Job purpose

Lead Projects Control Engineer works for all the Projects of the Project Delivery Function of OQGN, by applying planning procedures and setting targets to ensure that project control & planning standards are implemented across all OQGN projects. Lead development and review of project controls, planning standards and specifications to ensure adequacy with contracts/procedures and to meet safe execution, operability, and maintainability of all projects. Promote and maintain project planning & control conscious environment throughout the project execution lifecycle.

 

The position will act in accordance with OQGN’s mission, vision, values & strategies, as well as policies, guidelines and international standards, supported by an IT technology platform, HSE standards, Oman’s government & other legal justifications and best international practices in consonance with national objectives.

Main Tasks and Responsibilities

  • Lead development and review of project controls, planning standards and specifications to ensure adequacy with contracts/procedures and to meet safe execution, operability, and maintainability of OQGN’s facilities.
  • Monitor performance — continuously- to ensure that all project control cost and schedule deliverables are issued in accordance with requirements and when necessary, an appropriate measure is taken to correct any noncompliance.
  • Interface with other disciplines such as engineering, procurement, construction, and commissioning to ensure Project Control & Planning requirements are satisfactorily addressed.
  • Develop Dashboards to oversee the entire program of work for all Project Delivery activities and update the schedule based on inputs received from the project team, contractors and/or operations.
  • Lead cross-functional and interface timelines within OQGN.
  • Develop the Work Breakdown Structure (WBS) and integrate it into the project Schedule to assess progress and accurately forecast time, resources, and cash flow of the project. 
  • Lead preparations of monthly and weekly progress reports, charts, histograms, and S-curves on all projects.  
  • Verify critical path and interfaces between design/ engineering/procurement/execution. Understand the dynamics of critical path scheduling and verify the critical path and interfaces.
  • Analyze the root cause(s) of delay and identify any threat to the schedule/milestones.   
  • Lead project progress meetings and highlight items related to project control performance. 
  • Responsible for accumulating, collecting, and analyzing data and information required for planning and costing.
  • Lead consolidations of the inputs required for cost estimations, inclusive of labour, tool, equipment, and materials estimates.
  • Develop the Cost Breakdown Structure (CBS) when required and integrate this in the project schedule, budget/finance definition and assess progress in manageable and accurately forecast time, resources.
  • Lead project cost control and management of the change process. Lead verifications and tracking of contractual milestones, and ensure the progress management system is validated.
  • Monitor contractor's performance in line with the project plan and provide analysis to overcome the shortfalls.
  • Establishment of CBS, Cash Flow Reporting including VOWD & Accruals, Budget Forecasts and actuals
  • Lead preparations of the Cost Report and lead Business Plan activities within the Planning Department.
  • Support risk management identification and mitigation across all projects.
  • Contribute to and develop project delivery budget and monitoring systems.
  • Ensure innovation is maximized within projects in relation to cost control and planning.

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the Project sites.

Education requirements

Bachelor’s degree or equivalent.

Language

Preferable English and Arabic.

Experience and background

  • From 10 to 12 years of experience
  • Relevant experience in a relevant position with strong experience in the utilization of Primavera, SAP and cost management tools. At least 5 years of experience in using Planning and ERP software.
  • Adaptable and motivated in challenging and changing project environments, and able to sustain working pressure. 
  • Experienced in working with multiple schedules, not limited to resource control, forecasting, resourcing early and late curves and related schedule reporting.

  • Knowledge of the oil and gas industry with best-in-class project control practices, pipeline projects is preferred.
