Job purpose
Leading the QA&QC activities associated with all technical processes of quality standards and quality procedures across the projects, aligning with best practices and standards, under the authority of the Manager QA&QC. Responsible for implementing QA&QC standards and ensuring proper custody, preservation, updating, accuracy, and availability of project QA&QC information. Responsible for developing quality KPIs and performance improvement plans to ensure that the appropriate engineering tools and maintenance are available and properly utilized to support the respective business functions, guaranteeing business continuity and efficiency.
The position will act by the organization’s mission, vision, values, policies, and guidelines, supported by an IT technology platform, HSE standards, Oman government and other legal justifications and best international practices aligned with National objectives.

Mandate QHSSE Obligations
- Ensure compliance with the HSE Management System
- Monitor and report safety performance and compliance and compile monthly or quarterly safety performance reports for senior management.
- Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules) to perform tasks safely

Main tasks and responsibilities
- Act as a Lead focal point for the establishment and maintain a Project Quality Management System reflecting current best practices for all projects within the Project Delivery function. Provide QA&QC inputs in all contract and project phases.
- Ensure contractual obligations related to owner project quality requirements are fulfilled.
- lead the development of the scope of work and other pre-tender documents to ensure proper quality inputs.
- Lead development and review of FEED specifications. Lead bid evaluations to ensure compliance with quality requirements.
- Lead review process and approval of contractor project quality documents and coordination procedures.
- Lead internal and external project quality audits. Guide the development of specific contractor documents.
- Promote awareness of the Project Quality Management System.
- Conduct reviews of Project Quality Management System awareness.
- Lead management of internal and third-party inspections as required. Maintain and lead development project quality records.
- Prepare and present progress reports and KPI evaluations as required.
- Manage the QA/QC contracts for the local and international inspections.
- Lead review of QA/QC requirements in purchase requisitions to confirm the inclusion of quality inputs and compliance with the procurement quality policy.
- Support the procurement team by reviewing quality plans, inspection plans, and other quality documents related to procurement items, as well as records and certificates for material procurement.
- Support the development of departmental budget and project costs, inclusive of resource deployment plans.
- Support construction and cross-functional collaboration and alignments to fully integrate QA/QC requirements.
- Lead implementation of innovative solutions in the field of QA/QC.

Primarily office-based, occasional travel, and sporadic visits to the operation site.

Education requirements
Bachelor’s Degree or Diploma Degree in Engineering, or equivalent.
|
Language
Preferable English and Arabic.
|
Experience and background.
- From 10 to 12 years of experience in engineering related to Quality Assurance & Quality Control associated with resources and projects, contributing cross/different functional projects teams, and complex projects in oil and gas sectors.

- Computer literate with expertise in MS Office.
- Technical engineering terminology in English & and Arabic languages.
- Awareness and qualification in ISO 9001 Lead Auditor, CSWIP 3.1, BGAS Gr.2 and NDT Level II in RT, UT, PT and UT
- HSE, finance, budget, and reporting.
- Process Safety Management and risk management.
- In-depth knowledge of HSE regulations, standards, and best practices.
