Job purpose
Execute technical activities related to project cost estimation and procedures according to financial and technical guidelines at the Project Delivery function, under the authority of the Manager Project Planning. Responsible for the execution of project cost estimation, forecasting project costs, and tracking commitments. Ensuring the right cost estimation tools are available and effectively used to support the Project Delivery functions, guaranteeing business continuity and efficiency.
The position will operate following the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, the Oman government, and other relevant legal frameworks and best international practices aligned with national goals.

Mandate QHSSE Obligations
- Ensure compliance with the HSE Management System.
- Monitor and report safety performance and compliance.
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely.

Main tasks and responsibilities
- Administrate business proposals and strategizing techniques for OQGN's projects specifications and requirements, ensuring high-quality deliverables and satisfaction.
- Lead OQGN’s cost estimation discipline and ensure compliance with the Company’s overall requirements.
- Build and keep a cost estimation database inclusive of main equipment prices, construction indices, labour, inflation, and bulk materials.
- Lead analysis and modelling of required data to generate project cost estimations.
- Provide support to project cost controllers in analyzing procurement costs and overall project costs.
- Execute and use the Cost Estimation platforms.
- Develop and evaluate cost estimation procedures and needed cost estimation templates.
- Drive consistency in the cost estimation principles and accuracy throughout the project life cycle.
- Lead Monte Carlo analysis to derive contingencies and ensure documentation of cost estimation assumptions.
- Collect and analyze cost estimation information for business plan development.
- Prepare and organize data to benchmark cost and time estimates against internal and external projects.
- Support and interact with cross-functional teams to ensure clarity on the inputs to the estimation models.
- Support the development of the department budget and cost control aspects.
- Monitor the EPC performance in terms of cost and associated breakdowns and ensure compliance with company requirements.
- Enhance the cost estimation process and ensure implementation of improvements/lessons learnt.
- Assisting the Cost Control Team in terms of Business Plan Monitoring, preparing Cash Call & Accruals and Invoicing, on an as-and-when-required basis.
- Ensure compliance with the Company’s HSSE requirements and policies.

Working Conditions
Primarily office-based, occasional travel, and sporadic visits to the project site.

Education requirements
Bachelor’s Degree or equivalent.
|
Language
Preferable English and Arabic.
|
Experience and background.
- From 8 to 10 years of experience in technical activities related to project cost estimation and procedures according to financial and technical guidelines associated with the best practices in the oil and gas sectors.
- Hands-on experience in using Cost Estimation software like Cleopatra. Excellent skills in using Excel.
