Job purpose

Performs and develop the process of  investigation of engineering incidents to identify the root cause and all the variables associated with the incident under   TL Reliability  scope  through the (1) Assessment of variables associated with all engineering incidents in a timely manner (3) Prepare and deliver a comprehensive report of the results of every investigation including the Case Root Cause Analysis and recommendations, to identify areas of improvement and corrective actions to contribute with the continuous improvement of QA  performance

 

The position will act in accordance with the OQ8’s Mission, Vision, Values & Strategies, as well as, policies, guidelines, and international standards, supported by an IT Technology platform, HSE standards, Oman’s government & other legal justification’s, and best international practices in consonance with national objectives.

Main tasks and responsibilities

  • Analyses and establish the processes and procedures for incident investigation and promote this dissemination across the organization
  • Conduct all RCA activities in order to identify the root cause and all the variables associated with the incident
  • Provide guidance to the parties involved in an incident investigation to promote the positive impact of the incident investigation. Contribute to the development and execution of the process improvement, long-term strategic plan in alignment with the function and organisation strategies.
  • Report progress against analysis and findings and the corrective actions, mitigations taken and course correction actions in order to avoid recurrence of the incidents. Track implementation of all recommendations until their closure.
  • Recommend training and workshops programs for leaders and employees related to incident investigation and Case Root Cause Analysis in order to contribute to the shared knowledge of the methodology   
  • Monitors, the day-to-day operations to assure that best practices and recommendations from RCA reports   
  • Assists with internal and external QA/QC audits by resolving basic issues identified in audits.
  • Support the development and implementation of departmental policies, systems, processes, procedures, and controls, and continuously identify and recommend improvements while ensuring compliance with engineering standards and relevant legislation.
  • Ensure that the department recommendations and reports are accurate, relevant, and timely will lead to stakeholders being able to make informed and timely decisions.
  • Present regular and ad-hoc management reports on new opportunities, highlight critical issues and challenges and provide strategic insight to ensure effective decision-making.

Education requirements

Minimum qualification required is a college graduate degree in Mechanical Engineering

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Both:  

  • Knowledge of RCA methodologies
  • Knowledge of OHSAS 18001 and RC14001.
  • Knowledge of risk management methods and practices.
  • Knowledge of HAZOP or similar studies.
  • Sound judgment in technical matters with good skills in engineering field materials specifications, integrity inspection, plant design optimization/modification, and applicable code &standards.
  • Well-versed in design concept & engineering drawings, contracts, and shutdown/modification jobs.
  • Broad understanding of relevant process on refinery/petrochemical plant & equipment regarding static, piping & storage tank, applicable code & standard (API, ASME, ASTM, PIP &, etc.) and project specs
  • Plant troubleshooting, equipment optimization & problem-solving
  • Project & Engineering Services experience such as: 
  • Piping, Static Vessel, and Above Ground Tank Design & Modification
