Job purpose

 

Lead the creation and implementation of the overall supply chain strategy (Non Hydrocarbon Procurement), in line with the strategic direction of Chief Commercial through the effective and efficient  management of end-to-end Supply Chain for national & international markets (performance control, systems, master data), by Overseeing all aspects of sourcing / tendering strategy, including performance control & analysis, contracts, procurement, inventory, warehouse & inbound/outbound logistics management; in order to  protect the business capital of the company and build an efficient / cost effective supply chain were values  are achieved by optimized plans. Lead key processes within this scope include developing and implementing ICV strategies & initiatives to enhance the local content.

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main task and responsibilities:

 

Strategic Supply Chain

  • Create overall Procurement and contracting strategy OQ8, in line with strategic direction of the business and Operations.
  • Lead and manage the assigned staff, including workforce planning (hiring and deployment within the function), performance management and development of direct reports (senior staff) to maximize their potential and engagement and deliver the OQ8 Operation plan.
  • Oversee the staff and ensure proper assignment of tasks to ensure activities and tasks are carried out in a continuous and effective manner.
  • Manage and control the department activities and strategic direction in alignment with OQ8 strategy framework and guidelines.
  • Develop midterm strategy (+ 1 year) for improving costs position and operational efficiency, develop region specific SC strategies to improve netbacks.

Performance Control & Analysis

  • Provide leadership and guidance to the performance control & analysis team, ensuring accurate measurement, analysis, and optimization of supply chain performance.
  • Develop and implement key performance indicators (KPIs), metrics, and dashboards to monitor and evaluate supply chain performance across regions and business units.
  • Analyse performance data, identify trends, and provide actionable insights to drive continuous improvement and operational excellence.

Procurement

  • Oversees the Procurement actions based on relevant policies, procedures and documentation requirements assuring high performance and delivery on mandate for supply chain /commercial function.
  • Oversees the procurement process/ end to end activities, ensuring are customer oriented and commercially advantageous for the company.
  • Oversee the negotiation, development, and management of logistics contracts with transportation providers, freight forwarders, and third-party logistics partners.
  • Ensure compliance with contractual agreements, terms, and conditions, and monitor performance against key performance indicators (KPIs).
  • Collaborate with legal, procurement, and finance teams to review and finalize contract terms, pricing structures, and service level agreements.

Contracts

  • Oversees the contract strategy execution through the implementation of best-in-class sourcing and negotiation strategies that are aligned with organisation’s policy to ensure the right contracts are in place to deliver value to internal customers.
  • Oversees the development and implementation of improved contractual documents through the alignment of stakeholders to achieve balanced forms of contract that protect OO8 and obtain supplier acceptance.
  • Oversees contract management processes to ensure the delivery of required supplier performance, and partner with internal and external stakeholders to ensure that OO8’s procurement solutions meet the needs of industry and internal customers.

Inventory

  • Oversees the Materials Inventory, Warehouse Procurement & Contracts, logistics and purchasing performance, initiatives and teams by directing and applying the best-in-class practices to achieve effective material management and administration of relevant contracts, including the approval and implementation of its policies and procedures.
  • Oversees category-based marketing strategy at Procurement Contract and Inventory function and the category planning process across categories, ensuring the growth of opportunities and business targets through category & market analysis.
  • Ensure the implementation of category management, lean and other business improvement initiatives in order to achieve effective Inventory & technical control on materials
  • Oversees the warehouse operations through utilising leading inventory management practices to ensure effective material handling and availability as per required stock level.

Logistics (Inbounds/Outbounds)

  • Lead the inbound and outbound logistics teams responsible for managing transportation, warehousing, and distribution activities.
  • Develop and implement strategies to optimize transportation routes, modes, and carriers, minimizing costs and lead times while maximizing service levels.
  • Oversee warehouse operations, inventory management, and order fulfilment processes to ensure on-time delivery and customer satisfaction.

In-Country Value (ICV)

  • Develop and implement strategies to maximize in-country value, ensuring alignment with organizational goals and government regulations.
  • Drive the implementation of In Country Value (ICV) initiatives, ensuring alignment with strategic objectives and regulatory requirements.
  • Collaborate with internal stakeholders to identify opportunities for local content development and enhancement across operations.
  • Lead negotiations and partnerships with local suppliers, vendors, and service providers to optimize value creation within the country.

Notable Working Conditions: Office environment, intensive computer screen use, sporadic visits to operation site

Education requirements

  • Bachelor's degree In Engineering and Supply Chain / Business Administration or relevant field
  • Master's degree or relevant certifications (e.g., CSCMP, CSCP), preferred but nor required

Language requirements 

  • Excellent knowledge of written and spoken English (required). 

Background and experience

Competencies and skills

  • Minimum 18 years of relevant experience in  Procurement, Contracting and Inventory Management
  • Experience in Procurement and Contracting, with at least 8 years in a senior leadership / managerial role overseeing supply chain operations.
