Job purpose
Analyses and executes the full contracts cycle for Project services including but not limited to contract preparation, tender specifications, business demands, technical and commercial standards to meet end user’s timelines in order to contribute with the reliable project Services or the designated OQ’s assets.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Responsible for executing the complete tendering process via compiling a tender evaluation plan with consultations of contract owner, provide commercial guidance, bidders’ selection, prepare bid documents, prequalification documents, bid evaluations, contract negotiations and contractor selection related to Project Delivery.
- Assist in the development of pre and post contracting strategies, plans and tactics in collaboration with end user department.
- Develop commercial evaluation models and ensure that the evaluation models are accurate, and evaluations are carried out in accordance with agreed models
- Ensure that contract strategies, tenders, contracts and variations are in full compliance with OQEP Policies and Procedures.
- Collaborate with team members to compile all project contracts. Check the synergy between them and standardise any overlapping agreements by applying category management principles prior to initiating the tendering process.
- Prepare submissions for functional review and recommendations to the Internal Contract Review Committee and Ministry of Energy & Minerals.
- Perform the development of tender specifications for project Contracts in-line with business expectations, risk perspective and applicable laws.
- Draft contracts and commercial terms and conditions to best serve and protect the company interests (includes technical recommendations).
- Respond to all clarification requests during tendering period.
- Assist in pre-award and post award contract management, including change management, insurance issues, claims mitigation & settlement and contracts close out. This includes escalation of disputes whenever required with support of Legal.
- Ensure effective documentation of contracts’ documents.
- Conduct negotiations with vendors to realize the total economic value to the company considering quality and cost.
- Support tendering activities and contract management activities in alignment with the organization's policy and code of ethics to ensure the right contracts are in place to deliver value to internal customers.
- Periodic visits to the work site(s) as and when required.
- Build and maintain relationship with suppliers within the region to ensure positive, constructive and cost-effective commercial agreements for the company.
- Monitor market trends and provide accurate supply information to internal customers.
- Continuously update the tracking tool with the latest tendering / contracts’ information and details.
- Maintain HSE as a priority through compliance with HSE rules. Ensure that all contracts are fully compliance with company HSE policies.
- Collaborate with the ICV team to ensure that In Country Value (ICV) are in place wherever it’s applicable.
- Report on contract specific indicators and KPI’s to relevant stakeholders within the procurement function, upstream, downstream functions.
- Execute Vendor selection and approval for pre-award activities.
- Contract compliance for Project contracts including the monitoring of SLAs with vendors and ensure contractual obligations are met.
- Support stakeholders by giving advice on claims related to projects for early resolution
- Troubleshoot all Projects vendor problems and present to management as required.

- Execute the performance bond management related to Projects Contracts

Education requirements
|
Minimum qualification is a bachelor’s degree in engineering, Supply Chain, Production Operations Management, or equivalent.
|
|
Language
|
Excellent knowledge of written, read, and spoken English (required)

Competencies and skills
|
- 8+ years relevant experience in similar role
- Deep understanding of tender law and tender procedures.
- Working knowledge of Microsoft, Excel, Power Point, Word and ERP systems.

Previous experience working with a diversified workforce, with good people skills

Technical:
