Job purpose

 

Under the general direction of OQ8 CEO, the Chief Commercial leads, plans and executes the complete commercial/sales/business related tasks of OQ8 refinery , and oversee Commercial which includes crude supply and product offtake contracts, planning and scheduling  and Supply Chain Management (No n hydrocarbon Procurement, Contract & Inventory) in addition this position will be jointly responsible for Risk Managing OQ8s refinery  margin and inventory pricing risks. The Chief Commercial is also accountable for the end-to-end supply chain management both hydrocarbon (Commercial and new business development activities) and non-hydrocarbon (SCM - Contracts & Procurement). Acts as owner of commercial standards, policies, procedures through:  (1) Develops and implements the commercial strategy for the Refinery and liaises closely with other senior management team, (2) Supports the tendering and contracts awards process related, (3) Responsible commercial agreements to optimize the Company’s commercial interests, (4) Provides commercial support to Projects& development work  / business development, (5) Ensures commercial practices while complying  with industry legal and regulatory requirements, (6) Develops 1,5 and 10 years business plans for the refinery, competitive strategies, Identifies and develops growth opportunities for the company; in order to contribute with the successful implementation  commercial activities while ensuring continuous company growth in line with business strategy to maximize its commercial interests and profitability between the different stakeholders (OQ & KPI).

                 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities:

 

  • Ensures commercial practices while complying with industry legal and regulatory requirements,
  • Identifies, develops and implements growth opportunities for OQ8
  • Providing specialized commercial advice on project related issues, and complex business transactions in negotiating critical contracts
  • Responsible for the representation of OQ8’s overall business interest
  • Responsible to communicate and cooperate with relevant organisations within and outside of OQ8 (OQ / KPI) to perform his tasks
  • Responsible for knowledge transfer in OQ8 regarding Commercial and develops resources required for OQ8’s development.
  • Develops and maintains compliance programs that reinforces behaviours within defined and communicated boundaries.
  • Develops and implements the commercial strategy for OQ8 including target markets, customers, geography, market and customer segmentation, branding, packaging, logistics, sales partnerships, licensing strategy, QA, etc.
  • Identify and assess new market opportunities, trends, and competitive dynamics to drive growth and innovation.
  • Collaborate with the executive team to set strategic priorities and goals for commercial initiatives
  • Represents OQ8 in all commercial aspects.
  • Implement pre-marketing plan before start-up of process units and annual sales plan after start-up.
  • Identify technology licensors and negotiate technology license agreements, off-take agreements, product supply agreements, premarketing contracts – in line with OQ8’s sales strategy

 

Commercial:

  • Member of OQ8’s Executive Team to oversee the high-level strategic matters concerned with commercial activities and new business development.
  • Accountable for end-to-end hydrocarbon procurement and offtake ensuring compliant planning processes are adhered to and that transactions are enacted at optimal value to OQ8.
  • Custodian of all commercial policies and governance processes.
  • Provide an effective commercial governance framework for OQ8  
  • Accountable for new business development to grow the shareholder value through alternative offtake arrangements

 

Supply Chain Management (Contract, Procurement & Inventory)

  • Custodian of the CP&I processes, procedures and systems to ensure compliant but pragmatic processes that are appropriate to the contract risk (value thresholds, strategic, etc.)
  • Relentlessly seeking contracting optimisation opportunities and driving the commercial acumen throughout the organisation
  • Supports the tendering and contracts awards process related with OQ8,

Internal: Executive Leadership Team, Operations, Technical, Finance ,HSE, Maintenance, Corporate Support, External: Shareholders,  Potential partners, Licensors, Petrochemical consulting companies, Engineering companies, PMCs, EPC contractors, Logistics companies, Crude suppliers and product offtakers, distributors, Customers, end-users, Relevant authorities

Notable Working Conditions. professional office environment and vibrant multicultural team . Travel between OQ8’s locations to attend meetings as well as some international travel for external counterparties

Education requirements

  • Bachelor’s degree in Chemical Engineering or Business Administration or relevant field
  • MSc. In Chemical Engineering / MBA in International Business, Commercial, or Economics (preferred but not required)              

Language requirements 

Excellent knowledge of written, read, and spoken English (required). Solid in technical & commercial engineering terminology is a must.

Background and experience

Competencies and skills

  • Minimum of 20 years of relevant experience
  • 10-year experience in senior leadership role, preferably within the merchant refining industry in international supply and trading
  • 8-year managerial experience in strategy and business development in Downstream
  • Demonstrated commercial acumen across hydrocarbon and non-hydrocarbon value chains including different crude suppliers and marketers
  • Proven managerial track record
  • Senior Management experience with a developing country would be an advantage
  • Demonstrated business leader rather than pure commercial expert. Evidence of contributing to broader business strategy.
  • Outstanding organizational and leadership abilities
  • Excellent interpersonal and public speaking skills
  • Aptitude in decision-making and problem-solving
  • Excellent communication skills – written and verbal
  • Strong ability to organize effectively, delegate responsibility, solve problems quickly and communicate clearly

Technical:

  • Advanced skills in MS Office and professional accounting software (Competent IT skills).

  • Must have the potential to lead the future commercial activities with the capability to successfully complete actions in the project implementation and operational phases
  • Demonstrate responsibility for profit management in a large geographically disperses organization with business divisions.
  • Must be capable of working in a professional team environment and liaise with external parties and stakeholders.
