Job purpose  

Lead and deliver comprehensive refinery operational planning activities besides support deliverables for Technical Services, under   TL Refinery Planning through; (1) Identify critical milestones and paths for the operating assets (2) Prepare rigorous operational planning using latest software like Aspen SCM modules considering technical/engineering constraints / scenarios and opportunities in order to support a safe, efficient and optimal operations. 

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and supported by an IT Technology platform, HSE standards, Oman’s Government & other legal justification’s, following best international industry standards and practices. 

Main tasks and responsibilities  

  • Conduct Energy Management tasks, Fuel & Loss monitoring, feedstocks and product supplies management, interface management with various refinery functions and external stakeholders. 
  • Conduct Benchmarking studies for gap analysis, assessing competitiveness with peers, setting and tracking KPIs (e.g. Solomon and similar studies). 
  • Prepare OQ8 reporting for planning, scheduling of downstream including issues daily, weekly, monthly, quarterly and annual reports for production, feedstock, products blend, intermediates and foresee bottlenecks and highlight to the management for solutions 
  • Analyse and monitor price shifts, market demand, cracks spread, margin analysis, and report implications to remain a competitive position. 
  • Participate in the preparation of the annual Business Plan and 10-year. 
  • Undertake strategic studies for business improvement, monetizing low value streams and build a case for realization by developing Financial Model to assess CAPEX, cashflows, NPV´s / IRR etc.  
  • Develop business cases to support profitability and growth targets for ongoing operations 
  • Conduct OQ8 Refinery Configuration improvement and economic evaluation opportunities. 
  • Identify, evaluate, and optimize the downstream capital asset program; Market outlooks, economic and financial evaluation, oil pricing forecasts, competing scenario planning, and awareness of energy policy shifts and regulatory requirements.  
  • Developing annual plans for budgeting, term crude contracts, and programmed maintenance shutdown planning.  
  • Leading monthly rolling plans for crude selection and conducting refinery operations in line with foreseen demands.  
  • Preparing short-term (typically weekly) plans for finding operating strategies regarding either precise or a good level of knowledge about crude availability, product delivery, operational and logistic constraints, as well as economic issues. 
  • Liaison with Commercial and Finance team for day-to-day business besides seek opportunities to improve refinery economics  
  •  Training and development of young Omani Engineers 

Key interactions 

Internal: Liaise with the colleagues and stakeholders for day to day work 

External: 3rd Party Contractors (Terminals for feedstock receipt and products export, utilities supplies, off takers etc.) 

Notable Working Conditions. Field Operations and office environment, Moderate to intensive computer screen use. 

Education requirements 

Minimum qualification required is a college under graduate degree prefareably in Chemical Engineering   

Language requirements   

Excellent knowledge of written, read, and spoken English (required)  

Background and experience 

Competencies and skills 

  • Engineer: 5-8+ years of relevant experience 
  • Snr Engineer: 8+ years of relevant experience  

 

Both:  

  • Experience within the Oil & Gas / Refinery / Petrochemical industry, with a minimum of 5 years of relevant experience in a similar role    
  • Extensive experience in reporting, planning, scheduling downstream 
  • Good knowledge of modern Operation technologies & Planning techniques and Software  
  • Sound judgment in technical matters with good skills in the engineering field.  
  • Knowledge of latest Engineering International Standards.  
  • Knowledge of Engineering Software Business applications (PI, LIMS, SAP, Aspen SCM suie etc.)  
  • Understanding of Process (P&IDs / PFDs) & Engineering drawings and OEM manuals 
  • Computer knowledge in MS Office applications like MS Word, MS Excel, Power Point, MS-Visio etc. 
  • Extensive experience in operational planning reporting, planning, scheduling of downstream. 
  • Experience in benchmarking studies, Solomon etc 
  • Expertise in budgeting and cost control. 
  • Familiar with techniques for ensuring data integrity with various integration of information/ reports
