JOB PURPOSE:

Perform operations and maintenance of all mechanical systems and equipment across OTTCO’s terminals, including pumps, compressors, valves, pipelines, tanks, and other static and rotating machinery. Ensure all mechanical maintenance and inspection activities are carried out efficiently, safely, and in accordance with approved company procedures, industry standards, and OEM recommendations to achieve maximum equipment reliability and asset integrity.

The position will operate in alignment with OTTCO’s Mission, Vision, Values, and Strategies, ensuring adherence to company policies, HSE regulations, and applicable Omani legal and environmental requirements. The incumbent shall promote operational excellence, continuous improvement, and sustainability through the application of best international practices supported by modern maintenance systems and technologies.

KEY RESPONSIBILITIES:

Operation & Maintenance

·         Perform preventive, corrective, and predictive maintenance of mechanical systems including pumps, compressors, tanks, valves, pipelines, and associated static/rotating equipment.

·         Supervise all mechanical maintenance and repair activities to ensure they are conducted safely and in line with approved procedures, work instructions, and OEM standards.

·         Lead and support troubleshooting of mechanical faults and equipment breakdowns, ensuring timely restoration and minimal production impact.

·         Validate and enter all mechanical maintenance activities into the CMMS (SAP/Maximo or equivalent) and ensure proper record keeping.

·         Conduct periodic inspections of mechanical facilities to identify issues, deterioration, or nonconformities requiring intervention.

·         Supervise and certify equipment alignment, vibration analysis, balancing, and other critical maintenance activities. Coordinate with Operations for equipment isolation, handover, and recommissioning to ensure safe execution of maintenance work.

·         Attend Daily operation-maintenance coordination meeting, YTT, and other departmental meetings.

·         Participate and support in root cause analysis (RCA) for major equipment failures and implement corrective and preventive actions to avoid recurrence.

·         Participate in shutdown/turnaround planning and execution, ensuring all mechanical activities are completed safely, on time, and within budget.

·         Closely monitor and verify that all work order closures are completed to a high standard, with clear documentation and all required supporting attachments.

·         Monitor, maintain, and continuously improve departmental KPIs by tracking performance metrics, analyzing trends, and implementing corrective actions to ensure alignment with operational targets and company objectives.

Engineering & Project Interface

·         Participate in Engineering, Procurement, Construction, Commissioning, and Operational phases of terminal facilities.

·         Review and comment on mechanical engineering deliverables, specifications, and construction drawings to ensure alignment with operational needs.

·         Collaborate in multi-disciplinary design reviews to improve reliability, maintainability, and operability of new and existing systems.

·         Ensure mechanical designs comply with ASME, API, ASTM, and other relevant international codes.

·         Monitor project site activities for progress, quality, and HSE compliance.

·         Participate in commissioning, testing, and performance verification of new installations or modifications.

 

Team & Contractor Supervision

·         Supervise and coordinate work of maintenance technicians, contractors, and third-party service providers performing mechanical works.

·         Provide technical guidance, training, and performance feedback to maintenance personnel.

·         Develop a skilled and motivated mechanical maintenance workforce capable of meeting operational goals.

·         Allocate daily and weekly work assignments, ensuring proper resource utilization and task prioritization.

·         Coordinate with contract department and provide necessary documents for contract awarding including scope of work, technical evaluations, etc.

·         Manage and allocate manpower across all OTTCO locations to ensure sufficient workforce availability and maintain optimal performance.

·         Provide technical guidance and training to subordinates to enhance team competency and performance.

 

Budgeting & Resource Control

·         Contribute to preparation of the mechanical maintenance budget and ensure compliance with approved cost controls.

·         Resourcing of spares, suppliers, and service providers where necessary to enhance and support maintenance activities.

·         Identify and manage both critical and non-critical spare parts requirements, monitor inventory levels, and coordinate with the warehouse/procurement to ensure availability.

·         Monitor and control maintenance expenditures and support cost optimization initiatives under ETIZAAN and other improvement programs.

·         Participate in annual budget reviews and identify opportunities for operational efficiency and reliability improvements.

 

Continuous Improvement

·         Identify and report deviations in performance, equipment behavior, or process efficiency.

·         Develop and implement action plans for maintenance improvement, cost reduction, and reliability enhancement.

·         Liaise with OEMs, Engineering, and Maintenance Support teams to resolve recurring mechanical issues.

·         Participate in audits, integrity assessments, and reliability improvement initiatives.

·         Perform any other duties or special assignments as directed by line management.

·         Evaluate contractor performance and ensure compliance with scope of work, safety standards, and contractual requirements.

·         Support audits, inspections, and compliance reviews by ensuring mechanical systems meet regulatory and company requirements.

·         Coordinate with engineering teams for modifications, upgrades, and new equipment commissioning.

 

Health, Safety & Environment (HSE)

·         Enforce strict compliance with OTTCO’s HSE and PTW (Permit to Work) systems.

·         Conduct safety toolbox talks, ensure use of proper PPE, and verify that all equipment is safe for operation and maintenance.

·         Carry out regular site safety inspections and ensure immediate rectification of unsafe conditions.

·         Promote safe work culture by mentoring team members and encouraging proactive hazard identification and reporting.

·         Support root cause analysis (RCA) of incidents or near misses and implement corrective/preventive actions.

·         Familiarization with QHSE Policies, Objectives, procedures and its record maintenance

·         Awareness on Significant environmental aspects, Health and safety hazards, related actual and potential aspects and risks associated with their risk.

·         Awareness on Emergency preparedness and response measures.

·         Awareness on implications of not conforming to the integrated managements system requirements, including not fulfilling the organization’s compliance obligations

 

 

QUALIFICATIONS, EXPERIENCE, & SKILLS:

·         Bachelor’s Degree in Mechanical Engineering or equivalent from a recognized university.

Experience

·         Minimum +6 years of experience in mechanical maintenance within tank terminal, oil & gas, refinery, or petrochemical sectors.

·         Demonstrated expertise in rotating equipment, mechanical seals, alignment, piping systems, and static equipment (tanks, pressure vessels, exchangers).

·         Proven track record in supervision of EPC and maintenance contractors during shutdowns and major overhauls.

·         Strong exposure to mechanical integrity programs, inspection schedules, and reliability analysis.

·         Working knowledge of international standards such as API 610/650/682, ASME, ASTM, and ISO.

Professional Certifications

·         Authorized Mechanical/Rotating Equipment Maintenance Certification (where applicable).

·         Training in Root Cause Analysis (RCA), Reliability Centered Maintenance (RCM), or Vibration Analysis is preferred.

·         HSE or PTW certifications such as NEBOSH/IOSH are desirable.

·         Familiarity with SAP or CMMS systems for maintenance management is advantageous.

Technical Competencies

·         Deep knowledge of pumps, compressors, valves, hydraulic systems, HVAC, and pipeline systems.

·         Proficient in interpreting P&IDs, isometric drawings, and mechanical schematics.

·         Skilled in troubleshooting, root cause analysis, and reliability improvement methodologies.

·         Familiarity with corrosion mechanisms, mechanical integrity inspections, and cathodic protection systems.

·         Capable of planning, scheduling, and managing shutdown and turnaround activities.
