Job purpose
Provides strong and robust thoughts, guidance, insights while leading the Capability Development cycle end-to-end activities at OQ8, under Head Talent Management scope, serves as the owner for managing the skills and knowledge development of OQ8 staff, through; (1) Designing, implementing, and managing training and development programs to enhance the skills and competencies of OQ8 personnel, (2) Lead the Processes Assurance, Facilitation & support Generate reports and provide assessment tool kit to support technical development end-to-end activities, and (3) Ensure the competence and readiness to operate, maintain, and optimize the OQ8's processes efficiently and safely; in order to ensure highly skilled workforce capable of optimizing OQ8 processes, maintaining safety standards, and meeting regulatory requirements.

Main tasks and responsibilities
Technical and non-Technical Training Strategy
|
- Lead the development and execution of a comprehensive technical training and development strategy that aligns with the refinery's operational goals and industry standards.
|
Technical and non-technical Skill Assessment
|
- Lead in identifying skill gaps and training needs among refinery personnel through assessments, performance evaluations, and feedback mechanisms.
- Lead in the collaboration with department heads and managers to determine specific training requirements.

Training Program /
Curriculum Development
|
- Lead the Designing, developing, and maintaining technical training programs covering various aspects of refinery operations, including safety, equipment maintenance, process optimization, and environmental compliance.
- Develop and customize training programs and curricula based on identified needs and objectives.
- Incorporate industry best practices, safety protocols, and regulatory compliance into training materials.

Instructional Design
|
- Utilize instructional design principles to create effective and engaging training materials and resources.
|
Training Delivery
|
- Coordinate and facilitate technical training sessions, workshops, and simulations for employees at all levels, ensuring that knowledge and skills are effectively transferred.
- Facilitate training sessions, workshops, and on-the-job training for refinery staff.
- Coordinate with subject matter experts to ensure accurate and effective content delivery.

Safety Training
|
- Prioritize safety training and awareness programs to ensure a safe work environment and regulatory compliance.
|
On-the-Job Training (OJT)
|
- Oversee the implementation of on-the-job training programs to complement classroom or formal training, allowing employees to apply knowledge in real-world scenarios.
|
Performance Evaluation
|
- Lead the development of assessment tools and criteria to measure the effectiveness of technical training programs and identify areas for improvement.
- Implement evaluation methods to measure the effectiveness of training programs.
- Analyse training outcomes and make improvements based on feedback and performance data.

Competency Framework
|
- Leading the creation and maintain a competency framework that outlines the skills and qualifications required for various job roles within OQ8.
|
Learning Management Systems
|
- Implement and manage an LMS to track employee training progress, store training records, and assess training effectiveness.
|
Budget Management
|
- Manage the training budget, including cost-effective resource allocation, vendor selection, and contract negotiation.
|
Continuous Improvement
|
- Stay updated on industry trends, technological advancements, and regulatory changes to keep training programs current.
- Continuously improve training materials and methods to enhance learning outcomes.
- Regularly review and update technical training programs to incorporate feedback, address changing needs, and enhance learning outcomes.

Certification, Documentation & Compliance
|
- Ensure that technical training programs align with industry certifications, regulatory requirements, and safety standards.
- Maintain comprehensive documentation of technical training processes, decisions, and outcomes.
- Ensure that training programs meet regulatory requirements and maintain accurate records of employee training and certifications.
- Prepare reports and documentation for internal and external audits.

Education requirements
|
- Bachelor's degree in a relevant field, such as industrial engineering, education, or a related discipline.
- Advanced degrees and certifications in training and development are a plus.
- Relevant certifications are an advantage

Language

Excellent knowledge of written, read, and spoken English (required) | Arabic - Native (desirable)

Background and experience

Competencies and skills
|
- 12+ years of relevant experience in training and development, preferably in a refinery or industrial setting.
- Strong knowledge of refinery processes, safety procedures, and regulatory requirements.
- Proficiency in instructional design and training delivery techniques.
- Professional and experienced incumbent in the areas of Processes Assurance, Facilitation & support Generate reports and provide assessment tool kit for technical functions (OMT) and non-technical functions (Corporate Affairs, Finance, Corporate Services, etc.)
- Profound knowledge of refinery processes, equipment, safety protocols, and regulatory requirements.
- Proficiency in instructional design methodologies, adult learning principles, and training content development.
