Job Purpose


Develop, plan and lead of the implementation of Occupational Health & Industrial Hygiene practices, programs and services to asses and monitor employee’s health in order to prevent injuries, occupational diseases and to promote physical, mental, social and occupational wellness in all OQGN assets: through (1) implementation of medical examinations to asses employee’s fitness to work; (2) development and implementation of OH & IH programs to follow up employees health condition, hazards exposure monitoring; (3) development and implementation of health and medical cases management, Medical surveillance program; (4) implementation of in-house clinic management to ensure the compliance with regulations (5) guidance and continuous improvements on industry-proven practices and trends for OH & IH.


The position will act in accordance with the OQGN Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Mandate QHSSE Obligations

  • Guide, advise, communicate OH pest practices behaviors.
  • Monitor and report to ensure compliance with company HSE and with accordance of Oman’s rules & regulations.

Main Tasks and Responsibilities

  • Develop annual and monthly periodic medical examination plan and communicated to the different departments & functions.
  • Follow up the scheduling for medical examinations carried out by the clinics.
  • Set and follow up indicators and compliance for medical examinations.
  • Support and follow up the management of acute and chronic illnesses and work restrictions.
  • Develop annual plan and follow up the implementation of Hearing Protection Program: medical surveillance for abnormal results, referral to specialist, training and hearing protection fit test.
  • Develop annual plan and follow up the implementation of Respiratory Protection Program: medical surveillance for abnormal results, referral to specialist, individual training and respirator fit test.
  • Develop annual plan and follow up the implementation of Radiation Control Program: medical surveillance for abnormal results, referral to specialist and individual training.
  • Define annual plan and flow the implementation of Illegal Drugs & Alcohol Prevention Program: testing, awareness, indicators.
  • Define standard and flow and follow up the implementation of pre-task health evaluation for employees who will work in critical activities.
  • Define standard and flow and follow up the implementation of travel medicine.
  • Define standard and flow and follow up the implementation of Contractor’s medical examination.
  • Carry out safety food inspections in the canteens, camp, workplaces, and turnaround mess hall.
  • Carry out welfare health and hygiene inspection and audit in the workplaces and camp accommodation.
  • Define and implement annual plan for health campaigns.
  • Define standard and flow and follow up the medical attendances for clinical cases and work-related accidents carried out by clinics.
  • Monitor the victims of accidents referred to hospital by OQGN clinics and provide updates regarding their health condition.
  • Define standard and flow and follow up the implementation of sick leave analysis.
  • Define standard and flow and follow up the implementation of first aid resources in the plant.
  • Define annual plan and conduct First Aider training inhouse.
  • Manage and ensure availability of materials, consumables, equipment, and devices in OQGN clinics.
  • Conduct inspections in the clinic facilities to verify the compliance with MOH guidelines and OQGN standards, set and implement action plan for the identified non-conformities.
  • Control the medical instruments and equipment, following up its calibration and maintenance needs, keeping appropriated records.
  • Define standard and flow and follow up the implementation of medical records management: filing and recovering of medical files, retention time, preservation, storage and distribution, confidentiality.
  • Elaborate and review OH & IH standards and procedures.
  • Provide guidance on matters related to legislation, standards, techniques, methodologies, equipment, and technologies to conduct medical exams and early diagnose health disorders, and any other occupational health related subject.
  • Provide inputs into budget preparations and follow up its implementation.
  • Define, implement, and follow up occupational health indicators and KPI.
  • Participate in internal or external audits related to the Integrated Management System (IMS).
  • Develop training material for occupational health related subjects.
  • Check, record, organize, file and recovery occupational health technical documents and data.
  • Manage and oversee OH & IH services contracts.
  • Support the implementation of occupational health related corporate projects and standards.
  • Contribute with other QHSSE departments with regards to all contributed activities, procedures & guidelines.
  • Lead and carry out hazard’s exposure monitoring alone or with thirds party contract.

Key Interactions

Internal: Liaise with colleagues and for day-to-day work.

External: Acts as liaison between Government offices (MOH, MOL, hospitals, OPAL), Society committee, and other stakeholders.

Working Conditions

Field Operations and office environment, Moderate to intensive computer screen use.

Education Requirements

Bachelor’s/ Diploma or equivalent in Occupational Health/Nursing or Medical Field

Industrial Hygiene qualifications preferably such as BOHS, CIH, AIOH


Preferable English and Arabic.

Experience and Background

  • 10 - 12 years of relevant experience in similar role in oil & gas preferably Refinery, Petrochemical and Petroleum processes.
  • Advance knowledge in OH & IH practices & programs.

Soft Skills:

Comprehensive understanding of Occupational Health and related compliance requirements. Knowledge of refinery production operations and processes, including related health risks.

Prioritization according to business strategy.

                Coaching and mentoring in emergency response team.

Technical Skills:

Computer knowledge in MS Office applications like MS Word, MS excel. Good knowledge of SAP.

Generate awareness among team members on standard operation procedures, reliability, environmental, and safety requirements.

An acquaintance of Environmental processes and management.

Conversant with National and international laws & regulations governing environmental and safety issues and upstream operations.

Strong planning, execution, monitoring, audit, analysis and report writing abilities.

Fundamentals of HSE - Comprehensive knowledge of Environmental issues. Detailed understanding of general industry standards and the requirements of the more frequently referenced standards regarding environmental.

Deep knowledge of Environmental concepts, processes, practices, and practical/operational implementation Knowledge of HSE Management System

Knowledge of OHSAS 45001 and ISO14001.

Knowledge of risk management methods and practices.

     Knowledge of HAZOP or similar studies.
