Job purpose  

Lead growth through the identification, screening, review and evaluation of business opportunities in accordance with the OQEP’s strategy. Manage the commercial interface for Upstream’s existing operated and non-operated portfolio. 

 

The position will act in accordance with OQEP Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives. 

Main tasks and responsibilities  

  • Establish the short and long-term strategy for Business Development and translate it into operating plans with objectives and performance indicators for the measurement of success to support the achievement of OQEP's strategic objectives 
  • Assume responsibility for structuring and executing strategic initiatives while developing work plans, gathering, and synthesizing relevant data, leading analysis, and developing final recommendations. 
  • Lead and direct multiple teams of professionals and line Business units Upstream to develop:  
  • New investments via new EP corporate mergers and acquisitions    
  • New investments via new assets entries    
  • Develop new go to business strategies to enhance OQEP production, reserves and profitability. 
  • Develop strong partnerships with supporting teams to fully understand business processes to improve alignment with operations. 
  • Support strategic market studies to formulate and recommend business development (greenfield and brownfield) and investments (or divestment) strategies and plans, and identify potential cross-asset synergies in line with the Group’s strategy. 
  • Lead the technical and commercial evaluation and investment appraisal of opportunities jointly with Strategy, Economics & Planning Department and the Finance Department in order to determine the feasibility and probability of success and make recommendations to OQEP leadership on financial investment decisions (FID) related to acquisitions. 
  • Lead tenders and participate in negotiations (together with Finance) with potential partners and third parties on significant and complex commercial, joint venture and M&A transactions, concession contracts and EPSA’s; manage the development of offers for investments 
  • Monitor all business development pipeline progress and transaction delivery activities and develop overall portfolio progress reports to provide accurate and timely reports. 
  • Manage and build relationships with key stakeholders, particularly governmental authorities, customers and partners, in addition to internal stakeholders. 
  • Manage a healthy opportunity funnel with investment/divestment projects locally and internationally. 
  • Seek and follow approval guidelines and processes 
  • Lead and manage the Business Development staff, including workforce planning (hiring and deployment within the function), performance management and development of direct reports to maximize their potential and engagement.

Education requirements 

  • Bachelor’s degree in Engineering, Economics or Business (required) 
  • MBA/Postgraduate degree in Engineering, Economics or Business (preferred) 

Language requirements   

Excellent knowledge of written, read, and spoken English (required) - Arabic - Native (will be a plus) 

Background and experience 

Competencies and skills 

  • A minimum of 14 years’ experience in the Oil & Gas industry, preferably in exploration, development, drilling and production operations 
  • 5+ years in a Leadership role (managing multiple teams) 
  • Experience leading a team of Business Development professionals, preferably in the Oil & Gas industry 
  • Experienced in resource control, contract management and general management. 

Soft:  

  • Strong management & leadership skills to lead all aspects of the Facilities support process & should be able to work collaboratively with all involved.  
  • Excellent interpersonal skills and multi-cultural sensitivity.  

 

Technical:  

  • Computer literate with expertise in MS Office.
