Job purpose

 

The Chief Executive Officer will provide visionary leadership, strategic direction, and operational oversight to establish, grow, and position the company as Oman’s leading renewable and clean-energy developer.

The CEO will lead the full lifecycle of renewable power, green hydrogen, green ammonia, e‑fuels, and clean molecule projects, including IPP/IWPP development, energy offtake structuring, partnerships, and preparation of investment proposals. The CEO ensures delivery of a competitive, profitable, and sustainable portfolio aligned with national energy transition goals, Oman Vision 2040, and global low‑carbon markets.

 

The position will act in accordance with OQ’s mission, vision, values, and strategies, as well as policies, guidelines, international standards and best international practices.

Scope

  • Driving renewable energy growth, including solar, wind, hybrid systems, and storage
  • Leading green hydrogen and other molecules project development, commercial structuring, and offtake arrangements
  • Managing renewable power (IPP’s) development, from origination to financial close and operations
  • Ensuring operational excellence, financial discipline, ESG leadership, and risk governance
  • Representing the company with regulators, investors, global partners, and strategic stakeholders
  • Architecting advanced financial engineering risk, through capital allocation strategies.
  • Ensuring ecosystem advocacy and national talent development.

 

Responsibilities 

Strategic Leadership & Portfolio Development

  • Develop and execute the company’s long‑term strategy for renewable energy, green molecules, and decarbonization.
  • Shape the company’s renewable and green hydrogen/ammonia roadmap, including upstream (resource), midstream (conversion), and downstream (export/offtake) elements.
  • Identify, evaluate, and secure IPP/IPWP opportunities, including solar, wind, grid-scale battery storage, and hybrid energy solutions.
  • Formulate competitive strategies for energy generation, green molecule production, and export markets.
  • Ensure strong alignment with national objectives, including green hydrogen mandates, energy transition policy, and industrial decarbonization needs.

 

Business Growth, Partnerships & Commercial Leadership

  • Oversee commercial negotiations with off takers, technology licensors, OEMs, EPCs, investors, utilities, and international energy buyers.
  • Structure bankable frameworks for H2/green ammonia projects, including JV structures, SPVs, land agreements, concessions, and PPAs/HOAs/FSAs.
  • Drive strategic partnerships with global players (renewable developers, electrolyzer manufacturers, ammonia converters, shipping, and infrastructure operators).
  • Oversee mergers, acquisitions, JV formations, and new market entries.

 

Project Development & Excellence

  • Oversee end‑to‑end project development, including feasibility studies, EPC tendering, financing, execution, commissioning, and asset ramp-up.
  • Ensure delivery of mega utility-scale renewable assets according to schedule, cost, quality, safety, and performance KPIs.
  • Champion world-class project governance, assurance, technical standards, and stage-gate decision frameworks.
  • Drive digitalization, project optimization, and best‑in‑class project management practices.

 

Financial Performance, Capital Allocation & Risk Management

  • Oversee the company’s P&L, EBITDA, CAPEX program, cash flow, and investment portfolio, ensuring strong shareholder returns.
  • Develop capital allocation strategies including project financing, syndicated loans, export credit, green bonds, and blended finance.
  • Oversee enterprise risk management framework covering:
    • Market/offtake risk
    • Technology risk
    • ESG/hydrogen safety
    • Construction & schedule risk
    • Regulatory and political risks
  • Ensure compliance with national energy regulations, international codes, HSE standards, and project finance requirements.

 

ESG, Sustainability & Energy Transition Leadership

  • Embed ESG principles across operations, with a focus on decarbonization, water efficiency, renewable integration, biodiversity, and community value.
  • Oversee carbon accounting, lifecycle assessments (LCA), and compliance with international certification schemes (e.g., CertifHy, GCC regulatory frameworks).
  • Drive Oman’s position as a global green hydrogen & ammonia hub.

 

External Relations & Stakeholder Management

  • Represent the organization with:
    • Ministry of Energy & Minerals
    • Oman Investment Authority
    • Hydrom
    • Regulators
    • Global investors and financiers
    • JV partners, technology providers & off takers
  • Promote the company internationally at energy summits, investor forums, and hydrogen/renewable conferences.
  • Act as the primary spokesperson for the company.

 

Executive Leadership & Organizational Development

  • Lead a high-performing executive team capable of executing utility-scale projects.
  • Drive culture, operational excellence, innovation, and organizational agility.
  • Strengthen national talent development and succession planning to support Oman’s workforce strategy.
  • Ensure adherence to best-in-class HR frameworks, leadership development programs, and performance systems.

Internal: GCEO, Board of Directors, Audit Committee, Executive Leadership Team, relevant business entities, all functions and streams, corporate functions, project teams.

 

External: Investors, regulators, off-takers, banks, rating agencies, international partners, universities, technology licensors, EPCs, OEMs, and research institutes, OIA, Government Ministries, Joint Venture Partners.

Notable Working Conditions. Office environment, intensive computer screen use, traveling

Education requirements

  • A relevant University Degree is required.
  • Master’s degree in relevant field is preferred.

Language requirements 

Excellent knowledge of written, read, and spoken English (required), Arabic (required)

Background and experience

Experience Requirements:

  • 20+ years of experience in the energy sector with at least:
  • 10+ years of experience in the renewable / clean energy projects development, including 7+ years in a senior executive/CEO/COO/VP role

 

Proven experience in:

  • IPP/IWPP project development and understanding the energy market ecosystem (mandatory)
  • Renewable energy mega-projects (solar, wind, hybrid systems, storage)
  • Green hydrogen and green ammonia projects from concept to FID
  • Negotiating and successfully completing JVs
  • Structuring project finance for mega energy assets
  • Managing sizable project portfolios
  • International stakeholder and investor engagement
