|
Job purpose
Leads, oversees and manages Project Delivery function at Alternative Energy, under Chief of Business Development, which comprises: (1) Technical and Low Carbon Molecules integration function, (2) Project Controls function and (3) Project Delivery/ Project Management function.
VP Project Delivery is responsible to ensure that OQAE projects deliver the value (at commercial operation) that we promised (at investment decisions), which includes
- Ensure that the technical decisions are sound and optimal during project execution to deliver the expected value.
- Ensure that the technical decisions are sound and optimal during project development (till investment decision) to maximize value for the company.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main Tasks and Responsibilities
Main Responsibilities
VP Project Delivery role is responsible of leading, overseeing and managing the Project Delivery team and departments (Technical, project controls and project delivery/project management) and ensure the following within OQ Alternative Energy:
- Technical. Ensure that technical decisions are sound and optimal for the projects including: resource assessment and yield assessment, feasibility studies, optimal concept selection, plant configuration and equipment selection, technical specifications and rest of technical documents included in FEED and EPC contracts.
- Project Controls. Ensure sound and optimal project planning, cost estimation and control, and risk identification and management during project development and execution.
- Project Delivery/Project Management. Ensure projects are executed according to the contractual obligations and specifications, on time and on budget. Ensure a sound Project Execution Plan, Owner’s organization and EPC structuring is considered during project development to have a successful execution.
Division of Responsibilities between Business Development/Project Development and Project Delivery functions

- During project execution phase from Final Investment Decision (FID) to Commercial Operation Decision (COD). Project Delivery function is responsible of projects execution including commercial and technical decisions, while business development function is responsible of closing project agreements, financial agreements and Conditions Precedents to reach Financial Close.
- During project development phase till Final Investment Decision, commercial decisions are with Business Development responsibility while Commercial Decisions are Project Delivery Responsibility
Main tasks
- Team management: Manage Project Delivery team, including attract, retain, train and coach top talent to keep OQ AE competitive edge.
- Tools. Ensure that the required IT tools for technical, project controls and project management and available for the team
- Budget. Define and manage Project Delivery function budget
- Procedures. Ensure that OQ AE Project Delivery team follows best practices, and these are coded in Standard Operating Procedures and followed
- Projects execution oversight. Monitor projects performance including HSE, quality, time and cost to ensure that projects are adding value according the approved business plan
- Stakeholders management. Ensure seamless communication of Project Delivery function with internal stakeholders (other OQ AE functions and OQ group) and external stakeholders: clients, JV partners, lenders, insurers, advisors, EPC contractors, O&M contractors, OEMs, consultants, MEM, Hydrom APSR, OETC, NPWP, EA and other government agencies.

Education requirements
|
- Bachelor Degree in Engineering or in relevant field (Required)
- Master degree in Engineering (Required)
- Master degree in Engineering in relevant field: Renewable Energy, power engineering, electrical engineering, chemical/process engineering (Preferred)
- Project Management certification (desirable)
- Leadership education (desirable)

Excellent knowledge of written, read, and spoken English (required) Arabic - Native (desirable)

Background and experience
|
Competencies and skills
|
- 18+ years of relevant experience managing technical teams and projects
- Experience along the full project lifecycle: project development, project execution and operations (preferred)
- Good knowledge of renewable energy technologies, preferred through the participation in the design of solar projects and wind farms of utility scale (more than 50MW)
- Project execution experience preferrable managing renewable energy utility scale projects
- Good knowledge of project controls (planning, cost estimation and control, risk management)
- Experience in the GCC desirable
