Job purpose

 

Provide Talent Acquisition end-to-end services at OQ8, under Manager Talent Management  scope, acting as team player, and accountable for the development and execution of related tasks, foundation, initiatives, plans, services, metrics reports, career fairs initiatives, assessment centers, sourcing Internship / apprenticeship programs intake that impact OQ8, through (1) Execute the Workforce Planning, OD, as foundation/ initiatives to support staffing process, (including annual manpower forecasts, collating and completing job succession tables/charts, preparing and maintaining vacancy lists, verifying all forms of manpower movements to ensure compliance with approved establishment, and local regulations), (2)  Plan and execute the talent attraction and Selection end-to- end cycle services (advertisement, sourcing, assessment, interview, and contract); (3) Execute mobilization / on-boarding process of contract /temp/ Regular employees and trainees, including induction plans,  on-boarding kits and the gathering necessary paperwork and scheduling first days for new hires, in order to ensure a smooth efficient experience for all involved and support Talent Hunting consolidated plan, and robust data and record keeping of Employee data that is secure and inline with local regulations / Laws, and  (4) drive the required reports, to ensure strategies and plans are developed and implemented, the departmental budgets is identified,  and potential performance improvement opportunities are resource sized upon and HR targets meets Company’s and Oman obligations (Omanization); in order to support the implementation of OQ8 strategies, and ensure the attraction of the required human resources capable to contribute and and maximize OQ8 plans.    

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

 

  • Manage staffing for critical and niche roles of high-profile corporate streams (i.e. Polymer Marketing, Cyber Security, Demand Management, Lean, Legal, etc.) through headhunting.
  • Produce shortlists of candidate’s high ranging level using either executive search and/or advertising methods.
  • Assess applicant knowledge, skills, and experience to fill open positions.
  • Oversee the interview process before whittling the shortlist down even further.
  • Testing to further interview candidates and determine in detail their professional competence.
  • Help promote the company culture through the interviews.
  • Update current and design new recruiting procedures (e.g. job application and onboarding processes).
  • Oversee the recruitment process (advertisement within specialized vendors or in-house initiatives).
  • Oversee the selection process of candidates (shortlisting through round tables, assessment and debrief of candidates),
  • Oversees the Interview process of candidates (person to person interview / Phone or Video Interviews) and evaluation process,
  • Lead the selection process of candidates ensuring  “right people to fit the role”,
  • Approve final selection of candidates and offers in line with the approved grading principle.
  • Ensure the Staffing initiatives are executed cost effective and timely recruitment for all resourcing requirements by recruiting the best people.
  • Effective management of Staffing projects to ensure internal departments and external third-party Consultants expectations are met.
  • Review and enhance Staffing Policies and Procedures for high ranging positions regularly to ensure they reflect current practice.
  • Forging excellent relationships with the Business Units and clients, for filtering applications, reviewing CVs, vetting candidates, interviewing, and assessing their skills - all before final recommended them for the job.
  • Oversees the interview process before whittling the shortlist down even further.
  • Produce a detailed report, and recommendations on candidate suitability either by presenting to or discussing with the Business Units (if requires) and arrange final interviews.
  • Supervise team tasks and manage their development and career growth.
  • Provide constant updates to leaders and hiring managers on critical changes and requirements (i.e. Government directives, MOL and others)
  • Present and report staffing statistics to stakeholders including hiring managers and Talent Partners and provide extensive customer service support.
  • Ensure staffing process are in line with the policies, processes, and procedures.
  • Hanover candidate file to onboarding and ensure smooth onboarding process

Key interactions

Internal: Liaise with colleagues and stakeholders for day-to-day work.

External: Acts as liaison between clients, vendors, and consultants, and main stakeholders.

Notable Working Conditions. Office environment and Filed operations Moderate to intensive computer screen use.

Education requirements

Bachelor’s degree in human resource, Administration, or related field

Master or Post-graduate coursework. in a related discipline (preferred)

Language requirements 

Excellent knowledge of written, read, and spoken English (required)
