Job purpose

Provide executive leadership and single-point accountability for the delivery of OQEP's capital projects portfolio, directing the planning, engineering, construction, pre-commissioning, commissioning, and close-out of all upstream projects in accordance with agreed scope, schedule, budget, quality, and functionality. The role owns the project portfolio framework and master plan, optimises resources and deliverability in consultation with the business lines and Opportunity and Project Management System (OPMS) Guidelines and Procedures, and governs integrated project reviews to maximise value and cost-effectiveness. As the senior project authority, the position sets project delivery standards, governs design integrity and contracting strategy, ensures rigorous project controls and assurance, and champions the highest standards of health, safety, security, and environment across all project activities, while building organisational capability and safeguarding people, assets and the Company's reputation.

 

The position will act in accordance with the OQEP's Mission, Vision, Values & Strategies, as well as policies, guidelines, and international standards, supported by the IDS platform, QHSSE & Energy Management System requirements and standards, Oman's government & other legal justifications, and best international practices in consonance with national objectives.

Main Tasks and Responsibilities:

  • Manage and deliver capital projects for the upstream portfolio from planning through commissioning and close-out, in accordance with agreed scope, schedule, budget, and functionality.
  • Lead upstream project portfolio planning and resource optimisation in consultation with the business lines and the Projects Centre of Excellence (CoE).
  • Direct integrated project reviews across planning, design, and construction to maximise deliverability and cost-effectiveness in line with business unit requirements.
  • Develop and maintain an overarching project portfolio framework, including project scheduling, planning and project-management systems, milestone identification, and performance reporting.
  • Oversee the development and continuous update of the integrated OQEP capital project master plan, and set project strategies, policies, processes, and procedures to realise its goals while ensuring effective interface management between projects.
  • Maintain portfolio design and construction standards, govern design reviews for new construction, and advocate appropriate system and technology choices.
  • Integrate project budgets and capital-plan budgets to maximise deliverability and cost-effectiveness, and govern cost control across the portfolio.
  • Oversee portfolio and integrated facilities contracts, including construction bidding and contracting documentation, ensuring all contractual and project documentation requirements are met.
  • Govern the selection and evaluation of qualified engineers, specialist consultants, and contractors in coordination with the Projects CoE, chairing or participating in selection committees as required.
  • Implement facilities design guidelines to raise the quality and consistency of project outcomes, and maintain the technical knowledge base for OQEP's physical facilities as part of asset registration.
  • Govern the inspection, commissioning, and close-out process, ensuring adherence to standards, contracts, codes, and regulations, and proper handover to operations and Facilities Management.
  • Implement a post-completion evaluation programme covering clients, project/construction managers, contractors, and consultants to drive continuous improvement.
  • Establish and govern robust project controls, risk management, and assurance across the portfolio, ensuring transparent cost and schedule status and effective change management.
  • Champion a strong health, safety, security, and environment culture, ensuring all project activities comply with QHSE and regulatory requirements.
  • Develop and manage proactive communication protocols with all stakeholders, including executive leadership, the Board, business lines, community, and external partners.
  • Maintain constructive relationships with the external design and construction community to facilitate effective consultant and contractor engagement.
  • Lead and manage the function's workforce planning, performance management, capability development, succession planning, and Omanization, in consultation with the Projects CoE, to build a high-performing organisation.
  • Perform other similar duties as assigned by the Chief Operating Officer.

Internal: COO and executive peers (VPs/Chiefs), own teams (Major Projects, Off-Plot Projects, Engineering, Construction, Project Technical Services, HSSE, and Contracts & Cost Management), and enabling functions (Operated Assets, Well Delivery, Subsurface, Finance, Contracts & Procurement, Legal, HSSE, and People & Culture).

 

External: Government & regulatory authorities, EPC & DBOOM contractors and specialist construction firms, engineering consultants, and vendors & suppliers.

Notable Working Conditions: Office environment with intensive computer screen use, plus travel and regular visits to project and construction sites.

Education requirements

Bachelor's degree in project management, Engineering, Construction Management, or a related field. A Master's degree in a related field is preferred.

Language requirements 

Excellent knowledge of written, read, and spoken English (required).

Background and experience

Competencies and skills

  • A minimum of 14+ years' progressively responsible experience in capital project delivery, including planning, design management, and capital improvement programming in the oil & gas industry.
  • Proven experience leading a projects function or department as a single point of accountability.
  • Extensive experience directing multiple large/major capital projects across their full lifecycle.
  • Strong expertise in project controls, cost and schedule management, risk management, and assurance.
  • Demonstrated experience in contracting strategy, tendering, and contractor/consultant management.
  • Experience supervising project managers and multidisciplinary construction professionals.
  • Ability to read, analyse, and interpret construction drawings, specifications, codes, and regulations.
  • Strong commercial acumen with a focus on value delivery and capital efficiency.
