ROLE PURPOSE
|
|
|
To support the management to lead the Department to a new level of HSE capability and performance by analysing HSE performance, recommending improvements and implementing
Departmental HSE systems
|
|
|
ACCOUNTABILITIES AND RESPONSIBILITIES
|
|
- KEY ACCOUNTABILITIES AND RESPONSIBILITIES
- Actions tasks and initiatives to change behavior and improve the teams’ levels to enable improved HSE outcomes:
- Builds relationships with the Team. Coaches and advises the Teams to build HSE capability and achieve changes in behavior
- Delivers Training Programs
- Delivers Departmental Safety inductions and maintains records
- Advises Managers and Teams on ways of identifying and controlling risks. Responds to HSE queries
- Delivers HSE services to ensure high levels of safety and compliance:
- Attends safe-start meetings. Coaches and supports the Supervisors to ensure changes in behavior on the part of the teams
- Participates in safe teamwork meetings and de-briefs
- Regularly checks HSE Systems (permits, lock out and isolation compliance, PPE, Waste Management, Fire Equipment and Systems, Mobile Equipment, Safety Behavior, daily workplace inspections, daily checks on site
- Implements and executes programs to communicate HSE goals and performance and to continually reinforce key messages (e.g., Set up Departmental HSE bulletins and HSE communication boards)
- Action weekly and monthly reporting, enter information into the DPC Management Information System:
- Review Near Misses, Leaders’ HSE Contacts, Major Risk Focus and mobile equipment usage and records results in reports or internal memos. Reviews HSE events and discuss with the Team Leaders
- Prepare environmental report and follow up with external parties and authorities all issues related to environmental. Apply and maintain all environmental certificates up to date
- Measure and report KPI’s, present to Team Leaders and publish on the Notice Board
- Develop the teams to deliver a step up in HSE awareness, capability and performance
- Take action to drive change in behaviors:
- Recruit HSE representatives from each team. Train and develop the teams
Administers the Departmental HSE System to ensure compliance and to drive continuous improvement:
- Analyze HSE data, report progress against Departmental HSE Objectives. Deliver clear, actionable HSE reports and improvement recommendations
- Track action items and highlight outstanding items still needing to be closed off
- Delivers technical advice and services to enable high standards of HSE and delivers continuous improvement:
- Advises on HSE Legislation and standards and their application in the workplace
- Delivers technical and compliance advice to staff and management
- Responds effectively to non-routine and emergency HSE issues, including workplace incidents and injuries
- Aligns departmental HSE Policies and Practices with DPC Corporate HSE requirements and with other Departments
- Carry out risk assessment within their defined functional or technical area of business
- Co-ordinates the development of control measures and/or contingency plans to mitigate these risks or the effects of incidents arising from them
- Stay in compliance with all security regulations
- Report any suspicious activity, sites, and emails

ROLE REQUIREMENTS
|

Educational & Professional Qualifications and Experience
|
|
|
Qualifications
- Bachelor’s Degree Must in a relevant field HSE or Environment plus IOSH & NEBOSH qualified with 5 years direct HSE experience
OR
Diploma in a relevant field HSE or Environment plus IOSH & NEBOSH qualified with 6 years direct HSE experience
OR
IOSH & NEBOSH qualified with 7 years direct HSE or Environment experience
Minimum Experience:
- At least 5 years’ experience in an Industrial Power Plant and 5 years of HSE and Environment experience
- Needs and constraints, legal and public relations constraints, budget, planning and organizational change management procedures
