Job purpose
Under the general direction of the (Reporting line) and functional report to the OTTCO MD, the VP People, Technology & Culture is responsible for directing the People, Technology, and Culture strategy & programs as the single point of accountability, in line with the OTTCO Group PTC strategy. The role provides advice and direction on strategic PTC priorities and related implementation plans to support efficiency and continuity of the business.
In addition, the VP PTC will demonstrate strong capabilities in stakeholder and investor management, ensuring that OTTCO’s engagement with shareholders, ministries, investors, and partners is strategic, value-driven, and aligned with corporate priorities. The role requires a leader able to adapt to diverse responsibilities, including managing external partnerships and collaborative ventures, while ensuring governance, transparency, and operational alignment with OTTCO’s long-term growth ambitions.
The position will act in accordance with OTTCO’s mission, vision, values, and strategies, as well as policies, guidelines, supported by an IT Technology platform, HSE standards, Oman government and other legal justification, and best international practices aligned with national objectives.

Main tasks and responsibilities
Strategy Formulation, Direction & Innovation
- Develop strategy in line with corporate strategic directions.
- Provide input into the corporate strategy-setting process.
- Translate business requirements into PTC action plans aligned with corporate PTC objectives.
- Monitor and ensure compliance with Group and national priorities.
- Take the lead on developing sustainable culture strategy and introduce an innovative culture, aligned with OTTCO’s identity.
- Support and cultivate an open collaboration in alignment with OTTCO’s ecosystem.
- Develop relevant PTC processes and assure compliance.
- Track subsidiary implementation and compliance performance.
- Integrate stakeholder and investor perspectives into strategy formulation, ensuring that their priorities and expectations are reflected in OTTCO’s strategic direction.
- Design frameworks that support potential joint ventures and external partnerships, embedding governance, cultural integration, and risk management into strategic plans.
- Ensure OTTCO’s strategic objectives are communicated and aligned with shareholders, government, and investor interests, reinforcing transparency and trust.
- Champion long-term value creation by embedding stakeholder engagement and investor relations as core pillars of PTC strategy.
Processes:
- Planning & Strategy PT&C: Lead PTC planning and strategy to direct employees’ efforts toward business goals, including definition of KPIs, initiatives, processes, and continuous planning.
- People: Lead HR programs including Talent Management, acquisition and development programs, and Total Rewards to ensure efficient continuity of business.
- Information & Digital Solutions: Lead digital transformation initiatives, cyber security, IT operations, and information management in line with corporate IDS plans.
- Culture & Corporate Identity: Direct brand strategy, culture, corporate communications, relations, and wellbeing initiatives to strengthen OTTCO’s corporate identity.
- Lean: Oversee Lean methodology adoption to improve efficiency and eliminate waste across the value chain.
Stakeholder, Investor, and Partnership Leadership:
- Build and maintain trusted relationships with shareholders, government stakeholders, investors, and external partners.
- Represent OTTCO in negotiations, alliances, and collaborative ventures, ensuring alignment of partner expectations with OTTCO objectives.
- Establish governance and reporting frameworks that safeguard investor confidence and ensure transparent partnership performance.
- Anticipate and balance competing stakeholder interests, securing sustainable outcomes that enhance OTTCO’s reputation and growth.
- Demonstrate leadership versatility, including the ability to assume expanded responsibilities to manage multi-disciplinary teams and operations in support of strategic ventures.

Notable Working Conditions: Primarily office-based; occasional travel (domestic and international).

Education requirements
|
- Bachelor’s degree in relevant field (required).
- Master’s degree in business, HR, Strategy, or related discipline (preferred).

- 14–16 years of relevant experience.
- Minimum of 5 years in a senior management role with proven accountability for people, budget, and business planning.
- Demonstrated experience in stakeholder and investor management, including negotiating and balancing complex interests.
- Proven record of leadership in joint-venture/partnership structures and governance frameworks.
- Strong exposure to international best practices and national-level programs.
