Job purpose
Drive and deliver expert-level evaluation of growth and development projects across Joint Venture assets, encompassing organic growth initiatives, integrated technical reviews, Field Development Plan assessments, cost allocation reviews, and asset technical data validation. Apply mastery of petroleum engineering and commercial frameworks to monitor and critically assess the performance of multiple JV assets operated by joint venture partners and International Oil Companies (IOCs), ensuring OQEP's interests are protected and value is maximized. Provide authoritative input on asset development plans and strategies, technical reserves estimation, Work Programs & Budgets, and business performance targets, while ensuring full alignment with agreed Field Development Plans, approved budgets, EPSAs, and JOAs. Champion rigorous asset management, due diligence, and reservoir surveillance plan reviews to drive optimization for maximum economic recovery across OQEP's Joint Ventures portfolio.
The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Lead multi-discipline assessments for joint venture assets, with primary focus on petroleum engineering evaluations and analysis, including asset performance and business reviews.
- Represent OQEP in technical official meetings with JV partners and government authorities, providing expert input and safeguarding OQEP's interests.
- Analyse and critically evaluate the performance of OQEP JV assets, ensuring alignment with agreed field development and reservoir surveillance plans proposed by the operator, and driving optimization for maximum economic recovery.
- Develop, in collaboration with relevant functions, alternative development strategies to address market changes, disruptions encountered, or anticipated shifts in the operating environment.
- Review and validate technical reserves estimation and reporting related to JV assets, ensuring accuracy and alignment with industry standards.
- Scrutinise upstream exploration and development investment expenditures and, in conjunction with the operator, ensure that asset value to stakeholders is preserved and enhanced.
- Develop and recommend cost-effective, performance-enhancing solutions to support asset development decision-making at the JV level.
- Develop and critically review production and cost forecasts for JV assets, ensuring robustness and alignment with business planning requirements.
- Continuously monitor all JV growth and development projects, proactively identify improvement opportunities, and provide well-founded recommendations to management.
- Lead the evaluation of requests for proposals for professional and contracted services; assess submissions, formulate award recommendations, and oversee contract administration to ensure compliance and service quality.
- Lead JV audit reviews and cost and production allocation reviews, ensuring OQEP's position is accurately represented and protected.
- Lead due diligence assessments of JV asset facilities and infrastructure to safeguard OQEP's investments and inform strategic decisions.
- Lead reviews of JV asset Field Development Plans, providing expert technical and commercial input to optimize outcomes for OQEP.
- Contribute to other JV matters of a similar nature as directed by the line manager.

Education requirements
|
- Bachelor's degree in Petroleum Engineering, Geoscience, or a related engineering discipline is required. Postgraduate qualification (MSc or MBA) is preferred.

- 10+ years of experience in Geoscience, Petroleum Eng.
- Well-rounded professional with strong background in Geoscience, Petroleum Engineering, adaptable and motivated general management strategist who relishes challenges.

- Familiarity with Joint Operating Agreements (JOAs), EPSA/concession agreements, and JV reporting requirements
- Ability to conduct technical and commercial feasibility assessments for growth opportunities
- Experience in business planning, forecasting, and performance tracking in a JV or upstream context
- Understanding of petroleum engineering fundamentals as they relate to JV asset performance and planning
