Job purpose

 

Under the general direction of VP of Maintenance, Manages the preparation, execution and closure of turnarounds by (1) Manage and coordinate through sub-ordinate supervisors/planners the periodic turnaround activities for the entire OQ8’s plants (refinery) in a safe, environmentally sound and cost-efficient manner. (2) Manage the repair process of equipment so that it runs safely until the next turnaround cycle by providing the best turnaround performance with respect to EH&S, (3) Assess the utilization, preparation, execution and closure costs through the proper application of Global Turnaround Methodology and the corresponding best practices; in order improve maintenance practices & asset availability for equipment, and (4)  Ensure effective collaboration with other departments and functions in a matrix organization with the vertical line to deliver expected outcomes;  in order to ensure that assets and equipment are available, minimize downtime, meet or exceed production targets and support the gross margin / profitability with sufficient organizational capability for business continuity.

Scope

Turnaround is the periodic shutdown of a unit or the entire Plant for maintenance, inspection, repair, and improvement activities.

The scope includes:

  • Commissioning and start-up
  • Documentation and reporting
  • Close out

 

Accountabilities:

 

 

 

 

 

 

Planning

  • Develop detailed plans and schedules for turnaround activities, including work scope definition, resource requirements, materials and equipment procurement, and coordination with other refinery departments.
  • Plan, control and oversees the execution of turnaround maintenance services to achieve the smooth operation of the plant and deliver effective (quality) and efficient (cost) services to Asset Owners to meet OMT objectives based on short business plans & long-term strategy,
  • Ensures that effective planning & scheduling services are provided using best maintenance practices.
  • Develop Turnaround organogram for execution of TA with detail roles and responsibility.
  • Ensure timely & cost-efficient planning & scheduling of turnaround maintenance activities by optimising maintenance resources in order to reduce maintenance costs.
  • Create contingency plans and working with the business to develop efficient inventories, appropriate budgets, and realistic timeframes / scopes.
  • Utilize close-out reports, schedules & lessons learnt from previous turnaround to plan and schedule for next Turnarounds (TAs).
  • Reviews and analyses reports, directives, and records and confers with other groups and departments to establish a cost-effective turnaround program.
  • Develops new methods, solutions to problems, improved procedures, and practices to increase cost effectiveness, productivity, and mechanical reliability.
  • Perform major job reviews for critical Turnaround (TA) related jobs by executing Job Safety Analysis and Job Hazard Assessment to ensure TA is accident free.
  • Ensure long lead material will be on hand before 01 month of TA start date.
  • Analyses contractor bids to recommend best and cost-effective contracts.
  • Analyse the market trends and participate in formulating appropriate contracting strategies to ensure most effective and economic utilization of resources.
  • Ensure compliance with all relevant regulatory requirements and standards, including safety and environmental regulations.
  • Participate in the development and implementation of capital projects

Turnaround execution

  • Conduct all necessary maintenance activities during the turnaround, including equipment inspection, repair, replacement, and testing. This can also include activities such as vessel cleaning, catalyst replacement, pipe replacement or repair, and instrumentation calibration.
  • Successful execution of the turnaround project in the shortest possible time and within approved budget.

Monitoring

  • Control of turnaround cost 
  • Control of turnround contractor manpower and equipment impact (mobilization and demobilization to avoid undue costs).
  • Reviews the progress reports & performance indicators and takes appropriate action and coordinates with concerned teams to catch-up for lagging areas.
  • Measure and record Turnaround contractors' performances and prepare periodical reports with recommendations on contractors’ compliances to the contract’s terms and conditions.

Stakeholders

  • Maintaining effective relationships with other departments within the refinery, including operations, engineering, and procurement
  • Collaborate with other heads of maintenance to identify opportunities for process improvement and cost savings.

Supervisory

  • Manage Turnaround team by providing guidance and ensuring compliance with safety standards.
  • Identify areas of improvement and motivate the staff.
  • Ensure that all work performed by the team is documented and tracked, and that records are maintained in compliance with regulatory requirements.

 

Education requirements

  • Minimum Qualifications for this position are a degree in Mechanical / Electrical / Instrument Engineering or equivalent.
  • Any further qualifications such as MBA or further engineering degree will be an advantage.

Background and experience

Competencies and skills

  • 16+ years of relevant experience in Maintenance for the Oil & Gas or Petrochemical Industry with a minimum of 6 years of relevant experience in a similar role and leading position.
  • Extensive experience in Maintenance & Project Works of Rotating, Static, Instrument & Electrical Equipment.
  • Good knowledge of modern maintenance technologies & maintenance Planning techniques using CMMS systems (preferably SAP PM & MM Modules).
  • Good knowledge in HSE / SCE equipment & plans.
  • Knowledge in estimating, budgeting, and cost control.
  • Knowledge in International Standards for Oil Gas & Petrochemical Plants.
  • Good knowledge of plant operation, processes, and process flow.
  • Good Knowledge of planning software (MS Project / Primavera)
