Job purpose

Lead the Process Safety at OQ8 Refinery for TSD function Leader Technical Services  OQ8 (GM) scope’s as the owner of Process Safety Management (PSMS) by setting interrelated approaches to managing hazards associated with the process industries and is intended to reduce the frequency and severity of incidents resulting from releases of chemicals and other energy sources; through (1) Lead overseeing the Implementation of effective Process Safety Management (PSMS) standards & regulations that looks at all processes that involve handling, using, storing, moving, or manufacturing highly hazardous chemicals for contract administration (2) Development of project proposals & monitoring initiatives on project execution performance under Process Safety Management (PSMS)  standards; in order to ensure projects and service targets are achieved efficiently and to optimum standards.


The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Leads the development, implementation, and overall planning activities & appraisal of the RES / CAPEX projects as per the schedule and within budget.
  • Leads the Development of project estimates at all levels in each project stage including MoC (Management of Change) evaluations & implementation of RES (Request for Engineering Services).
  • Define and document project proposals & objectives to translate desired business benefits into clear and achievable project objectives and lead the projects/initiative during the internal gating process. 
  • Review/comment & approved work schedule plan, manpower loading & material procurement, to ensure project execution in accordance with given timeline. 
  • Leads for progress review meetings with contractors to monitor performance and identify shortfalls and formulate recommended corrective actions.
  • Liaison & coordinate with Program Management Office (PMO) for progress updates (Physical & Financial Dashboards).
  • Develop performance measurement parameters to support the project management team in ensuring on time and within budget completion of their respective scopes.
  • Develop and provide effective Training Program for the development of trainees & young engineers.
  • Coordinate for Project Risk Assessment for individual projects as per Risk Matrix.

Education requirements

Minimum qualification required is a college graduate degree in Mechanical Engineering,  Chemistry, or equivalent

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 10+ years of total experience within the Oil & Gas / Refinery / Petrochemical industry, with a minimum of 5 years of relevant experience in a similar role 
  • Experience in Project Management Services with the preparation of contracts documents, lead the project award phase along with finalization of project schedule.
  • Knowledge and experience in Procurement/Contracting for the award of contracts based on international standards.
  • Sound judgment in technical matters with good skills in engineering field materials specifications, integrity inspection, plant design optimization/modification, and applicable code &standards.
  • Understanding of Process Plant (P& ID / PFD) & Engineering drawings and OEM manuals.
  • Knowledge in software applications like Meridium, PI, and RBI, etc 
  • Refinery operations (Process, Static & Rotating Equipment)
  • HSE (Permit to Work – PTW, Process Safety, H2S Awareness, Basic Fire Fighting, Emergency Response)
  • Good knowledge and expertise of SAP (PM & MM & FM Modules) Computerized Maintenance Management Systems (CMMS)
  • Primavera / Maximo / MS Project
  • Computer knowledge in MS Office applications like MS Word, MS Excel, etc.
  • Extensive experience in reporting, planning, scheduling routine maintenance.
  • Experience in benchmarking studies, Solomon, RAM, RCM, etc
  • Experience in Asset Master data governance
  • Sound judgment in technical matters with good skills in engineering field materials specifications and international standards.
  • Good experience and knowledge of maintenance processes, handling of Maintenance Contracts, and shutdown-related jobs.
  • Expertise in budgeting and cost control.
  • Good knowledge in Quality Assurance, Quality Control, and HSE plans.
  • Familiar with techniques for ensuring data integrity with various integration of information/ reports
