Job purpose
Lead and manage the financial operations and planning activities of OTTCO, focusing on accurate reporting, liquidity management, and budgetary control. The Finance Manager will oversee day-to-day processes, ensure compliance with IFRS and internal policies, and provide high-quality analysis and reporting that supports decision-making by the VP–Finance and senior leadership. The role acts as the operational backbone of the Finance function, ensuring delivery and compliance, while supporting strategic initiatives led by the VP–Finance.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Financial Operations & Reporting
- Direct and oversee all aspects of financial accounting operations including Accounts Payable, Accounts Receivable, General Ledger, and Fixed Assets.
- Develop consolidated view of financial risk and manage financial risk through continuous monitoring of accounting operations, ensuring compliance with IFRS and alignment with international best practice.
- Lead the preparation and presentation of timely and accurate monthly, quarterly, and annual financial statements and management reports, ensuring integrity of all reported results.
- Supervise month-end and year-end close processes, ensuring reconciliations are performed, variances are analyzed, and corrective actions are taken promptly.
- Strengthen and enhance internal financial processes, controls, and systems to support growth, improve efficiency, and reduce operational risk.
- Act as the key liaison with external auditors, ensuring effective coordination of annual audits, timely resolution of audit queries, and closure of management letter points.
- Coordinate with external tax consultants and ensure timely preparation, review, and filing of all statutory tax returns and related compliance submissions.
- Oversee the accuracy and timeliness of VAT, withholding tax, and corporate tax reporting, ensuring compliance with Omani tax law and shareholder requirements.
- Ensure adherence to OTTCO’s financial policies, internal controls, and Delegation of Authority requirements.
- Treasury Operations
- Manage day-to-day banking operations, including cash positioning, transfers, and reconciliation of bank accounts.
- Prepare detailed cash flow forecasts to ensure adequate liquidity for operational and capital requirements while optimizing the use of available funds.
- Monitor debt obligations and ensure timely servicing of interest and principal repayments, mitigating refinancing and liquidity risks.
- Coordinate with banks for daily operations and provide required documentation for negotiations led by the VP–Finance
- Develop treasury reporting packs that provide management with visibility on cash positions, debt covenants, and liquidity risks for approval
- Support the VP in the preparation of OTTCO’s annual debt plan in line with OQ reporting guidelines and policies.
- Financial Planning & Analysis
- Coordinate and consolidate inputs for the 5-year business plan in alignment with OQ business planning guidelines, supporting the VP–Finance in review and submission
- Coordinate with all departments to gather inputs, validate assumptions, and ensure strategic alignment with shareholder objectives.
- Oversee the review process with OQ’s Business Planning Team and ensure timely submission for approval by the OQ Board.
- Coordinate the company’s annual budgeting and quarterly forecasting cycles, ensuring inputs from all departments are consolidated and aligned with strategic objectives.
- Perform detailed variance analysis against budget/forecast and provide actionable insights and recommendations to senior management.
- Develop financial models to support scenario planning, business cases, and investment decisions, ensuring alignment with shareholder requirements.
- Provide performance dashboards and key financial indicators to enable proactive decision-making at both operational and strategic levels.
- Support the VP–Finance and senior leadership in identifying cost optimization opportunities and evaluating efficiency initiatives.

Education requirements
|
- Minimum qualification required is a Bachelor’s degree in Accounting, Administration, with Master or any other qualification is a plus.
- Certified Public Accountant (CPA) or Certified Management Accountant designations (CA/ACCA/CTA/CTP) or equivalent professional qualification required.

Competencies and skills
|
- 10+ years’ total experience, 5 years in similar role, in a large oil industry industrial organisation.
- Strong experience in preparing cash forecasts and cash flow analyses, financial schedules and MSM filings including some disclosures, building complex financial models to evaluate various financial plans. Presenting and preparing proposals to recommend new products/services.
- Extensive experience in dealing with cash and liquidity planning, working capital management, cashflow forecasts and cash flow analyses and management in a front office function
- Strong experience in Investment portfolio strategy, banking, and financial instruments.
- General knowledge of IFRS and MSM reporting requirements for investments and other financial instruments & Treasury software
- Ability to handle and clearly communicate complex financial information
- Strong knowledge of Omani tax laws (CIT, VAT, WHT) and familiarity with international taxation principles
