periods.

Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.

Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers

Tender Specifications

 

Perform the development of tender specifications for Operation Contracts in-line with business expectations, risk perspective and applicable laws.

Respond to all clarification requests during tendering period.

Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers

Align with end user for conducting technical evaluation; take responsibility for conducting commercial evaluations.

Stakeholder Relations

 

Coordinate with other team members to collect all Operation Contracts.

Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.

Support the management of contract disputes to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.

Build and maintain relationship with suppliers within the region to ensure positive, constructive, and cost-effective commercial agreements for the company.

Monitors market trends and provides accurate supply information to internal customers.

Collate procurement plans well ahead from different stakeholders in order to meet end user’s timelines.

Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.

Support the management of contract disputes to ensure fair and timely resolution with vendors. This includes escalation of disputes where needed with the support of legal.

Operation supplier Relationship Management (SRM) program for key vendors.

Support stakeholders by giving advice on claims related with Operation vendors for early resolution

Reports / Policies and technical and commercial standards

 

 

Develops weekly / monthly reports as required by the Department

Creating technical reports for customers.

Continuously update the tracking tool with the latest tendering / contracts’ information and details

Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever it’s applicable

Monitor market trends and provide accurate supply information to internal customers.

Continuously update the tracking tool with the latest tendering / contracts’ information and details

Maintain HSE as a priority through compliance with HSE rules. Ensure that all contracts are fully compliant with company HSE policies.

Promote and encourage the continuous learning and development among team members including knowledge sharing activities.

Contribute to the development and implementation of departmental policies, systems, processes, procedures and controls. Continuously identify and recommend improvements while ensuring compliance with the group guidelines, international / local standards and relevant legislation.

Report on contract specific indicators and KPI’s to relevant stakeholders within the procurement function, upstream, downstream functions.

Maintains a list of “good” and “poor” performing Operation contractors based on contract performance reviews.

Contract compliance for Operation contracts including the monitoring of SLAs with vendors and ensure contractual obligations are met. .

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site.

Education requirements

Bachelor’s Degree in Supply Chain, Engineering, law, Business Administration or equivalent.

Professional Certifications such CIPS is an added advantage.

Master’s degree, MBA or any special certifications related to the role is an added advantage

Language

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

5-7 years of relevant experience

Experience implementing best practices related Contracts for Operations for Oil & Energy sector 

Experience providing consultation in  projects, or challenges within their domain.

Expertise in Contracts for Operations subprocesses / subfield within the Oil & Energy industry

Depth experience securing specialized software applications for Contracts for Operations subprocesses and mitigating potential vulnerabilities.

Experience in Contracts for Operations methodologies, and applicable regulations / coding practices in the Oil & Energy sector.

Threat analysis

Working knowledge of Omani MOG related Laws.
