Job purpose

 

Lead on the design, evaluation and delivery of induction training courses, across OQ8, including regular review and update of the programme in line with organizational, objectives, changes and needs through: (1) Designing and implementing of all core mandatory development courses to ensure they are current and available as a remote design where possibly. (2)  Support the Talent Management team to audit training, bringing innovative solutions to redesign session and embed a blended learning approach to support OQ8 Succession Planning initiative and driving forward a culture of continuous professional development (CPD), (3) To evaluate all talent development and its effectiveness to continually assess content is fit for purpose and to continually evolve and improve our learning offer. (4) To implement key learning projects inline with The People Strategy and Organisational vision, mission and goals.

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

 

  • Identifying critical positions and highlighting potential vacancies;
  • Selecting key competencies and skills necessary for business continuity.
  • Focusing development of individuals to meet future business needs.
  • Draft or design competency frameworks, succession planning strategies and procedures.
  • Identify competencies, skills, and institutional knowledge that are critical success factors
  • Organizes and controls the end-to-end Talent Management standards for Learning and development, Competency Assurance, Succession Planning, and Leadership & Talent Board  
  • Design and facilitate bespoke development courses in line with organisational needs that is fit for purpose to support OQ8 Learning and Development initiative.
  • Design and develop a comprehensive equality, diversity and inclusion training package that supports OQ8 strategic goal to be a truly anti-racist organisation.
  • Carry out capability assessments across the organisation.
  • Support in the continual and ongoing development and design of blended learning in a variety of formats that are embedded into OQ8 Learning Management System
  • Support the Talent Management Team when required in the administration and coordination of training bookings, venue hires and maintaining great partnership working with external training providers
  • Support the Learning and Development Team in managing the On-The-Job Training scheme for OQ8, including the yearly proposal on how to use OQ8 budget for staff’s learning and development initiatives.
  • Support in the auditing of training, bringing innovative solutions to redesign sessions and embed a more blended learning solutions to OQ8 learning & development culture
  • Support with the internal communications for learning initiatives across the organisation
  • Monitoring how effectively learning has been transferred to employees
  • To work in partnership with Human Resources Business Partner and organisational Change team to diagnosis learning needs across the organisation to support new and improving learning requirements across OQ8 in line with OQ8’s strategy
  • Plan and execute the implementation of performance management processes for identifying key performance indicators and managing performance to ensure clarity of contributions expected of individuals and allow for linkages between performance and reward, aligned with delivery of corporate objectives;  
  • Build, drive and direct the organisational capability through resourcing, engaging and retaining quality talent committed to deliver and achieve business results.  
  • Assess the HR implications of OQ8’s business strategies and gain agreement on People (HR) plans to provide for the necessary human resource allocation and utilisation through external resourcing, internal movement or training and development. 
  • Design the development and execution of Succession Planning and training programs internally to enhance employee skills which meets the current and long term business requirements. 
  • Establish and oversee the implementation of appropriate processes for identifying key performance indicators and managing performance to ensure clarity of contributions expected of individuals and allow for linkages between performance and reward, aligned with delivery of corporate objective
  • Ensure that OQ8 is aware of the current industry trends, best practices, and emerging technologies in learning and development

Key interactions

Internal: Liaise with colleagues and stakeholders for day-to-day work.

External: Acts as liaison between clients, vendors, and consultants, and main stakeholders.

Notable Working Conditions. Office environment and Filed operations Moderate to intensive computer screen use.

Education requirements

Bachelor’s degree in human resource, Administration, or related field

Master or Post-graduate coursework. in a related discipline (preferred)

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 8+ years of experience in HR of which 5 years in relevant field.
  • Oil & Energy experience (greenfield petrochemical plant operations and infrastructure)
  • Experience in developing a pool of talent to step into critical positions through targeted career development strategies 
  • Knowledge of designing e-learning modules
  • Good level of flexibility and adaptability in responding to organisational and teams learning needs as necessary on an ongoing basis to support the company’s strategic vision and goals.
  • Ability to collate, run reports and provide data insights, either through the LMS/excel reporting that will give greater data insights to monitor and measure the learning and development across the organisation.
  • Experience in coordinating key learning and development processes from start to finish and address issues as they arise to ensure a high level of customer service and satisfaction
