Job purpose

Manage and deliver expert oversight of growth and development activities across OQEP's Joint Venture asset portfolio, ensuring robust evaluation, monitoring, and strategic alignment of JV assets operated by joint venture partners and International Oil Companies (IOCs). Accountable for driving integrated technical reviews, Field Development Plan assessments, Work Program & Budget evaluations, reserves estimation oversight, and business performance monitoring across multiple JV blocks. Ensure full compliance with applicable Exploration and Production Sharing Agreements (EPSAs) and Joint Operating Agreements (JOAs), while championing rigorous asset management, due diligence, and optimization for maximum economic recovery. Lead and develop a high-performing team to protect OQEP's investment interests and maximize OQEP's value share across its Joint Ventures portfolio.

 

The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Manage and oversee multi-discipline assessments for joint venture assets, with primary focus on petroleum engineering evaluations, asset performance reviews, and integrated business assessments.
  • Represent OQEP at technical and governance meetings with JV partners and government authorities, ensuring OQEP's strategic and commercial interests are effectively communicated and protected.
  • Direct the analysis and critical evaluation of OQEP JV asset performance, ensuring alignment with agreed Field Development Plans and reservoir surveillance plans proposed by operators, and driving optimization for maximum economic recovery.
  • Lead the development of alternative asset development strategies in collaboration with relevant functions, to address market changes, anticipated disruptions, and evolving operating conditions.
  • Oversee the review and validation of technical reserves estimation and reporting for all JV assets, ensuring accuracy, consistency, and alignment with industry standards and OQEP requirements.
  • Direct the scrutiny of upstream exploration and development investment expenditures across JV assets, ensuring asset value to OQEP and other stakeholders is preserved, optimized, and not compromised.
  • Champion the identification and delivery of cost-effective, performance-enhancing solutions to support asset development decision-making at the JV portfolio level.
  • Oversee the development and critical review of production and cost forecasts for JV assets, ensuring robustness, alignment with approved budgets, and business planning requirements.
  • Provide management oversight of all JV growth and development projects, ensuring continuous monitoring, proactive identification of opportunities, and timely escalation of risks and recommendations to VP Joint Ventures.
  • Manage the evaluation and award process for requests for proposals covering professional and contracted services; ensure contract administration delivers compliance, value for money, and quality of service.
  • Direct JV audit reviews and cost and production allocation reviews, ensuring OQEP's positions are accurately represented, defended, and documented.
  • Oversee due diligence assessments of JV asset facilities and infrastructure, ensuring OQEP's investments are protected and strategic decisions are well-informed.
  • Lead reviews of JV asset Field Development Plans, providing authoritative technical and commercial input to optimize outcomes for OQEP across all JV blocks.
  • Foster a culture of continuous improvement, knowledge sharing, and professional development within the JV Growth & Development team.
  • Train, mentor, and coach team members, preparing development plans and monitoring progress to build a capable and high-performing unit.
  • Perform other related duties as assigned by the VP Joint Ventures.

Key interactions

Internal: Joint Ventures function, Exploration function, Business Development function, Finance function, Legal function, and other relevant Commercial functions.

External: JV partners, International Oil Companies (IOCs), Government ministries and regulatory authorities, external consultants and advisors.

Notable Working Conditions. Office environment, intensive computer screen use, periodic travel to JV asset locations and partner offices domestically and internationally.

Education requirements

  • Bachelor's degree in Petroleum Engineering, Geoscience, or a related engineering discipline is required. Postgraduate qualification (MSc or MBA) is preferred.

Language requirements 

Excellent knowledge of written, read, and spoken English (required)  Arabic - Native (desirable)

  • Well-rounded professional with strong background in Geoscience, Petroleum Engineering, adaptable and motivated general management strategist who relishes challenges.

Technical:

  • Proficiency in MS Office (Excel, PowerPoint, Word)
  • Deep knowledge of upstream oil and gas asset management, petroleum engineering principles, and JV governance structures
  • Strong understanding of JOAs, EPSAs/concession agreements, and JV reporting and audit requirements
  • Ability to direct technical and commercial feasibility assessments and integrated asset reviews
  • Experience in business planning, production forecasting, cost control, and performance tracking in a JV or upstream context
  • Financial modelling and investment analysis capabilities
  • Familiarity with reserves estimation methodologies and reporting standards (e.g. SPE-PRMS)
