Job purpose

Leads and coordinates, the Maintenance Planning, Performance & Contracts activities across OQ8 sites and all related operations under Head of Maintenance Planning scope, as owner of planning, performance & contracts standards for  maintenance works and execution of minor projects, modifications in accordance with the technical standards set by TSD to maintain the assets through:1) Design and Leads of maintenance planning activities and shutdown works 2) Executing  business planning, & performance management tasks such as data gathering for studies, analysis of PM plans in SAP, CMMS (SAP) system & follow- up 3) Coordination and supervision of assets, products, and maintenance work in the designated area 4) implementation plans and coordinate maintenance works, and 5) Compliance monitoring to implemented work processes (KPI’s, internal/ external audits recommendations 6) To liaise with the respective asset owner  team and Maintenance organization in the delivery of an efficient Maintenance contract support services 7) Supervise the designated team; in order to ensure that the assets and equipment are available at all times, minimizing the downtime and meeting the operational targets that support the gross margin/profitability with a sufficient organizational capability for business continuity while identifying & developing talented people to as feeder for OQ8 talent pipeline.

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

 

Maintenace Planning:

  • Ensures that effective planning & scheduling services are provided using best maintenance practices.
  • Ensures that daily/ weekly/monthly planning meeting is conducted effectively & the jobs are planned/ scheduled as per the required work priority.
  • Ensure the Asset Master data governance.
  • Provides guidance & support to the planning team to prepare short-term & long-term maintenance plans, schedules with sufficient resource requirements for all maintenance activities.
  • Reviews the progress reports & performance indicators, and takes appropriate action, and coordinates with concerned teams to catch-up for lagging areas.
  • Provide guidance & support for follow-up of material requisitions with respective functions and escalates the problematic areas with the concerned teams.
  • Takes lead & communicates with the operation, TSD, HSE, and other departments for coordination of complex maintenance jobs.
  • Supports  and assist Maintenance for  Budget preparation and monitors the budget.
  • Provided inputs for the development of maintenance contracts, its administration, control, and availability of resources.
  • Initiates the procurement process for maintenance services & supplies by preparation of detailed scope of works and liaising with various departments.
  • Involves in the technical evaluation of new tenders as required and participation in kick-off meetings.
  • Facilitates for estimation of required contract resources including manpower & mobile equipment.
  • Coordination with contracts team leads for contractor mobilization & de-mobilization.
  • Provides guidance for asset management & update of master data in SAP.
  • Analyse the market trends and participate in formulating appropriate strategies to ensure the most effective and economic utilization of resources.
  • Ensure that team members properly follow-up for items under process, and regularly review backlog work orders waiting for material.
  • Ensure timely actions are taken for all related RCA points

 

Performance:

  • Receive, review and analyse all maintenance work request orders in Computerized Maintenance Management System (CMMS).
  • Conduct site visits & discuss with concerned work originators to estimate the exact scope of works for the planned maintenance activities.
  • Attends the regular planning & operation scheduling meetings and provides schedule reports.
  • Determines resources requirements (manpower, equipment, tools, and lifting equipment) and works sequences for maintenance jobs, and creates a request for any additional required resources.
  • Update planned maintenance activities in the system (SAP) and verification of all resources for maintenance jobs.
  • Assist in coordinating routine maintenance requirements & major shutdowns and all activities including preparation of detailed specifications for contracting.
  • Verification of issued material against all the planned and ensures material reconciliation after maintenance closeout.
  • Intimate for creation of new stock entries and follow-up material requisitions with respective departments for all types of maintenance.
  • Review of job plans in SAP & participate in improvements based on the actuals.

 

Contract Development support

  • Ensure that long term rate contracts are in place to meet all maintenance outsourcing requirements
  • Ensure preparation of comprehensive, detailed, and accurate scope of works for tendering so that clarifications and delays are avoided
  • Analyse emergency requirements in the past, prepare a strategy for mobilising and deploying the resources during emergencies like plant shutdowns, breakdowns, etc.
  • Provide guidance and support for vendor qualification, evaluation of the bids, preparing tender board proposals, contractor meetings, mobilisation, etc.
  • Ensure cost-efficient, optimisation of resource usage, and quality selection of contractors
  • Develop local contractors and service providers
  • Develop alternate sources for procurement of materials and spares
  • Analyse material consumption & initiate optimisation process
  • Ensure timely processing of invoices and cost-effective implementation of Capex projects.
  • Review analysis data using the Computerized Maintenance Management System (CMMS).

Education requirements

Minimum Qualifications for this position Engineer in Mechanical, Engineering, or equivalent.

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 10+ years of total experience, minimum 5 years of relevant experience in a similar role (on Static Equipment, within the Oil & Gas / Refinery / Petrochemical industry.
  • Experience in Computerized Maintenance Management Systems (CMMS)
  • Refinery Operation Planning and Scheduling – refinery process and plant equipment including the use of computer-based tools. Computerized Maintenance Management Systems (CMMS). SAP expertise- PM Module. & Primavera P6 / Maximo / MS Project/ Proficiency in M/S Office
  • Experience and knowledge in project planning, cost control, contract development, installation, troubleshooting, and start-up.
  • Sound judgment in technical matters with good skills in engineering field materials specifications and international standards.
  • Good experience in handling Maintenance Contracts and shutdown-related jobs.
  • Should have solid experience in Contract Management, Procurement, Spare parts Management, Preparation of Technical specifications, Material Specifications, etc.
  • Knowledge of :
    • Computerized Maintenance Management Systems (CMMS)
    • Expertise in SAP- PM
    • Process Equipment Life-Cycle Management
  • Broad understanding of relevant processes, plants, and equipment. 
  • Knowledge in operating and maintaining the reliability of all Static equipment.
