Job purpose

Lead the provision of Engineering Reliability Service for all operating units and equipment at OQ8 Refinery, under Manager Engineering Service scope’s ; through (1) Lead the Implementation of the Operation Support  for Reliability  Engineering Services & support the implementation & continuous improvement to manage refinery assets at peak performance, while optimize lifetime return on investment, mitigate reliability risk, and supports capital improvements in support of long term sustainable performance, (2) Develop and implement a plan to eliminate or reduce the losses through root cause analysis at petrochemical/refinery plant and obtains approval of the plan and facilitates the implementation, and (3) Implement and maintain standard mechanical and/or electrical processes incorporating industry best practices, and (4) Lead the team and support in coaching younger engineers in Reliability Engineering discipline; in order to increase equipment reliability by improving time between failures of industrial equipment while reducing equipment downtime and manufacturing costs.

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Recommend design improvements to increase the reliability of equipment categorized as a bad actor.
  • Lead the development of maintenance strategy for new installations and existing equipment as needed.
  • Lead the development of design and installation specifications along with commissioning plans. 
  • Lead the development of criteria for an evaluation of equipment and technical MRO suppliers and technical maintenance service providers. 
  • Approves final check out of new installations. This includes factory and site acceptance testing that will assure adherence to functional specifications.
  • Guides the team in efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.
  • Lead the definition, design, development, and monitoring of all Asset Maintenance Plan 
  • Provide engineering technical leadership/support to operating units, environmental activities, and plant projects to improve reliability, process safety, and environmental performance
  • Lead the design improvements for equipment/systems to improve overall reliability, availability, and predictability of production, improve process safety and environmental performance including complex designs
  • Lead the process support to Plant Engineering activities, usually involving preparation of major appropriation requests or execution of detailed engineering of projects
  • Approves equipment reliability analysis and recommends improvements based on Root Cause Failure Analysis (RCFA) findings
  • Recommend equipment reliability improvements by analysing equipment trends, historical, and field data
  • Lead reliability principles, precision maintenance, and condition monitoring initiatives
  • Analyses refineries’ maintenance and reliability work practices to identify performance drivers. Works collaboratively with refineries’ maintenance leadership on design/reengineering of existing work processes to increase efficiency and effectiveness within established technical standards
  • Oversees  the mechanical integrity and quality assurance portion of the Process Safety Management (PSM) program
  • Conducts gap assessments primarily through periodic audits to gauge the effectiveness of maintenance and reliability work processes. Identifies internal barriers to implementation and works with refineries’
  • Maintains equipment and plant records and issue periodic reports on reliability, availability, and performance of all critical equipment/systems

Education requirements

Minimum qualification required is a college graduate degree in Engineering or Chemistry or equivalent

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 10 + years +of relevant experience within the Oil & Gas / Refinery / Petrochemical industry, with a minimum of 7 years of relevant experience in a similar role 
  • Experience and well versed in field investigation, inspections, troubleshooting, performance checks, data compilation, etc.
  • Understanding of Process Plant (P& ID / PFD) & Engineering drawings and OEM manuals.
  • Knowledge in software applications like Meridium, PI, and RBI, etc 
  • Refinery operations (Process, Static & Rotating Equipment)
  • HSE (Permit to Work – PTW, Process Safety, H2S Awareness, Basic Fire Fighting, Emergency Response)
  • DCS & TLAS systems
  • Good knowledge and expertise of SAP (PM & MM & FM Modules) Computerized Maintenance Management Systems (CMMS)
  • Computer knowledge in MS Office applications like MS Word, MS Excel, etc.
  • Extensive experience in reporting, planning, scheduling routine maintenance.
  • Sound judgment in technical matters with good skills in engineering field materials specifications and international standards.
  • Good experience and knowledge of maintenance processes, handling of Maintenance Contracts, and shutdown-related jobs.
  • Good knowledge in Quality Assurance, Quality Control, and HSE plans.
