Job Purpose

Manages all site related activities and deliverables for projects portfolio within OQGN Project Delivery reporting to Head of Projects. Manages and assign construction resources and ensures timely completion in line with the set targets and required project quality standards. Ensure consistency and standardized alignment across all the project sites

 

The position will act in accordance with OQGN’s mission, vision, values & strategies, as well as policies, guidelines, and international standards, supported by an IT technology platform, HSE standards, Oman’s government & other legal justifications and best international practices in consonance with national objectives. 

Mandate QHSSE Obligations

  • Ensure compliance with HSE Management System, regularly review and update the HSE Management System to reflect changes in regulations, industry standards, or organizational needs, regularly audit various departments or projects to confirm adherence to the HSE Management System.
  • Monitor and report safety performance and compliance.        
  • Use data analytics tools to track safety metrics and KPIs.
  • Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules, etc.) to perform tasks safely, organize regular safety briefings and toolbox talks to discuss ongoing concerns or recent incidents, collaborate with department heads to integrate safety protocols into daily workflows, recognize and reward employees or teams that exhibit outstanding safety behaviour and initiate corrective actions or disciplinary measures for violations of safety rules.

Main Tasks and Responsibilities

  • Manages and assign construction resources across all the project sites and supervises the activities of assigned personnel within the Project Construction Organization and ensure timely completion in line with the set targets and required project quality standards.
  • Ensure consistency and standardized alignment across all the project sites.
  • Manages the establishment of the construction philosophy for Company systems, standards, procedures, methodology and the necessary protocols to carry out the variety of construction support services, to a high standard of performance.
  • Interface with stakeholder and other disciplines such as engineering, procurement, construction, and commissioning to ensure the requirement of Project technical services are satisfactorily addressed.
  • Responsible to interact with all the project stakeholders throughout the design phase and present periodic updates on design features to ensure smooth completions. Schedules all Constructability Studies, Safety Reviews and ensures responsible participants contribute during meetings and disposition action from meetings in a timely manner.
  • Responsible for overall facility completion, including all mechanical, electrical, instruments, process, systems, structural and civil works. Monitors all the project construction phases till mechanical completion including commissioning dossier reviews, preparation of bid packages.
  • Participate in contract negotiations as required and recommends contract awards. Oversees project construction or installation work by contractors and approves progress for final payments as per progress measurement system.
  • Manages the establishment and maintenance of a Technical Documentation and Standards. Includes ensuring the correct revision of project procedures, codes and standards are utilized (including records and publications) and making these available to the construction team/supervisors.
  • Participates in project budget development to ensure review process is adequately described and reasonable funding is available in order to successfully carry out the various Construction tasks.
  • Exercise control over costs of construction particularly the use of labour, materials and equipment. This includes reviewing variances from budgeted expenditure and recommends/initiates action to bring them under control.
  • Monitor construction progress on a daily, weekly and monthly basis and provides input to the regular reports to the Project Manager.
  • Responsible for document approvals through-out all phases of the project, including timely review, commenting, and approvals. Monitor correspondence, letters, RFI, deviations and transmittals by actions required by dates and provides timely direction and/or decisions.
  • Maintains Project’s Key Issues list, records and ensure timely reporting and disposition of actions.
  • Participate in setting up the project execution plans/strategies and implementation.
  • Implement HSSE & S management system in line with the OQGN standards and requirements.  
  • Provide leadership and guidance, coach, mentor, manage performance and ensure competency mapping and training of department staff for professional growth and development and succession planning in consultation with the PT&C. Oversight of all personnel-related matters related to the construction team.

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the operation site.

Education Requirements

Master’s or bachelor’s degree or equivalent

Language

PreferableEnglish and Arabic

Experience and Background

  • 12+ years of progressively responsible experience in Oil and Gas construction projects. 
  • Working experience in EPC
