Job purpose

Lead the provision of  Maintenance Performance Management & strategies across OQBi designated sites and all related operations, under Manager Performance Management & System Maintenance scope’s, acting as Senior Matter Expert for Maintenance  Benchmarking & studies with focus in Operating Excellence and KPIs, including best practices, and execution of minor projects, modifications in accordance with the technical standards set by OQ to maintain the assets through; (1)  Lead  contracts development & parts optimization, (2) Lead the preparation of reports and implementation plans  coordination for minor maintenance works in the designated areas; in order to support maintenance function to meet cost-effective, timely and efficient manner.

It is supported by an IT Technology platform, HSSE standards, Omani government regulations, legal justifications, and best international practices. Main tasks and responsibilities

 

 

 

Scope

 

    • Assist in Benchmarking studies for maintenance functions, including data collection and analysis.
    • Support Workforce Planning (OMT) efforts and interface with relevant stakeholders.
    • Assist in external/internal audits and follow up on action items related to maintenance.
    • Support the tracking and development of KPIs for maintenance functions and assist in the issuance of recommendations to improve lagging areas.

Performance management strategies

    • Contribute to the development and execution of performance analysis for maintenance activities.
    • Assist in identifying key performance indicators (KPIs) and contribute to the development of strategies to improve them.
    • Support the preparation of planned maintenance schedules and assist in developing the annual procurement plan.

Monitoring,

Analyzing performance data & Reporting

    • Monitor and analyze maintenance performance data (CMMS data, budget consumption, safety metrics) and contribute to the development of strategies for improvement.
    • Assist in developing and executing performance reports regarding maintenance performance, compliance monitoring, and backlog reports.
    • Provide feedback on performance trends and contribute to the analysis and recommendation process for maintenance improvements.
    • Support the review and maintenance of inventory levels of spare parts, ensuring that stock requirements are met as per maintenance schedules.

Budget Development and Management

 

    • Support the development and management of performance management budgets (CAPEX/OPEX).
    • Assist in the analysis of budget statuses for capital projects and contribute to budget reports.
    • Review Scope of Work (SOW) updates from CMMS and assist in creating Purchase Requests (PR) via SAP.
    • Monitor budget consumption and provide recommendations to optimize resource allocation.

Contract and Inventory Management

 

    • Assist in evaluating bids and technical clarifications related to contractor scopes of work.
    • Support the management of maintenance contracts and address issues that arise during all phases of contract execution (from scope development to contract closure).
    • Ensure proper stocking of spare parts according to scheduled maintenance requirements.

Collaboration and Compliance

 

    • Interface with other departments (operations, maintenance, safety) to ensure alignment of maintenance strategies with overall operational goals.
    • Support compliance efforts to ensure that the site adheres to relevant regulations related to performance management and environmental sustainability.
    • Contribute to the development of maintenance planning and scheduling practices that optimize resources and costs, ensuring safety and compliance.
    • Assist in ensuring that equipment manufacturer's standards, procedures, and safety regulations are followed by staff and contractors.

External: Contractors, Vendors, Suppliers, Auditors.

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum Qualification for this position is Bachelor degree in Mechanical or Electrical or Instrument Engineering or equivalent. (required)

Language requirements 

Excellent knowledge of written, read, and spoken English (required) & Arabic - Native (desirable)

Background and experience

Competencies and skills

  • Engineer: 5-8 years of relevant experience in maintenance performance management, particularly within Oil & Gas, Petrochemical, or Refinery environments.
  • Senior Engineer: 8+ years of experience, demonstrating solid expertise in performance management, maintenance systems, and contract management.
  • Lead Engineer: 12+ years of experience, demonstrating solid expertise in performance management, maintenance systems, and contract management.

Core Competencies:

  • Expertise in Computerized Maintenance Management Systems (CMMS).
  • Experience with SAP (PM, MM, FM Modules).
  • Familiarity with Primavera or MS Project for scheduling and planning.
  • Engineer/Senior Engineer: Familiar with routine maintenance reporting, planning, and scheduling.
  • Senior/Lead Engineer: Experience in leading maintenance performance analysis and improvement strategies.
  • Experience with industry best practices and maintenance international standards

Soft Skills:

  • Ability to build relationships within the department and with contractors, focusing on collaboration.
  • Strong organizational skills, attention to detail, and excellent communication (both verbal and written).
  • Ability to manage multiple priorities and tasks simultaneously in a fast-paced environment.

Technical Skills:

  • Expertise in CMMS and SAP PM Modules.
  • Proficiency in Primavera and MS Project for scheduling and resource planning.
  • Familiarity with material specifications, QA/QC processes, and international standards.
