ROLE PURPOSE
|
|
- To ensure the health and safety of all personnel working at Duqm Integrated Power and Water Plant and minimal impact on the environment by implementing HSSE policy and procedures.
- To monitor the performance of all employees and contractors to ensure compliance with HSSE policy and procedures.
- Supervise site activities and coach personnel to ensure zero harm.

ACCOUNTABILITIES AND RESPONSIBILITIES
|
|
- KEY ACCOUNTABILITIES AND RESPONSIBILITIES
Actions and initiatives to change behaviour and improve personnel’s compliance with HSSE policy and procedure
- Builds relationships with site team. Coaches and advises personnel to build HSSE performance and achieve positive changes in behaviour
- Delivers HSSE training programs
- Delivers site safety induction
- Carries out hazard identification and risk assessments and ensures hazard mitigation
- Conducts safety moments and toolbox talks
- Ensures compliance with critical safe systems of work such as permit to work and lockout tagout (LOTO)
- Carries out audits of permit to work system to ensure full compliance
- Issues HSSE bulletins and maintains safety notice board
- Engages personnel, for example HSSE competitions or awareness sessions
- Supports incident and near miss investigations by identifying root causes and lessons learned
- Plans and executes site emergency response drills
- Identifies and corrects unsafe conditions and unsafe behaviours
- Conducts HSSE audits
- Monitors contractor compliance with HSSE requirements
- Facilitates routine HSSE meetings
- Monitors and supports site security team
HSSE reporting, records and resources
- Prepares weekly/monthly HSSE reports
- Maintains HSSE training records
- Tracks number of manhours and records HSSE data (loss time incidents frequency rates, first aid cases, safe manhours)
- Measures and reports HSSE objectives and KPIs
- Maintains HSSE store (PPE, first aid and rescue equipment etc.)

- Reports to HSSE Lead
- Coaches employees on safe behaviour and procedure compliance
- Collaborates with Corporate QHSSE Department

- Has the authority to stop any unsafe work
- Proposes improvements to HSSE policy and procedures
- Recommends appropriate HSSE training courses (internal and external)

Comply with the implementation of departmental/Company policies and procedures, to ensure that all relevant procedural and legislative requirements are fulfilled.

ROLE REQUIREMENTS
|
|
|
Educational, Professional Qualifications and Experience
|
|
|
Minimum Qualifications:
- Bachelor’s degree or diploma in, Occupational Health & Safety, Environmental Science, Engineering (Mechanical, Electrical, Civil, Industrial).
- Member of IOSH or similar recognized institution/ NEBOSH is an advantage
Minimum Experience:
- 3 years’ HSSE experience in utilities or oil and gas facilities.
- Experience of international standards:
ISO9001 – Quality Management System
ISO14001 – Environmental Management System
ISO45001 – Occupational Health and Safety

Skills and Competencies
|
|
- Fluent in English language is essential, Arabic is an advantage.
- Good communication skills both written and verbal
- Must be flexible: Willing to work long hours and be on call if required (periodically)
- Computer literate (MS Office, Outlook, PowerPoint etc.)
- Understanding of Omani HSSE Regulations
- Capacity to engage and influence: Must possess the capacity to establish high quality relationships with peers, leaders, contractors, customers and regulatory authorities.
