Job purpose   

 

Promote HSE services at SFR scope; through (1) monitoring assigned area SFR for compliance with company practice code and HSE control procedures, (2) Supporting plant operations, maintenance, and other departments on HSE matters accordingly, and (3) providing train OQL staff in HSE by promoting safe practices and safe working environment; in order to contribute with HSE department to meet its objectives.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main Accountabilities

  • Perform HSE control programs effectively e.g. plant HSE walk-throughs, risk assessments, field Inspections of PTW, PPEs, OMT, Environment, Occupational Health activities, contractor activities, tools, equipment, etc to control hazards.
  • Prepare & execute HSE campaigns, HSE audit/inspection schedules, HSE trainings, and any other training/awareness as per HSE function requirements.
  • Execute HSE training programs such as HSEMS modules, Induction, Driving authorization, PTW authorization, etc., for all employees and contractors.
  • Minimize incidents by proper monitoring & implementation of the Company’s Health, Safety & Environment measures. Conduct incident investigations (Root Cause Analysis) of all recordable incidents and near misses with high potential.
  • Monitor contractor's HSE plans and hold regular contractor’s HSE meetings & inspections.
  • Understand & implement emergency response procedures.
  • Perform and support Occupational Health / Environment activities e.g. Noise monitoring, Lux monitoring surveys, Heat Stress Level monitoring, Fatigue management, Odour monitoring, etc.
  • Lead and attend departmental HSSE meetings, preparing Minutes of Meeting (MoM) maintaining attendance sheets.to achieve HSE function goals.
  • Develop weekly/monthly/quarterly reports/presentations with good analytics.
  • Able to use computer-based software, HSE systems, investigation software and their effective utilization to develop reports / presentations to achieve HSE function goals.
  • Contributes to the integrity of the organization structure through constructive feedback.
  • Contributes to improving processes and procedures within the department in conjunction with Team Lead Safety
  • Keeps abreast of advances in relevant technology and HSE practices through discussions with relevant Staff, technical publications, and self-development.
  • Track applicable laws & regulations with specific emphasis on Soil, Air & Water quality, noise levels and hazardous waste and evaluate the potential impact of these laws on the operations of OQ’s facilities. 
  • Monitoring visit of lenders E&S independent Consultants and ensure compliance to Environment and Social Action Plan.
  • Follow, process the renewal and maintain environmental permits as required.     
  • Conduct underground water sampling and monitor environmental critical equipment availability.
  • Monitor AAQMS and CEMS emissions to ensure compliance with environmental regulations.   
  • Create and manage call offs for monthly clinic and SSS payments.
  • Ensure all Intelex reports including incidents, HSE observations and LSR’s are reviewed and validated.
  • Promoting a strong safety culture within OQL
  • Supporting Permit to Work (PTW) and safe systems of work.

External: PDO, ROP, Service Providers, Consultants

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use.

Education requirements

Minimum Qualifications for this position is a bachelor’s degree in engineering / Diploma in Safety.

Language requirements 

Excellent knowledge of written, read, and spoken English (required)  Arabic - Native (desirable)

  • Relevant experience in same role within the Oil and Gas industry preferable in Refinery, Petrochemical, and Petroleum processes.
  • Knowledge of main HSE procedures
  • Experience in the field of managing HSE aspects in Petrochemical, Oil & Gas industries.
  • Fundamentals of HSSE - Comprehensive knowledge of occupational health, safety & environment. Detailed understanding of general industry standards and the requirements of the more frequently referenced standards. Includes deep knowledge of basic HSE concepts such as hazard and risk assessment, personal protective equipment, behavior-based safety, machine/ equipment safety, confined space entry, etc.
  • Occupational Health & Safety Management System-
  • Experience in HSE audits.
  • Knowledge of ISO 45001 and RC14001.
  • Knowledge of risk management methods and practices.
  • Knowledge of HAZOP or similar studies.
