Job purpose

Provides optimal Eng. Inspection services and technical leadership for process units Heavy Oils (CDU/VDU/DCU) under  TL Inspection  Heavy Oils (CDU/VDU/DCU) scope’s through (1) Oversees, coordinates, guides, and monitor Inspection services program;(2) Assure effective inspection techniques in-line with inspection procedures, standards & specifications, and (2) Develop plans, procedures, specifications, and related technical documents; in order to ensure integrity and reliability of all processing unit, equipment, piping, and storage tanks.

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Omani’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Supervise inspection strategies of process units; monitors inspection plans, overdue inspection tasks making sure all inspection plans are as per strategies and no overdue inspection. 
  • Follow up scope and frequency of inspection management activities at the sites to ensure the equipment integrity, reliability, and compliance with HSE policy.
  • Assist in developing & establish inspection standards, specifications, procedures and modifies existing standards and procedures as per plant /units requirement.
  • Reviews & evaluate equipment histories and determines the probable mode of failures, frequency of inspection, and type of inspection required.
  • Provide input on turnaround scope of work for plant maintenance activities based upon on-stream & equipment history records and the frequency of inspection established.
  • Evaluate critical process equipment, unit threats & hazards; pro-actively recommend solutions & Inspection Program and coordinate with the concerned department to prevent any loss of containment & maintain piping and equipment integrity.
  • Identify damage mechanisms related to various operating plants.
  • Identify and monitor the IOWs related to various operating plants.
  • Coordinate with the other team (operation, external contractors & maintenance) and provide input on repair techniques, materials selection, inspection, and testing requirements.
  • Review, comment and verify completeness & acceptability of engineering test packages, pre-commissioning activities & walkthrough punch listing and ensure all quality control documentation are complete.
  • Carrying out external, internal, and on-stream inspection of static equipment/piping for their reliability assessment.
  • Perform failure analysis on corroded and failed components and recommend engineering solutions for failures & Root Cause Failure Analysis (RCFA).
  • Review and ensure hand-over documents have appropriate details on material specifications and processes in line with contractual requirements.
  • Follow up-to capture any operational upsets, corrosion-related concerns, and variations in critical process parameters.

Education requirements

Minimum qualification required is a college graduate degree in Mechanical Engineering, Metallurgical Engineering, Materials Science or equivalent

 

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • Engineer: 5-8 or relevant experience
  • Senior Engineer: 8+ years of total experience within the Oil & Gas / Refinery / Petrochemical industry, with a minimum of 3 years of relevant experience in a similar role 

 

Both:

 

  • Broad understanding of the relevant process on refinery/petrochemical plant & equipment regarding static, piping & storage tank, applicable code & standard (API, ASME, ASTM, PIP &, etc.), and project specifications.
  • Familiar with methodologies/techniques which are applicable to the RBI Practice such as (hazard identification techniques).
  • Experience and well versed in field investigation, inspections, troubleshooting, performance checks, data compilation, etc.
  • Understanding of Process Plant (P& ID / PFD) & Engineering drawings and OEM manuals.
  • Working knowledge of design, manufacture, metallurgy, applicable code & standard associated with inspection of plant/equipment and familiar with QA/QC systems and procedures
  • Experience with Risk-Based Inspection concepts, corrosion-related inspection, and failure analysis.
  • Knowledge & experience in Equipment Inspection, Non-Destructive Testing (NDT), Advanced NDT inspection and techniques, Degradation Mechanism, and Refractory inspections.
  • Competent to prepare Turnaround requirements, technical documents, Meridium- RBI studies, criticality assessments in the tool, and operating windows.
  • Certified in welding inspection (e.g. AWS, CSWIP, etc.) is an advantage
  • Certifications: API (510, 570, 653 etc.) or equivalent is advantage
  • Knowledge of:
  • NACE, ASME, and other industry codes
  • RBI, RCA, and Defect Elimination.
  • Risk Assessments, HAZOPS & Safety
  • Good knowledge in QA/QC, ISO 9001, ISO 1400, and HSE plans
