Job purpose

Plans, executes and monitors all activities related to logistics at OQ8, under Manager Inventory & Logistics scope, acting as a team player and Snr Specialist by; (1) Facilitating the effective execution of logistic operations for MRO materials (2) Ensure  Statutory requirement of customs and other relevant authorities following compliance with country framework of import ad export rules  (3) Ensuring the timely delivery of materials and pr to and from the refinery, Interface with Supplier and contract Management to ensure reliable and cost-effective logistics services, (4) Ensure Control on logistic contractor and Optimization of logistics processes, as well as related Compliance with safety standards, (5) Execute related reporting and analysis, and (6)  Guide / Coaching young staff in related matters; to ensure quality parameters are met with maximum cost optimization

Logistics inbound & our bound of MRO items.

 

  • Oversee and manage all aspects of logistics operations, including transportation, freight forwarding and clearance and transit insurance.
  • Develop and implement logistics strategies to optimize efficiency, minimize costs, and ensure timely delivery of materials and products.
  • Coordinate with internal stakeholders and external partners to plan and execute logistics activities in alignment with refinery requirements.
  • Monitors and supervises daily logistics activities conducted by staff and contractors and ensures compliance to standard operation procedures (SOP).
  • Ensure proper cost booking mechanism for the logistics cost thru the SAP so that NTE value is reduced accordingly Costs under conditions.
  • Monitors cargo movement through a tracking system to facilitate inbound and outbound deliveries of MRO.
  • Assess and have clear guidance on how to do the procurement process for logistics services which are not available in the contracts and develop the necessary SOP.
  • Coordinates with government authorities to obtain all required documentation/permissions and clearances (custom/port).
  • Review the current logistic process to incorporate customs duty & VAT. We shall include RACI to have clear accountability segregation among the Finance, TAX team and logistics teams.
  • Conduct performance assessments for all freight forwarders.
  • Review and generate new SoWs of logistics contracts for new tenders.
  • Provide input into budget preparations under the guidance of your Line manager covering all cost elements related to the logistic process.

Inventory Management

 

  • Collaborate with warehouse & inventory management teams to ensure their stock levels of MRO are maintained and provide on-time support.
  • Supports in all change management processes of Inventory, warehouse, and logistics such as change in innovations, system processes and workflow improvements which lead to meet department development.
  • Monitor and understand the procure  pay  process

Policies, Systems, Processes and Procedures

  • Contribute to improving processes and procedures within the department in conjunction you’re your line manager.
  • Knowledge of processes in this area is essential to ensure continuity of workflow.

 

Transportation and Distribution

  • Coordinate with Freight forwarding& logistic contractor &service providers to ensure timely delivery of materials and products to and from the refinery.
  • Optimize transportation routes and modes to minimize costs and maximize efficiency.
  • Knowing the INCO terms universally used
  • Monitor transportation performance and address any issues or concerns related to delivery schedules, quality, or compliance.
  • Prioritize imports thru local ports  in Oman  to  improve ICV  where ever possible

Supplier and contractor Management

  • Build and maintain relationships with suppliers and vendors to ensure reliable and cost-effective logistics services.
  • Negotiate contracts and agreements with logistics service providers to secure favourable terms and pricing.
  • Monitor supplier performance and address any issues or concerns to ensure service quality and compliance with contractual requirements.
  • Maintains close coordination with third-party suppliers, licensors, logistic handlers, and affiliated companies and follows up on deliverables.

 

Cost Control and Optimization

 

  • Identify opportunities for process improvement and automation within logistics operations.
  • Implement best practices and standards to enhance efficiency, productivity, and cost-effectiveness.
  • Collaborate with cross-functional teams to streamline processes and drive continuous improvement initiatives.
  • Assess the logistics practices, materials used and contractor performance and propose cost optimization/efficiency enhancement solutions.
  • Liaises with different stakeholder for their needs of logistics of MRO.

Compliance and Safety

  • Ensure compliance with regulatory requirements, safety standards, and environmental regulations within logistics operations as per the Framework of the Oman
  • Capable of managing the audit related to logistic dept constructive feedback.
  • Implement measures to promote a safe and healthy work environment for logistics staff and external partners.
  • Conduct regular safety inspections and audits to identify and address any safety hazards or concerns.

Reporting and Analysis

  • Generate reports and analyse key performance indicators (KPIs) to monitor logistics performance and identify areas for improvement.
  • Develop weekly and monthly Overdue Logistics Reports (OLR),
  • Present findings and recommendations to management to support decision-making and strategic planning efforts.

Guidance / Coaching

  • Guide/coach team members /young staff in related matters.

Education requirements

Minimum Qualifications for this position are a university degree in Engineering or Business Administration or logistics Operations or equivalent. (10+2+3/4)

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

 

  • 8+ years of relevant experience as a Logistics SME / Officer within the Oil & Gas / Refinery / Petrochemical industry, preferably with experience in the area/assets associated with this position. 
  • Knowledge of Procurement, contracts &Inventory and Logistics Process and procedures
  •  Mandatory good Knowledge of Commercial Terms, Customs and VAT Procedures and Regulations
  •  Mandatory good Knowledge of Transportation Regulations, Warehouse Procedures and Harmonized System Codes
  • Sound knowledge on INCO terms used in logistics.
  • Proven experience with Personal Safety Management.
  • Good knowledge in HSE / SCE equipment & plans.
  • HSE (, Process Safety, Basic Fire Fighting, Good knowledge of Managing Risks and Hazards, Emergency Response and Insurance
