Job purpose 

The IC Fire Engineer plays a critical role in ensuring fire safety and emergency response readiness across the organization. This role includes overseeing the technical planning, inspection, and coordination of fire protection systems and response strategies. The IC Fire Engineer supports Fire & Crisis Management operations by conducting risk assessments, coordinating emergency drills, analyzing fire incidents, and ensuring compliance with local and international standards.

This role is guided in accordance with the OQBI Mission, Vision, Values, and Strategies, as well as policies, guidelines, and both local & international standards. It is supported by an IT Technology platform, HSSE standards, Omani government regulations, legal justifications, and best international practices. All these elements are aligned with the national objectives of Oman.
Main tasks and responsibilities 
•    Emergency Response Planning:
Develop and maintain fire and emergency response plans, including evacuation procedures, firefighting strategies, and coordination protocols with local authorities.

•    Fire Safety Design Reviews:
Review design drawings and specifications for new and modified facilities to ensure compliance with fire safety codes and integration of appropriate fire protection systems.

•    Incident Command Support:
Serve as technical advisor to the Incident Commander during emergency situations, providing input on firefighting tactics, equipment usage, and scene safety.

•    Fire Protection Systems Maintenance Coordination:
Collaborate with maintenance and reliability teams to schedule and oversee preventive and corrective maintenance of fire detection and suppression systems.
•    Training & Awareness:
Conduct training sessions and fire safety awareness programs for staff, including use of extinguishers, emergency evacuation, and fire watch responsibilities.
Lead fire drills and emergency simulations; evaluate and improve performance based on outcomes.

•    Documentation & Regulatory Compliance:
Maintain accurate records of fire drills, inspection reports, incident investigations, equipment certifications, and training logs.

•    Contractor Safety Oversight:
Monitor and assess fire safety compliance of third-party contractors working on-site; ensure contractor activities adhere to HSSE policies and fire safety standards.

•    Audit & Compliance Support:
Actively participate in internal, client, and regulatory audits concerning fire protection and emergency preparedness.

•    Emergency Equipment Management and Inventory:
Maintain an up-to-date inventory of fire and emergency response equipment.

•    Technology Integration:
Collaborate with IT and engineering teams to implement or upgrade fire monitoring systems (e.g., fire alarms, gas detection, remote control systems).

•    Root Cause Analysis:
Lead or support root cause analysis for fire-related near misses, incidents, or system failures to identify and implement corrective/preventive actions.

•    Sustainability & Environmental Protection:
Ensure firefighting activities and chemical suppression systems comply with environmental regulations and sustainability goals.

•    Budgeting & Procurement Support:
Provide technical input into budgeting, procurement, and tendering processes related to fire protection systems, training services, and equipment upgrades.

Key interactions
Internal: Collaborates with colleagues across departments including HSSE, Engineering, Operations, and Maintenance.
External: Liaises with government authorities (e.g., Civil Defense), contractors, and safety committees.
Notable Working Conditions. Field operations and office-based work, Moderate to intensive computer screen use & May require on-call availability for emergencies
Education requirements    •    Minimum: Bachelor’s Degree in Fire Safety Management, Engineering, or a related field
Language requirements      •    Arabic - Native (desirable) 
•    English language level of the candidates is up to accepted level in written, read, and spoken

Experience:
•    Engineer: 6–10 years of experience
General Knowledge & Background:

Experience in refinery, petrochemical, or petroleum industries

•    Strong understanding of fire and emergency response standards and regulatory compliance
•    Knowledge in:
•    Hazard and risk assessments
•    NFPA standards, API guidelines, OSHA/OSHAS
•    process safety, flammable materials behavior, fire dynamics
•    Incident investigation and root cause analysis
•    Behavior-based safety systems
•    HSSE Management Systems
•    HAZOP studies

Required Training and Certifications
•    NFPA CFPS Certified Fire Protection Specialist
•    API 752 
•    API 753
•    Professional firefighting training (in English) with certification

• تخطيط الاستجابة لحالات الطوارئ:
تطوير وصيانة خطط الاستجابة للحرائق والطوارئ، ويشمل ذلك إجراءات الإخلاء، واستراتيجيات مكافحة الحرائق، وبروتوكولات التنسيق مع السلطات المحلية. 
• مراجعة تصاميم الحماية من الحرائق:
مراجعة رسومات التصاميم والمواصفات الفنية للمرافق الجديدة والمعدلة لضمان الالتزام بقوانين السلامة من الحرائق وتكامل أنظمة المناسبة للحماية من الحرائق.
• دعم قائد الحادث:
العمل كمستشار فني لقائد السيطرة على الحوادث أثناء حالات الطوارئ، من خلال تقديم التوجيه بشأن تكتيكات مكافحة الحرائق، واستخدام معدات اطفاء الحريق، وسلامة الموقع.
• تنسيق صيانة أنظمة الحماية من الحرائق:
التعاون مع فرق الصيانة والموثوقية لجدولة وإشراف على الصيانة الوقائية والتصحيحية لأنظمة كشف الحريق والإطفاء.
• التدريب والتوعية:
o    عقد جلسات تدريبية وبرامج توعية بالسلامة من الحرائق للموظفين والتي تشمل استخدام طفايات الحريق والإخلاء في حالات الطوارئ، ومسؤوليات مراقب الحريق.
o    تولي قيادة تدريبات الاخلاء من الحريق ومحاكاة حالات الطوارئ بالإضافة إلى تقييم الأداء وتحسينه بناء على النتائج.
• التوثيق والامتثال التنظيمي:
الحفاظ على سجلات دقيقة لتدريبات الإخلاء وتقارير التفتيش وتحقيقات الحوادث، وشهادات المعدات، وسجلات التدريب.
• مرقابة سلامة المقاولين:
مراقبة وتقييم امتثال مقاولي الطرف الثالث الذين يعملون في الموقع بمتطلبات السلامة من الحرائق، وضمان التزام أعمالهم مع سياسات الصحة والسلامة والأمن والبيئة ومعايير السلامة من الحرائق.
• دعم التدقيق والامتثال:
المشاركة الفعالة في التدقيقات الداخلية وتدقيقات العملاء والجهات التنظيمية المتعلقة بالحماية من الحرائق والاستعداد لحالات الطوارئ.
• إدارة معدات الطوارئ والمخزون:
الحفاظ على سجل محدث لمخزون معدات  الاستجابة لحالات الطوارئ والحريق. 
• تكامل التكنولوجيا: 
التعاون مع فرق تقنية المعلومات والهندسة لتنفيذ أو تحديث أنظمة مراقبة الحريق (مثل إنذار الحريق، وكشف الغازات، وأنظمة التحكم عن بُعد).
• تحليل الأسباب الجذرية:
تولي قيادة أو دعم تحليل الأسباب الجذرية لحوادث الحريق القريبة من الوقوع أو الحوادث الفعلية أو فشل الأنظمة لتحديد وتنفيذ الإجراءات التصحيحية والوقائية.
• الاستدامة والحماية البيئية:
ضمان توافق أنشطة مكافحة الحرائق وأنظمة الإخماد الكيميائي للحريق مع اللوائح البيئية وأهداف الاستدامة.
• دعم الميزانية والمشتريات:
توفير مدخلات فنية في عمليات إعداد الميزانية، والمشتريات، وعمليات المناقصات المتعلقة بأنظمة الحماية من الحرائق، وخدمات التدريب، وتحديث المعدات.

•    الحد الأدنى من مؤهلات هذا المنصب هو درجة البكالوريوس في إدارة السلامة من الحرائق والهندسة أو أي مجال ذي صلة.    المؤهل الدراسي المطلوب:
•    اللغة العربية: اللغة الأم (مرغوب).
•    مستوى مقبول في اللغة الانجليزية لدى المرشحين في الكتابة والقراءة و التحدث.    اللغة:

الخبرة:
•    مهندس: 6–10 سنوات من الخبرة.
