Job purpose
The Head of Performance Management is responsible for leading the consolidated Corporate Performance Management cycle for OQ Group and the performance reporting, under the VP of Corporate Strategy. This role acts as the owner of the OQ SAOC Scorecard & KPIs development and collaborates on the development of asset scorecards and corporate function KPIs.
The position will act in accordance with the Group’s Mission, Vision, Values & Strategies, as well as, policies, guidelines and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justifications, and best international practices in consonance with national objectives.

Main tasks and responsibilities
- Stakeholder engagement and management both internally and externally.
- Lead the reporting activities at OQ Group for Corporate Strategy and the consolidated monthly Group reporting, including:
- Enterprise Performance Management System, (EPMS)
- Dashboard for corporate scope ensuring the deployment of companywide cohesive/ consistent performance management system KPI’s setting, Targets, analysis as well as management of the whole reporting system
- Performance reporting on strategy execution,
- Balance Scorecard management,
- Data analysis,
Corporate Performance Management System:
- Lead the development and implementation of digitalization efforts of innovative & systematic approaches to measuring OQ’s Group performance, including but not limited to Balanced Scorecard, Management by Objectives. The approaches include the development and tailoring of specific real-time software / system and change management process to facilitate the identification, measurement, evaluation, and improvement of performance.
- Lead the execution of specific performance improvement initiatives from corporate (top-down) perspective for OQ Group by utilizing outputs from business planning
- Develop insights based on benchmarks and leading practices to identify gaps to close
- Disseminate these insights to ELT to make critical business decisions and improve business performance.
- Advise new ways to increase productivity and provide a platform for increased growth of the business.
KPI’s setting,
- Lead the end-to-end process for the definition, development and implementation of Key Performance indicators for all OQ Group, corporate functions, considering OQ Group mission and vision statements, core values (principles) as a business & goals (objectives) and creating well-defined strategies for achieving them following the following principles:
- Specific: be clear about what each KPI will measure, and why it is important.
- Measurable: the KPI must be measurable to a defined standard.
- Achievable: you must be able to deliver on the KPI.
- Relevant: your KPI must measure something that matters and improves performance.
Balance Scorecard management:
- Lead the design, definition and implementation of Balance Scorecard system for OQ Group (Assets / Corporate) ensuring internal equity, alignment and reliability of selected indicators.
- Identify and form teams to address specific performance problem areas in the business as special projects as needed from time to time.
- Ensure the Balance Scorecard implemented aim the translation of OQ's strategic goals into a set of organizational performance objectives that, in turn, are measured, monitored and changed if necessary to ensure that OQ’s strategic goals are met.
- Ensure the Balance Scorecard is a well-structured strategy performance management tool to facilitate reports, that can be used to track the execution of activities within their control, as well as, to monitor the consequences arising from these actions
Data Analysis:
- Focus on benchmarking and ‘gap to close’ to arrive at top quartile industry performance and identify develop a roadmap for the business to achieve top quartile performance.
- Oversee cost management covering the full life cycle of business initiatives and projects from the initial planning phase towards measuring the actual cost performance and project completion
- Oversee, evaluate and manage production portfolio performance, financial performance and sales performance
- Perform prescriptive analyses to rebalance/improve corporate performance across business lines towards set financial objectives and to ensure that OQ portfolio supports the long-term goals
- Determine with VP Corporate Strategy inter-relationships among programs/projects, including the timing, which needs to be market-based, and managed for strategic balance.
Periodic reviews with ELT/Assets
- Conduct periodic evaluation of company performance and performance analysis. Identify and report shortfalls/business opportunities
- Communicate this roadmap to the VP Corporate Strategy, / ELT / BoD for significant items, insights and actions
- Engage with / Corporate on their ongoing list of key performance management matters
- Works effectively with assets in areas of responsibility to ensure that department objectives, performance metrics, quality measures, and budget targets are achieved
- Report to Corporate Strategy VP.

Education requirements
|
- Minimum qualification required is a Bachelor degree in either Engineering, Finance, Economics, Accounting, or Business Administration,
- Masters/Post Graduate Degree in Business Administration, Finance, Economics or a related field is a plus
|

Excellent knowledge of written, read, and spoken English (required)

- A minimum 10-12 years of relevant experience & Relevant post degree qualification, or relevant experience in a similar senior role
- 5 years of relevant experience in leading Corporate / assets Performance management function.
- Oil and Gas / Energy industry experience strongly preferred (with deep knowledge of the KPI’s and industry dynamics that can lead to strong or weak performance)
- Previously led a team of performance management resources / advisers
- Experience in oil and gas reporting and performance management / management accounting
- Strong financial and project acumen
