Job purpose

Act as the subject-matter expert for enterprise performance management and reporting within the Corporate Planning & Performance function. The role designs, governs and continuously improves OQEP's performance-reporting framework, KPI architecture and management-information standards, so that the Executive Leadership Team and governance forums get accurate, timely, consistent and decision-useful performance information. It leads advanced variance and performance-driver analysis, gives independent challenge on performance results and narratives, and advises leadership on trends, risks, opportunities and corrective actions. It also strengthens reporting governance, data integrity, finance readiness and digital reporting capabilities across OQEP.

 

The position will act in accordance with the OQEP’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, QHSE & Energy Management System requirements standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Act as OQEP's technical authority on enterprise performance management, management reporting and KPI governance.
  • Design and keep improving the performance-reporting framework, reporting calendars, standards, templates and governance processes for monthly, quarterly and annual cycles.
  • Own the corporate KPI architecture: definitions, calculation logic, weightings, thresholds, scoring rules, data sources, ownership and evidence requirements.
  • Lead KPI change control by assessing proposed changes, recommending decisions and keeping approved records up to date.
  • Lead advanced analysis of actual performance against budget, forecast, latest estimate and prior periods, identifying material variances, trends and underlying performance drivers.
  • Challenge variance explanations, assumptions and narratives independently, so that reported results are complete, consistent and evidence-based.
  • Advise the Head of Corporate Planning & Performance and senior management on performance insights, risks, opportunities and recommended corrective actions.
  • Lead preparation of executive performance reports, dashboards and review materials for the Executive Leadership Team, Board committees and governance forums.
  • Govern performance-review action tracking, making sure actions are owned, followed up and closed on time.
  • Ensure integrity, traceability and auditability of reported data, adjustments and supporting evidence, and support internal and external audits and assurance reviews.
  • Lead finance-readiness activities for reporting cycles, including data availability, cut-off timing, reconciliations, reporting hierarchies, master data and system readiness.
  • Make sure organisational, portfolio, accounting and structural changes are accurately reflected in reporting hierarchies and performance reports.
  • Work with Enterprise Risk Management, Treasury and Business Finance so that risk, cash-flow and asset-level performance is integrated into enterprise reporting.
  • Drive the digitalisation and automation of performance reporting using BI tools, data analytics and ERP reporting capabilities.
  • Benchmark reporting and performance-management practices against industry peers and recommend improvements.
  • Mentor and coach Sr. Specialists, Specialists and reporting contributors, building capability and supporting Omanization without taking on formal direct-report responsibility.
  • Perform other similar duties as assigned by the Head of Corporate Planning & Performance.

Notable Working Conditions. Office environment with intensive computer use and fixed monthly, quarterly, annual and governance reporting deadlines. Extended hours may occasionally be needed during reporting, audit or major governance cycles.

Education requirements

Minimum qualification is a Bachelor's degree in Finance, Accounting, Economics, Business Administration, or an equivalent relevant discipline. A post-graduate degree is preferred, and a relevant professional finance qualification (e.g., CMA, CPA, ACCA) is an advantage.

Language

Excellent written, read and spoken English is required.

  • A minimum of 8+ years' relevant experience in enterprise performance reporting, FP&A, management accounting or a related finance discipline.
  • Proven experience designing and governing performance-reporting frameworks and KPI architectures in large or complex organisations.
  • Advanced expertise in variance analysis, performance-driver analysis, management commentary and executive reporting.
  • Experience advising senior management and preparing materials for executive and Board-level governance forums.
  • Strong knowledge of budgets, forecasts, latest estimates, financial controls and reporting governance.
  • Advanced proficiency in ERP (SAP), BI tools, dashboards, advanced Excel and data analytics.
  • Experience in the oil and gas, energy or upstream sector is preferred.
