Purpose:
Provide subject matter expertise and technical assurance for Power and Renewable Energy projects within the Project Governance and Assurance function, reporting directly to the Head of Project Governance and Assurance. Acting as the single point of accountability for ensuring the successful development and delivery of power generation, electrical infrastructure, and renewable energy projects from concept to completion.The role is responsible for defining organizational and competency frameworks, including job profiles, accountability structures, resource planning, and evaluation of alternative organization options. It also ensures full compliance with OQ’s Engineering Technical Standards, Project Engineering Management System, Minimum Functional Specifications (MFS), and other base standards to optimize project delivery and maintain technical integrity. The SME will provide strategic technical oversight and assurance throughout all project phases, ensuring that engineering design and execution align with OQ’s safety, reliability, sustainability, and decarbonization objectives.

 

The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives. 

Main tasks and responsibilities

 

 

 

 

Accountabilities:

 

Project Management  

  • Serve as a subject matter expert in project management for power and renewable energy projects, providing guidance and support to project teams throughout the project lifecycle.
  • Utilize industry best practices, methodologies, and tools to ensure effective project planning, execution, and control.
  • Perform Stage Gate and assurance reviews covering generation adequacy, grid interconnection, load forecasting, redundancy, and reliability of electrical infrastructure for both fossil fuel and renewable energy systems
    • Review and advise on electrical network optimization and hybrid system configurations integrating conventional and renewable generation sources, ensuring compliance with grid codes and interconnection requirements.
    • Generation and load demand for fossil fuel and Alternate Energy power generations
    • Redundancy, reliability and availability of electrical infrastructure
    • LCOE calculations
    • Heat Maps of Solar, Wind Resource availability for Power Generation of Green Hydrogen and Ammonia plants
    • Proven experience in reviewing brownfield and greenfield projects and providing practical, cost-effective solutions that enhance the reliability and availability of electrical power networks, with demonstrated cost-saving efforts resulting in savings of at least USD 5 million over the past two years

Technical Oversight and Support

  • Offer technical expertise and oversight during the planning, design, construction and startup phases of power and renewable energy projects.
  • Provide guidance for power system studies for large power systems up to 220kV including islanding schemes, short circuit, load flow, transient stability, power quality & harmonics and grid stability.
  • Initiate RCA for failure of electrical equipment, review and improve procedures practices to avoid recurrence and provide coaching and guidance to respective engineers and technicians.
  • Development and maintenance of work categories and an approved list of vendors and contractors for the provision of Electrical Power and Alternate Energy Engineering materials and services
  • Collaborate with engineering, procurement, and construction teams to ensure adherence to technical specifications, safety standards, and regulatory requirements.
  • Provide guidance and expertise on troubleshoot complex Electrical Power and Alternate Energy Engineering issue including spreading lateral learning across OQ Business Lines and exchange of best practices.
  • Proven experience in working independently, without reliance on consultants or contractors, to conduct detailed technical reviews of project documentation, identify areas for improvement in reliability, availability, schedule, and cost, and develop well-founded recommendations. Capable of effectively challenging consultant deliverables, presenting technical assessments clearly and confidently, and driving consensus toward the most optimal and cost-effective engineering solutions for the organization
  • Provide technical support and advise on new infrastructure, piping and machinery purchases and communicate with the Electrical Power and Alternate Energy Engineering community on novel technology which may have significant improvement in reliability and performance across OQ.
  • Provide direction and technical advice on proactive condition monitoring of Electrical Power and Alternate Energy asset to minimize plant risk
  • Maintain the integrity and safeguarding of all data and information resources pertaining to the Electrical Power and Alternate Energy Engineering discipline
  • Develop, review, and continuously improve specifications and design criteria for electrical installations across oil & gas, petrochemical, and renewable energy facilities, ensuring consistency, technical integrity, and lifecycle cost optimization across OQ’s assets
  • Provide subject matter expertise in evaluating and selecting equipment for solar PV plants, wind turbine generator systems, and hybrid power configurations, ensuring alignment with OQ’s decarbonization strategy and operational reliability standards

Risk Management and Mitigation

  • Identify, assess, and mitigate project risks and uncertainties to ensure project success and minimize potential impacts on schedule, budget, and quality.
  • Apply quantitative risk assessment (QRA) and probabilistic reliability analysis to evaluate electrical asset performance, integrating these results into OQ’s corporate risk management framework to ensure data-driven mitigation planning.
  • Develop risk management strategies, contingency plans, and mitigation measures in collaboration with project teams and stakeholders.

Stakeholder Engagement and Communication

  • Engage with internal and external stakeholders, including project sponsors, regulatory authorities, community stakeholders, and technical experts, to ensure alignment of project objectives and expectations.
  • Provide regular updates and reports on project status, progress, and key milestones to stakeholders, highlighting achievements, challenges, and mitigation strategies.
  • Represent OQ in joint venture, regulatory, and technical review meetings, ensuring alignment of electrical standards, safety principles, and assurance practices with external partners and national energy entities such as OETC, NPWP, and Marafiq.

Compliance and Regulatory Management

  • Ensure compliance with relevant industry regulations, standards, and codes throughout the project lifecycle, including environmental regulations, permitting requirements, and grid connection standards.
  • Liaise with regulatory agencies and authorities to obtain necessary approvals and permits for project development and operation.

Continuous Improvement

  • Drive continuous improvement initiatives to enhance project management practices, processes, and performance.
  • Identify opportunities for innovation, efficiency gains, and cost savings in project delivery, and implement best practices to optimize project outcomes.
  • Leverage digital engineering tools, data analytics, and reliability databases to identify performance gaps and drive continuous improvement. Capture lessons learned and disseminate best practices across OQ’s business lines to enhance standardization and technical capability

Education requirements

  • Bachelor’s degree in electrical engineering, project management PMP   
  • Master’s degree in relevant discipline

Competencies and skills

  • 14+ years of relevant experience in similar positions (TA-1/TA-2) in Electrical Engineering.
  • Experience in project management with a focus on power generation and renewable energy projects.
  • Experienced in leading and supervising multidisciplinary teams and major capital projects.
  • Proven ability to apply causal analysis and other RCA methodologies to identify root causes of electrical power and alternate energy equipment failures.
  • Demonstrated experience within large capital projects and equipment selection to maximize long-term reliability and availability goals.
  • Comprehensive experience across Engineering, Project Management, Project Controls, FEED, Detailed Engineering, Construction, and Commissioning phases for Power Generation, Substation, and Refinery & Petrochemical Plants.
  • Power plant design, operation, and maintenance experience of 200 MW or higher within oil and gas facilities.
  • Design, selection, operation, and maintenance experience of Gas Insulated Switchgear (GIS) 220/132/33 kV.
  • Experience handling transformers of 50 MVA or higher equipped with On-Load Tap Changers (OLTCs).
  • Engineering, operation, and maintenance experience of DCS, ESD, control valves, vibration monitoring systems, fire alarm and public-address systems, and field instrumentation.
  • Extensive Greenfield and Brownfield PMC, Construction, and Commissioning experience.
  • Proven experience in reviewing brownfield and greenfield projects across upstream oil & gas, gas networks, refineries, petrochemical complexes, NGLE, LPG, methanol, ammonia, and urea plants, providing practical, cost-effective solutions to enhance the reliability and availability of electrical power networks, with documented cost-saving initiatives exceeding USD 5 million over the past two years

Technical:

  • Deep understanding of power generation, transmission, and distribution systems, including design principles for high-voltage (HV), medium-voltage (MV), and low-voltage (LV) networks.
  • Proficient in the design, integration, and performance assessment of gas turbine, steam turbine, and renewable (solar PV and wind) generation systems, including hybrid configurations.
  • Skilled in conducting load-flow, short-circuit, motor-starting, harmonic, and transient-stability studies using tools such as ETAP, CYME, or DIgSILENT PowerFactory, ensuring compliance with OETC grid codes and NPWP standards.
  • In-depth knowledge of protection coordination, relay settings, differential protection, and control logic for substations and generation units.
  • Thorough familiarity with IEC 61936-1, IEC 62271, IEC 60076, IEC 61439, ATEX, NFPA, and IEEE standards. Capable of specifying equipment for hazardous areas (Zones 0, 1, 2) per ATEX and IECEx requirements.
  • Experienced in performing arc-flash risk assessments, developing mitigation strategies, and applying process safety principles in electrical design and operations.
  • Proven capability in specifying, testing, and maintaining transformers ≥ 50 MVA, GIS switchgear 220kV/132kV/33kV, MV/LV MCCs, and power cables in accordance with system reliability targets.
  • Hands-on familiarity with DCS, ESD, PLC, SCADA, and instrumented safety systems, including integration of control valves, vibration and condition-monitoring systems, and FGS/PA systems.
  • Detailed understanding of solar and wind plant components, PV modules, inverters, MPPT systems, single-axis trackers, WTGs, and power converters, including design optimization for local grid conditions.
  • Technical competence in comparing Alkaline, PEM, AEM, and SOEC electrolyzer technologies, assessing load response, efficiency, operating envelope, and lifecycle economics.
  • Strong command of LCOE, IRR, and lifecycle cost modeling to evaluate techno-economic feasibility of alternate energy and hybrid power systems.
  • Advanced use of Microsoft Office, MS Project, and engineering analysis tools (ETAP, CYME, PowerFactory). Competent with AutoCAD and document control platforms.
  • Skilled in data analysis, reliability tracking (MTBF/MTTR), and performance trending to support predictive maintenance and asset optimization.
  • Ensures all designs and operations meet corporate HSE requirements, process safety standards, and national grid regulations.
