Job purpose

 

Lead the Hydrocarbon accounting processes and assigned team at OQ8, under Manager Hydrocarbon Accounting scope, acting as Leader for the optimization of the accounting, measurement, and allocation of hydrocarbon products, that supporting the optimization of Fuel & Loss control at OQ8 including the Mass Balance and Engineer analysis through; (1) examination of external and internal studies and information related to Mass Balance (2) Continually monitor, initiate and implement recommendations to Loss control/operations/technical teams to improve mass balance system; In order to support OQ8 development plans for optimizing operational processes, ensuring data accuracy, and leading a team of professionals to achieve departmental objectives.

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justifications, and best international practices in consonance with national objectives.

Accountabilities:

 

Engineering Hydrocarbon Accounting Process

  • Lead and coordinate the engineering hydrocarbon accounting process, including measurement, allocation, and reconciliation of hydrocarbon volumes across production facilities.
  • Ensure accurate and timely recording of hydrocarbon data in accordance with industry standards and internal procedures.
  • Collaborate with engineering teams to validate and optimize measurement systems and instrumentation.
  • Execute hydrocarbon accounting activities and reporting system.
  • Prepares internal and external daily and monthly management production reports ensuring required report quality is achieved and report is issued in an effective and timely manner.
  • Prepare various ad hoc reports related to hydrocarbon deliveries and inventory.
  • Undertakes daily analysis of production, highlighting production loss and identifying production optimization opportunities.
  • Administer procurement & sales contracts related to hydrocarbon accounting activities.
  • Reconcile accounts and prepare various reports related to refined product exports.
  • Prepare necessary month and year-end closing activities.
  • Maintains database and prepares report for deferment analysis, plant production opportunity losses and related statistics.
  • Provides opportunities for training and development of employees under his direction and assesses their progress.
  • Analysing Refinery Forecast & actual Margin.
  • Reporting of PvA analysis for Mass balance & Margin.
  • Derived, Map & plan to achieve targeted KPI for Function & organization.

Engineer Refinery Mass Balance Process

  • Oversee the engineer refinery mass balance process to track and reconcile mass flow and material balances within refinery operations.
  • Through active participation, recommend actions and manage Mass balance data to ensure the optimum use of resources.
  • Ensure high quality data is entered into Reconcillition tools & accurate mass balance information in ERP.
  • Work closely with refinery engineers to analyze process data, identify discrepancies, and implement corrective actions.
  • Develop and maintain mass balance models to optimize refinery performance and identify opportunities for efficiency improvements.
  • Ensure that timely reconciliation takes place. This requires close cooperation with SPDC and DPR.
  • Set up and maintain the Short-Term Production forecast for the company.
  • Maintain and coordinate the 90-day integrated operations plan that captures the field activities of the technical departments.
  • Ensure completeness and accuracy of all management and government reports issued by the department.

 

 

Process Optimization and Continuous Improvement

  • Identify opportunities to streamline and enhance the engineering hydrocarbon accounting and refinery mass balance processes.
  • Implement best practices and standard methodologies to improve data accuracy, reliability, and efficiency.
  • Collaborate with cross-functional teams to drive process optimization initiatives and achieve operational excellence.

 

Reporting and Documentation

  • Prepare regular reports and dashboards summarizing hydrocarbon accounting and mass balance activities.
  • Ensure compliance with reporting requirements and assist in preparing documentation for internal audits and regulatory inspections.
  • Support data analysis and provide insights to management for decision-making purposes.
  • Manage the database and produce monthly reports of each production facilities.
  • Manage and maintain the company's records of well diagrams with the Production department, and ensure updated changes are captured in a timely manner.
  • Manages the MES & ERP Master data & Relevant MES interface management.
  • Reporting the Mass Balance Performance Monitoring & Loss Control management.

 

Team Leadership and Development

  • Lead and mentor a team of hydrocarbon accountants and engineers responsible for engineering hydrocarbon accounting and mass balance processes.
  • Provide guidance, training, and performance feedback to team members to ensure continuous improvement and professional development.
  • Foster a culture of accountability, collaboration, and innovation within the hydrocarbon accounting and engineering teams.
  • Set up the department, Individual KPI's in line with management aspiration.
  • Team development, System development.

Education requirements

Bachelor’s degree in petroleum engineering, Chemical Engineering, or related field.

 

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 10+ years of relevant experience
  • Proven experience (5+ years) in hydrocarbon accounting, refinery operations, or process engineering within the oil and gas industry. Ideally gained experience in (another) multinational environment
  • Strong understanding of engineering principles, mass balance calculations, and hydrocarbon measurement techniques.
  • Knowledge of refinery processes, instrumentation, and control systems.
  • Experience with process optimization, data analysis, and reporting.
  • Technical Expertise in Hydrocarbon Accounting and Mass Balance
  • Oil & Gas / Refinery / Petrochemical industry experience.
  • HC Accounting & Mass Balance Reconciliation.
  • Solid working knowledge of related software like Sigmafine, AspenTech Hydrocarbon Oil Accounting
  • Technical knowledge of refinery operations and products
  • Relevant technical experience Mass Balance
  • An enthusiastic leader with a result-oriented mindset
