Job purpose

Oversees, plans and administer  the Contracts & Procurement , under OQ Alternative Energy VP Finance scope, acting as key focal points with OEM’s building network and providing market insight while also acting as support provider and owner of the Procurement and Contract standards providing direction to the diverse teams and processes that includes: ICV, Performance & Strategic Sourcing (including the Tender Committees Procurement), contracts Management; in order to achieve a positive supplier performance on balanced forms of contract and effective policies and procedures, to support business value and gain commercial advantage to OQAE while ensuring service availability to internal customers.

 

The position will act in accordance with OQ Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities

Strategic

  • Develops and expands relationships with the key OEM’s and contractors in the renewable energy market
  • Directs and presides over building and retaining capabilities within Procurement and Contracts function.
  • Directs and drives the capacity building initiatives & performance of direct and indirect staff, aligning those initiatives with the human resources processes and systems, to ensure the transfer of knowledge to local staff and motivate employees with the right balance of technical and functional capabilities.
  • Drives Synergistic Partnerships with other functions to understand their procurement needs and develop procurement and contracts plans accordingly.

ICV

  • Providing a reliable platform to enhance capabilities of local suppliers, and setting processes parameters, monitoring and altering key variables for the capacity building initiative to provide a reliable platform for training and ensure that suppliers are properly assessed for further enhance ICV and competencies.

Procurement, Performance & Strategic Sourcing

  • Directs and presides over the Local Supplier Development through the implementation of a comprehensive development program for local suppliers under specific requirements.
  • Manage and lead supplier relations through proactive engagement initiatives, smooth transaction process and complaints management to achieve a positive supplier experience.
  • Directs and drives Tender Board processes of Tender Committee involved with OQAE procurement procedures formulated for the requirement of the intended purchase of goods or services for OQAE including the compiling of procurement formulations, tender documents, evaluations, etc.

Contracts

  • Co-development and overseeing with the Business Development team the contracting strategy execution of EPC/EPCM’s requirements through best-in-class sourcing and negotiation, proactive monitoring the market and achieve effective service and material delivery at cost competitive prices.

 

Procurement Management

  • Directs and presides over the procurement strategy execution through best-in-class sourcing and negotiation to achieve effective services and material delivery.
  • Presides over and drives the Contracts purchasing performance, initiatives and teams by directing and applying the best-in-class practices to achieve effective management and administration of relevant contracts, including the approval and implementation of its policies and procedures.

Internal:  Finance, Business Development, Project Delivery and legal departments 

External: Staffing specialized Contractors, Vendors & Suppliers

Notable Working Conditions. Office environment, intensive computer screen use, sporadic visits to operation site, international traveling when possible and needed.

Education requirements

  • Minimum qualification required is a bachelor’s degree in accounting, Finance, Administration or related field  
  • Master or any other qualification.

 

Language

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • +16 Years of relevant experience in the energy sector  
  • Experience in the renewable energy market
  • Technical Knowledge of Procurement and Contracts management. preferably with experience in tender boards/committees in Omani state-owned companies, such as OQ or other OIA companies.  
  • Planning and performance management.
  • In-depth understanding of the Procurement in the energy industry preferably with experience in the alternative energy sector.

  • Strong leadership skills as well as the ability to communicate across all levels.
  • Must have excellent organizational skills
  • Requires excellent communication skills, both verbal and written.
  • Committing personally, focusing on results, serving customers for business
  • Able to build relationships within department staff and contractors with a focus on collaboration.

Technical: 

  • Knowledge about the critical supplier’s market of alternative energy projects
  • Performing detailed market research
  • Deep understanding of tender law and tender procedures applicable in Oman for Oil & Energy sector.
  • Procurement & contracts, strategic sourcing, procurement systems, contract management.
  • Tendering planning skills.
  • Budget / Estimation, Cost Control.
  • Strong IT and analytical skills, including knowledge about procurement platforms and ERP
