Job purpose

Manages and monitors the performance of OQEP’s LNG Joint Venture assets operated by partner International Oil Companies (IOCs) under the Joint Ventures Directorate. The role ensures effective governance, oversight, and alignment of asset strategies, development plans, and Work Programs & Budgets (WP&B) with OQEP’s business objectives. It provides strategic, technical, and financial evaluations to enhance asset profitability, optimize value creation, and ensure compliance with concession, shareholder, and other commercial agreements. OQEP’s LNG ventures require strong asset management, continuous monitoring, and due diligence to protect OQEP’s investment and maximize its value share.

 

This position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  1. Technical & Project Evaluation
  • Conduct multi-disciplinary assessments of joint venture LNG assets, with a focus on technical evaluations, asset performance, and business reviews.
  • Review and challenge project development plans submitted by operators to ensure alignment with OQEP objectives and optimization for maximum economic recovery.
  • Evaluate reserves estimates and ensure timely updates and reporting in coordination with technical teams.
  • Collaborate on the preparation of alternative development strategies to address market dynamics or operational disruptions.
  1. Governance & Stakeholder Engagement
  • Represent OQEP in technical and techno-commercial meetings with partners, operators, and government entities.
  • Ensure compliance with key agreements and validate that project proposals meet OQEP’s economic and strategic criteria.
  • Review operator deviations from approved Work Programs & Budgets (WP&B) and agree on corrective actions with internal stakeholders before partner engagements.
  1. Work Program & Budget Oversight
  • Review and analyze operators’ annual WP&B submissions, providing written recommendations to OQEP management.
  • Monitor expenditures on project activities, ensuring cost discipline without compromising asset value.
  • Support the development and review of production and cost forecasts to guide investment decisions.
  1. Asset Portfolio Management
  • Oversee the overall performance of LNG assets, including infrastructure, facilities, and supply chain components.
  • Develop and implement strategic plans for portfolio growth, operational optimization, and long-term sustainability.
  • Track key performance indicators (KPIs) and deliver regular performance reports to senior management.
  1. Financial and commercial Oversight
  • Monitor financial performance across LNG assets, ensuring effective revenue generation, cost management, and capital allocation.
  • Support the preparation of financial reports, forecasts, and business cases to support asset investment and divestment decisions.
  • Support the LNG commercial and market business and outlook reviews.
  1. Operational Excellence
  • Work closely with relevant teams to promote safe, reliable, and efficient asset operations.
  • Champion continuous improvement initiatives and ensure adherence to industry standards, regulatory requirements, and internal best practices.
  • Identify and propose cost-effective, performance-enhancing solutions to support informed asset development decisions.

Education requirements

  • Bachelor’s degree in Engineering or related

Language requirements 

Excellent knowledge of written, read, and spoken English (required)  Arabic - Native (desirable)

Background and experience

Competencies and skills

  • Minimum, 8+ years of experience in Engineering, asset management, project management or related within the LNG or energy sector.
  • Well-rounded professional with strong background in Engineering, petroleum, budget control, adaptable and motivated general management strategist who relishes challenges.
  • In-depth understanding of LNG infrastructure, technology, and market dynamics.
  • Preference will be given to candidates with proven track record in working in large-scale capital projects and operational assets.
  • Familiarity with LNG plants construction, LNG market and pricing dynamics, as well as regulatory and compliance frameworks in the energy sector.
  • Familiarity with budgeting, forecasting, and financial modelling is a plus.
  • Strong management & leadership skills to lead all aspects of the Asset management process & should be able to work collaboratively with all involved.
  • Excellent communication, and interpersonal skills.
  • Good knowledge of risk management, safety, and environmental regulations specific to the LNG industry.
  • Ability to think strategically, identify opportunities, and solve complex business problems.
