Job purpose
Lead Security & Crisis Management activities at OQ SAOC, under VP Corporate HSSE acting as owner of the Security and crisis management systems, by developing the required documentation through: (1) Establish and implement Security and Crisis Management Systems, (2) Prepare and execute an Assurance Plan for Security and Crisis Management services across all OQ locations, (3) Focal point with local authorities in relation to security and crisis management ensuring OQ preparedness and the availability of mutual aids with other organizations and (4) ensure all security measures, standards and systems in OQ are aligned with ROP and other local regulatory bodies.
The position will act in accordance with the OQ’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and standards, supported by HSSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Develop and maintain the Corporate Security Management System (Policy, Manual, Plans, SOPs)
- Develop and maintain the Corporate Crisis and Emergency Management System (Policy, Manual, Plans, SOPs)
- Implement Security and Crisis Management frameworks at OQ SAOC.
- Prepare and execute an Assurance Plan for Security and Crisis Management Systems
- Contribute to organizational resilience by integrating security and crisis management with business continuity, recovery, and resilience strategies
- Oversee security risk management related to contractors, vendors, and supply chains, including assurance and compliance
- Conduct Security Risk Assessment at Corporate level and ensure security risk management plans are effective.
- Establish and maintain security threat intelligence, horizon scanning, and geopolitical risk monitoring capabilities to anticipate emerging risks
- Conduct risk assessment at national and international levels related to HSSE that impact OQ as a group.
- Integrate security and crisis risks into the Enterprise Risk Management (ERM) framework, including risk appetite alignment, Board‑level reporting, and strategic risk reviews
- Prepare and present security and crisis readiness, risk posture, and lessons‑learned briefings to Executive Management and the Board as required
- Ensuring OQ preparedness to manage crisis and emergencies by ensuring capability building and resources availability.
- Define and implement a corporate security and crisis competency framework, including training pathways for executives, crisis teams, and duty managers
- Own and Manage the Duty Manager System at OQ SAOC. Define, govern, and maintain crisis leadership succession, duty coverage, and delegation of authority frameworks
- Conduct drills, tabletop and large-scale emergency and crisis level exercises as per the annual HSSE plan.
- Ensure integration of cyber‑physical security and crisis scenarios within corporate crisis management planning and exercises
- Ensure all security measures, standards and systems in OQ Projects are aligned with ROP and other local regulatory bodies. Provide security and crisis management input into project design, major investments, acquisitions, and new ventures to ensure risk is addressed at concept and design stages.
- OQ Focal Point with ROP, NCEM, MEM and other government authorities in relation to security and crisis management.
- Support OQ Assets in planning and conducting level 2 exercises when required.
- Lead the planning for Level 3 exercise at OQ Group
- Advisor to the Chief Incident Commander during emergencies and crisis. Provide authoritative security and crisis management advice with defined escalation and decision‑support authority during Level 2 and Level 3 incidents
- Develop and oversee security and crisis performance dashboards, analytics, and digital decisions support tools
- Define, monitor, and report key security and crisis management KPIs, maturity assessments, and continuous improvement plans
- Conduct security awareness programs for OQ employees
- Lead security incident investigation as per OQ policy and procedure.
- Support HSSE incident investigation at corporate and OQ Assets.

Education requirements
|
Minimum Qualifications for this position is a bachelor’s degree in security management, Crisis, Disaster, Risk, Resilience management, business continuity, engineering, operations or related field.

|
- A minimum of 14-16 years of experience in managing Security & Crisis Management functional area for Oil & Gas Industry or relevant fields.
- Experience in interacting with other discipline managers/professionals.
- Demonstrated experience leading corporate-level security and crisis programs, including system development, governance, and assurance.
- Proven ability to interface with national security and emergency authorities (ROP, NCEM, MEM, etc.).
- Experience advising senior leadership during crises and leading large-scale emergency exercises.
