Job purpose

 

Provides specialized support on operational activities related to hydrocarbon transportation while ensuring compliance with safety and regulatory standards. at OQ8 under Team Lead, Hydrocarbon Movements scope, acting as team player for the execution of assigned Hydrocarbon movement coordination end to end tasks, by (1) Support operational activities related to the transportation, loading, and offloading of hydrocarbon products, (2) Ensure compliance with safety, environmental, and regulatory standards while optimizing logistical processes; in order to support in optimizing the accounting, measurement, performance monitoring and allocation of hydrocarbon products at OQ8.

Main tasks and responsibilities

 

Hydrocarbon Movement Operations

  • Coordinate and execute hydrocarbon movement activities, including scheduling, monitoring, and documenting transportation operations.
  • Collection of Delivery order (DO) and manifest from vessel Shipping agent.
  • Follow-up for Certificate of Quality from LAB,
  • Follow-up Certificate of Quantity from Surveyor and provide confirmation for the sign off.
  • Validate all Movement information, in TAS & ensure the data movements from TAS to MES interface.
  • Validate the BL Docs & get the sign off from vessel shipping agent/vessel master.
  • Finalizing Bill of Lading (BL) quantities, Certificate of origin and Cargo Manifest, certificate of QTY, Provisional Invoice, etc. and maintaining time sheets.
  • Preparing & printing all the required shipping docs (BL, COO, COQ, CM, PI, CI etc.) and shared to all concerned for every shipment.
  • To update all required information in OQ8 ERP system, (e.g., Time log form, DI information etc.).
  • Responsible to retain all final reports in custody and upload the sign document in OQ8 folders.
  • Preparation of vessel Outturn report with support of surveyor.
  • Follow-up for Letter of protest (LOP) in case of any observation for abnormal variances, Delays/Stoppages, Ship/Shore dis-agreements.
  • Ensure safe and efficient loading and offloading of hydrocarbon products at designated facilities.
  • Monitor and maintain operational records of hydrocarbon movements for accurate reporting and analysis

Compliance and Safety

  • Adhere to all safety protocols, environmental regulations, and industry standards during hydrocarbon transportation activities.
  • Conduct routine inspections and checks to verify compliance with operational procedures and safety guidelines.
  • Report any incidents, spills, or safety concerns to appropriate personnel for immediate action.

Inventory Management and Reconciliation

  • Assist in inventory management processes by tracking hydrocarbon volumes at various stages of transportation and storage.
  • Collaborate with the hydrocarbon accounting team to reconcile inventory records and address discrepancies.
  • Support inventory audits and inspections to ensure accuracy and completeness of inventory data.

Process Improvement and Optimization

  • Identify opportunities to streamline and optimize hydrocarbon movement processes to improve efficiency and reduce costs.
  • Implement best practices and operational enhancements recommended by senior management or experienced team members.
  • Participate in continuous improvement initiatives to enhance operational performance and reliability.

Documentation and Reporting

  • Responsible to carry out required SAP documentation. All the documentation procedures are strictly as per SAP workflow.
  • Maintain accurate and up-to-date documentation of hydrocarbon movement activities, including transportation logs and operational reports.
  • Assist in preparing reports and presentations summarizing key performance metrics, operational trends, and compliance status.
  • Support data collection and analysis for regulatory reporting requirements and internal audits.
  • Executes the MES & ERP Master data & Relevant MES interface management.
  • Reporting the Mass Balance Performance Monitoring & Loss Control management.

Network Coordination

  • Coordinating with internal stakeholders like offsite, terminal, PP&S, Finance and Commercial etc. for any change in any document.
  • Coordinating with external stakeholder like port of Duqm, custom agents, shipping agents, offtakers and surveyor (wherever applicable).

Education requirements

  • Minimum qualification required bachelor’s degree in chemical engineering.
  • Relevant certifications or training in hydrocarbon transportation, logistics, or safety protocols is a plus.

 

Language requirements 

Excellent knowledge of written, read, and spoken English (required)

Background and experience

Competencies and skills

  • 5-8 years of relevant experience
  • Oil & Gas / Refinery / Petrochemical industry experience.
  • HC Accounting & Mass Balance Reconciliation.
  • Technical knowledge of refinery operations and products
  • Previous experience in hydrocarbon movement operations within the oil and gas industry. Ideally gained experience in (another) multinational environment
  • Knowledge of safety regulations, environmental compliance, and industry best practices related to hydrocarbon transportation.
  • Operational expertise, and a commitment to maintaining high standards of safety and efficiency.
  • Workforce Planning methods (cumulative, zero base),
  • Fundamental knowledge of the customer and consumer insights as well as brand, product strategy, and technical solutions, formulation know-how.
  • Document management & Custom process, Shipping coordination,
  • Knowledge of ASTM / API / IMO standards related to HC accounting, Vessel Movements.
