Job Purpose

Leads project technical services related functions responsible for the Project control and planning, cost estimation, QA/QC and interface management across OQGN Project Delivery, under VP Project Delivery. (1) manages and assign resources to ensure Project control standards are implemented across all OQGN projects, by monitoring the implementation of project control requirements to assure safe implementation and compliance, monitor performance project executions over the Projects Life Cycle both with respect to actual/physical progresses, and suggests corrective steps in case of deviations related to project control standards; in order to effectively contribute with the technical and timely  delivery of all projects. (2) Leads QA/QC management systems related to quality standards and ensure compliance to all quality procedures across all projects in OQGN according to best practices, acting as owner for QA/QC project standards.

 

The position will act in accordance with OQGN’s mission, vision, values & strategies, as well as policies, guidelines, and international standards, supported by an IT technology platform, HSE standards, Oman’s government & other legal justifications and best international practices in consonance with national objectives. 

Mandate QHSSE Obligations

  • Ensure compliance with HSE Management System, regularly review and update the HSE Management System to reflect changes in regulations, industry standards, or organizational needs, regularly audit various departments or projects to confirm adherence to the HSE Management System.
  • Monitor and report safety performance and compliance.        
  • Use data analytics tools to track safety metrics and KPIs.
  • Guide, advise, communicate, and enforce safe behavioural practices (Life Saving Rules, Process Safety Rules, etc.) to perform tasks safely, organize regular safety briefings and toolbox talks to discuss ongoing concerns or recent incidents, collaborate with department heads to integrate safety protocols into daily workflows, recognize and reward employees or teams that exhibit outstanding safety behaviour and initiate corrective actions or disciplinary measures for violations of safety rules.

Main Tasks and Responsibilities

  • Leads project delivery technical services related to the Project control and planning, cost estimation, QA/QC and interface management in consultation with Project Delivery Skill-pool.
  • Implement HSSE & S management system in line with the OQGN standards and requirements.  
  • Interface with other disciplines such as engineering, procurement, construction, and commissioning to ensure the requirement of Project technical services are satisfactorily addressed.
  • Plan Project Control & Planning resources to Project Delivery projects and monitor performance to ensure all Project Control & Planning deliverables are accomplished. 
  • Lead development of Project Control & Planning standards and specifications to ensure compliance with OQGN requirements and best practices.
  • Lead risk management of PD department and associated projects.
  • Lead PD budget development and effective cost control throughout the project phases. Establishment Cost WBS/CBS, Cash Flow Reporting including VOWD & Accruals, Budget Forecasts and actuals.
  • Lead development of plans and schedules to oversees the entire program of work for all Project Delivery portfolio
  • Lead Development of the Work Breakdown Structure (WBS) and integrate it in the project Schedule to assess progress and accurately forecast time, resources.
  • Participate in setting up the project execution strategies and implementation.
  • Ensure and prepare monthly and weekly progress reports, charts, histograms and S-curves on all projects.
  • Lead development of project dashboards to monitor the performance and provide early alerts.
  • Lead performing project analysis in relations to critical path, schedule risks, variations and claims. Ensure management of change is managed and facilitated throughout the project phases.
  • Lead and Develop stakeholder and shareholders interface management plan/registers and mitigation plans for every project.  
  • Integrate project reviews to maximize deliverability and cost-effectiveness in line with business requirements
  • Lead all technical processes and quality management related to quality standards and ensure compliance to all quality procedures across all projects in OQGN according to best practices. 
  • Lead management of resources to ensure QA/QC standards are implemented across all projects. Monitor all quality-related processes and effectively contribute to the technical compliance of all projects.   
  • Lead Lesson Learnt exercise of all Projects
  • Manage the QA/QC and PMC contracts and organize the resources as required.
  • Lead integration of project teams with a collaborative, team-oriented and practical approach.  
  • Provide leadership and guidance, coach, mentor, manage performance and ensure competency mapping and training of department staff for professional growth and development and succession planning in consultation with the PT&C
  • Oversight of all personnel-related matters related to the project services, including making recommendations regarding deployments decisions, training, development, evaluation, and disciplining. Interprets, administers, and enforces work rules, code of conduct, departmental and OQGN policies, procedures and performance standards.

Working Conditions

Primarily office-based, occasional travel, and sporadic visits to the operation site.

Education Requirements

Master’s or bachelor’s degree or equivalent

Language

PreferableEnglish and Arabic

Experience and Background

  • 16+ years of progressively responsible experience in similar roles 
  • Working experience in leading projects for one complete cycle of project phases e.g. FEED and EPC
  • Experience in leading and supervising teams  
  • Experienced in resource control, contract management and general management
