|
Job purpose
Lead the development and implementation of OQ8 medium and long term corporate strategic plans, in line with the strategic direction of CEO OQ8. Oversee the annual reports, annual capital operating budgets and production plans through: (1) Ensuring the execution of the corporate strategic plans through development and roll out of business plans, (2) Partnering with business to provide continual risk assessment, designing & implementing strategies and processes to mitigate the same, (3) Monitoring and providing quarterly reports/Monthly on the progress against the Corporate Business Plan and the Performance Targets and recommending timely interventions or remedial plans where necessary, (4) Ensuring that the Corporation’s business processes are aligned to the strategic objectives of the company through overseeing periodic review of business processes and recommending areas for improvement.
The position will act in accordance with OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main Accountabilities:
Strategic Planning:
- Oversee the development, monitoring, and reporting of OQ8’s Mid & Long-Term Strategic Plan (MTSP & LTSP), ensuring full alignment with Shareholder’s Strategic Directions, national objectives, and market trends.
- Provide top management with clear visibility on progress toward strategic objectives and corporate vision.
- Plans, supervises and controls manpower, capital & expense budgets relating to the department
- Lead the coordination of the OQ8 Five-Year Plan (FYP) preparation and submission as a rolling medium-term plan linking LTSP and Annual Budget.
- Manages the full Five-Year Plan cycle. Coordinate annual target setting and reporting.
- Review and obtain approvals for Technical Study Proposals from OQ8 departments..
- Review the economics of profit-making projects using standardized templates, including sensitivity and risk analysis
Project Planning:
- Manage capital investment planning, budgeting, and control processes, ensuring all investments and technical studies are aligned with OQ8 Mid & Long-Term Strategic Plan based on shareholders direction.
- Lead conceptual and feasibility stages of strategic projects until transfer to Projects
- Monitor the coordination of OQ8 Annual Capital Budget preparation.
- Manage CAPEX component of Five-Year Plan
- Supervise the coordination of Annual Technical Studies & Consultancy Budget preparation.
- Prepare and submit OQ8 Annual Report to OQ8 Board highlighting company performance, achievements, projects, and key indicators
Planning & Commercial:
- Cooperates with Finance department for preparation of annual budgets and 5-year budget estimates, ensuring that budgets properly relate and endorse 5-year plan and are consistent with operating plans.
- Develop long-term production and profitability plans, manage supply agreements, and conduct economic evaluations to protect and enhance OQ8 commercial performance.
- Lead the development and preparation of Five-Year Production Plan using Aspen PIMS LP Model
- Preparation of Budget Production Plan profitability analysis using approved prices and operating costs.
- Prepare and issue routine management and external reports.
- Coordinate and manage OQ8 feedstock and product supply agreements with OQ8 Shareholders.
- Support negotiations for new supply agreements to protect OQ8 business interests.
- Conduct economic and LP studies to identify long-term profitability opportunities.
- Perform ad-hoc technical and financial analysis for top management.
Performance Analysis:
- Monitor, analyze, and benchmark OQ8 operational and financial performance to support excellence and incentive programs.
- Coordinate Solomon Benchmarking Studies and internal Solomon automation reports. EII already done.
- Prepare Monthly Executive Profitability Analysis Reports
- Prepare and issue Quarterly FOE Webmaster Repodone, highlighting operational performance and gaps
Business Development:
- Spearheading new business development initiatives including development of relevant strategic partnerships
- Identify, evaluate, and develop new business opportunities that enhance OQ8 profitability, private sector participation, integration with OQ/Q8 subsidiaries, and non-core product development.
- Manages the evaluation of domestic refining expansion and integrated petrochemical projects.
- Lead the assessment of CO₂ capture, utilization, and EOR opportunities with OQ and private sector participation.
- Develop private sector participation initiatives such as Pet-Coke sales and downstream integration
- Any other potential new business
Stakeholder Collaboration:
- Oversee and manage the entire Performance & Shareholder Relation including the engagement relation with shareholders, investor Relations and OQ8 Leadership team for the development of financial analysis that will conduct the preparation of Special Financial Reports to BoD on OQ8’s performance.
- Ensure that OQ8 is performing well financially and maintaining positive relationships with its shareholders.
- Collaborating with all stakeholders & partners in the development of strategies.
- Coordinating management meeting including preparation of agenda, preparation and dissemination management meetings minutes

Education requirements
|
- Bachelor’s degree in Chemical Engineering or relevant field.
- Project Management Certificate or Finance or Master’s degree or MBA (preferred but not required)

Language

Bilingual: Arabic and English. Solid in technical engineering terminology is a must.

- Minimum 18 years of relevant experience in corporate strategy development and implementation environments, of which 8 years should have been at Managerial level including the following:
- Strategic Planning
- Project Planning
- Performance Analysis
- Business Development
- Deep experience and understanding in Solomon Benchmarking Studies.
- Training in core strategy processes and project management in a busy commercial or policy planning environment.
- Experience in working in a think-tank or high-profile management consultancy role or policy or analytical arm of an oil and gas entity.
- Sector knowledge - an understanding of the petroleum industry, Refinery, marketing and economic functions in particular.

Technical:

- Familiarity with performance management systems and enterprise resource planning (ERP) software used in the Oil & Gas industry, such as SAP, Oracle, or specialized oilfield services software.
